FOUR - Heppner Gazette-Times, Hep prier, Oregon Wednesday, August 7, 2002 Sheriffs Report The Morrow County Sheriff's Office (MCSO) reports handling the following business: June 22: MCSO received a call from lrrigon reporting two missing juvenile girls. They were found while the caller was still on the phone with the dispatcher. -M CSO deputy cited Michael James Wilson, 45, for harassment. -M C SO , B oardm an ambulance received a request for an am bulance for a p ossibly intoxicated female lying beside the road at Paul Smith and Wilson Road in Boardman. Later, another caller contacted MCSO for the same reason and was advised that the subject was checked on and she is asleep and not committing a crime, but was asked to leave the area. -MCSO deputy arrested Michael Eugene Baker, 30, for driving under the influence of in to x ica n ts, possession o f a controlled substance, carrying a concealed weapon and criminal mischief 111. Baker was lodged at the Umatilla County Jail with bail at $23,000. Subject was also cited for d riving w hile license suspended, driving uninsured, and switching plates. Vehicle was impounded. -M C SO , H eppner am bulance was requested to respond to a residence in Heppner for an 80-year-old male who had an unknown medical problem. -M CSO received a request for a deputy in lrrigon for a verbal domestic argument in progress between the caller and her mother. -M C SO received a request for deputy contact regarding concerns with vandalism and damage done to trees in the area of Kristen Drive in lrrigon. -M CSO deputy cited Rudy Badua, 27, for violating the basic rule, 75/55. -MCSO received a call from lrrig o n rep o rtin g that someone let his dog off the clip. This was the second time. There have been other things that have happened too but he has no proof as to who is doing it but have a possible suspect. June 23: M CSO received a report from lrrigon that a vehicle had been vandalized. -M C SO , B oardm an ambulance received a 911 call from a female caller advising, “Mommy is very sick” and then hanging up. Upon c a llb ac k , a different respondent answ ered and requested no sirens. The individual was experiencing a possible asthm a attack or hyperventilation. -M CO S received a report from Bakes Restaurant in lrrigon that there was a burglary in progress. Caller could hear subjects on the roof and at the back door. Daniel Dewayne Brasel, 39, and Rick L. Avery, 35, were arrested for burglary 1, criminal m ischief II, criminal trespassing II, and possession of burglary tools. They were lodged at the Umatilla County Jail with bail at $38,500. -M CSO received a report from Boardman that the caller’s pipe is broken and her bathroom is flooding and she cannot find the shut-off valve. -M CSO received a report o f a car speeding up and down Third Street in lrrigon. When asked to slow down, the driver yelled profanities out the window, then he failed to stop at the stop sign and almost hit two girls. He had stopped at the 76 station in lrrigon. -M CSO received complaint of four-wheelers riding in the turkey shoots in lrrigon making a lot of dust. The riders had permission from the owners to ride there. -M CSO receiv ed a complaint that a Morrow County Road Department grader was being used by an unknown person who was doing damage to the property. -M CSO deputy requested back up at the day use beach in Boardman. Deputy attempted to tell kids to move along because they were fishing in a prohibited area. One took off on foot and a foot pursuit began. -MCSO received report from Boardman of an unattended bum behind the residence o f the caller. Fire was spreading but when officials arrived at the location, the fire was out. Owners were advised to pick up a bum permit before burning again. -M CSO received a report from Heppner o f people using the Willow Creek Reservoir day use area at night. Caller doesn’t know how many there are but she can hear their music and said it sounded like teenagers. June 24: M CSO received report from Heppner concerning kids being loud in a parking lot nearby. StttLK left and then called again later to say that they were back. A second caller called to say they were in a car. -MCSO deputy arrested Leigh Sanders, 44, for failure to pay fines/driving while license suspended. $1,015 bail was required in lull. -M CSO received call from lrrigon that someone had thrown a rock at the caller's car and dented it. -MCSO received a call that a horse was running on the freeway near Boardman. -MCSO received a call from the M id-C olum bia Bus company that damage was done to a bus in Boardman. Scott Ray Bass, 19, was arrested and lodged at the Umatilla County Jail on charges of unlawful entry o f a motor vehicle x7, theft I x2, theft II, criminal trespassing II x2 and criminal mischief II x2. Bail was set at $78,000. -M CSO receiv ed a report of a domestic dispute in progress in lrrigon. There was loud arguing and banging around and caller said that this was an on-going problem. -MCSO received a call from Heppner reporting bulls on the c a lle r ’s property. He requested contact regarding his rights. -MCSO received a call from lrrigon about a car all over the road. -MCSO received a call regarding a water leak in front of the Morrow County Courthouse in Heppner. Caller was working on the road in the area. -MCSO received a call form lrrigon that someone had shot the caller’s dogs. One was missing and caller had to take the other one to the vet where it was put down. -MCSO, Boardman fire dept, received a report of a grass fire at Wilson Rd. and Pheasant Ln. in Boardman. Fire was put out. -MCSO received a call from lrrigon from woman who says she has information on a subject providing alcohol to minors at Sentry market. -MCSO received a call rep o rt a theft at the W eary Traveler Motel in lrrigon. -M CSO deputy cited Lydia Grow, 19, for failure to display front license plate. -M CSO receiv ed a report from lrrigon o f a goat with its head stuck in a fence. Caller doesn’t know who owners are and goat finally got its head out on its own. -M CSO receiv ed a report from Heppner o f an illegal bum at May and Gale Streets. The annual barbecue w ith ham burgers, hot dogs, potato salad, com on the cob and all the “fixin’s” will start at 5:30 p.m. Everyone is invited to attend. 2002 Morrow County Fair and Oregon Trail Pro Rodeo Princess Julie Proctor By Sarah ( oiler When Princess Julie Proctor spoke with the Gazette a few weeks ago, the subject she was most excited about was “jumping the bumps”. Apparently, this 2002 fair court member and her queen, Salli McElligott, had quite an experience with their friend Rachel recently. We w eren’t supposed to spill any details, so we’ll just drop a few phrases and let the readers use their imaginations as to this scenario. How about: “big truck”, “big bumps” and “no seatbelt”. T his 18-year-old Heppner graduate with brown hair and brown eyes seems to be full of smiles and giggles and big dreams. Princess Julie will be attending BMCC this fall, studying “something in business, maybe finance or m arketing.” She is currently employed at the Bank of Eastern Oregon. Princess Julie has had many experiences throughout her high school years that will prove useful in the people-oriented world of business. She has served as the Student Body Publicity Director at HHS, the president of OSSOM for tw o years, the secretary o f N ational Honor Society, and a Parks Committee Member; as well as participating in various sports, cheerleading, 4- H, and the Catholic Church youth group. However, most would agree that the most impressive line on the princess’s resume will read: Heppner Student o f the Year. Her parents are Mike and Kay Proctor of Heppner and her grandparents are Rocky and Nita Proctor o f lrrigon and Lucille Kostechka of Portland. She has a sister, Josie who is 21 and her brother Roy is 14. Princess Julie comes from a family who has been involved in the Oregon Trail Pro Rodeo and Morrow County Fair now and in the past. Her aunt Maryanne Munkers was on the courts and now serves as an O regon Trail Pro Rodeo chairman. Her father, Mike, and uncle Barry Munkers serve on the rodeo board and her aunt Theresa Proctor Reese was on the courts as well. Princess Julie loves to ride horses and hang out with her friends. She would like to get a four-year business degree and a “good job”. “Maybe I’ll come back to Heppner when I’m ready to raise a family,” she added. C.J., the quarter horse Julie is riding this year, belongs to Bob and Sheree Mahoney. Julie’s animals include a dog, Rocky; a cat. Friendly; her pigs for 4-H and some fish. O f all the travels the court has taken this year. Princess Julie, like Princess Genia, enjoyed the Elgin trip the best. “It was fun because we stayed the night and got to go swimming and shopping,” she said. She said that she also liked the trip to The Dalles because it was a good parade. Princess Julie described the court’s work outfits: a hunter- green shirt with black jeans, their belt buckle, hat, and official jewelry. The smiling beauty seems to really enjoy being on the 2002 O regon Trail Pro Rodeo and Morrow County Fair court: “I’ve had a lot of fitn this year,” she said, “I have enjoyed meeting a lot o f people and I hope to see you all at the fair and rodeo.” Order Magnetic Door Signs HERE Heppner Eaictte-Times . Boardman will also hold a fam ily planning clinic on Wednesday August 7 from 8:30- 4:30 and on Thursday, August 22, from 8:30-4:30. lrrigon man competes Navy nuclear power training Navy Petty Officer 3rd Class Jesse N. Steele, son of Mary Jo Steele of Pendleton and William Steele o f lrrig o n , recently com pleted the Navy N uclear Power Training Unit course at Naval Nuclear Power Training Unit, Ballston Spa, N.Y. Steele received instruction about nuclear theory, chemistry, physics, reactor operations, safety and security. Upon completion of the course, Steele was designated a n u clear propulsion plant operator. Steele is a 1997 graduate of R iverside H igh School o f Boardman and joined the Navy in September 2000.
