EIGHT- Heppner Gazette-Times, Sheriff's Report The Morrow County Sheriffs Office (MCSO) reports handling the following business: -MCSO received a call from lone reporting a th eft o f oxygen/ acetylene torch system occurring within the past couple o f days. -MCSO deputy cited Francisco Chapa. Ill, 27, for violation of the basic rule. 68/55, no operators license, and no insurance. -MCSO received call from lrrigon o f a loose goat that is eating up the caller’s yard. -M CSO received report o f a ju v en ile th reaten in g another juvenile with a BB gun. -MCSO cited Kelly Sean Howes, Sr., 35, for sw itching license plates and driving while license suspended. -MCSO received a report from woman in Boardman that her ex- husband was driving drunk. -M C SO deputy reported a vandalized vehicle in the Port of M orrow area. O w ners were contacted. -MCSO received a report of theft attempt at the Jordan Elevators. -MCSO received complaint that som eone was burning on the caller's property and she thinks it -might be her neighbor. -M CSO received report that someone drove off without paying for his gas in Boardman. OSP located suspect and cited him. -MCSO received complaint that trucks were speeding up and dow n Tow er R oad and disregarding the posted speed. His car, which was parked 25’ off of Tower Road, was hit by rocks and the windshield cracked. -MCSO received complaint that several v eh icles w ere using excessive speed on Hwy. 730 from Umatilla. -MCSO received call from Lrrigon that the caller’s ex-husband had hit her and is now leaving. -MCSO received report from Boardman of a female who was run over by a horse. -MCSO deputy cited Audrey Melisa Amaral, 34, for permitting a dog to run at large. -MCSO received a report from road dept, worker saying that two speeding trucks ran her off the road, slowed down, and laughed at her. -MCSO received call that there was a lot o f smoke coming from a location in Boardman. 11 was found to be a controlled bum. -MCSO received a call from a woman that had called a week earlier about theft at a storage shed in lrrigon and no one had followed up. She was calling with additional information. -MCSO received a call reporting a man who was driving around the night before drunk and is the caller thought he would probably be driving around that night as well in the lrrigon area. -MCSO received a call from Heppner that about 12 juveniles were making a loud disturbance in the street and had been there for about half an hour. M ay 27: MCSO received a complaint from Boardman that someone is trying to steal the caller's beer. -MCSO deputy cited George Arthur Phillips, 57, for violation of the basic rule, 39/25. -MCSO received a report from Boardman that caller came home and found a young, adult male sleeping on his couch. Subject said he was at a party next door and went into the wrong house. -MCSO received call that a 79- year-old male fell in the bathtub and is semi-conscious. -MCSO deputy cited Terry Lee Harris, 20, for violation o f the basic rule. 72/55. -MCSO deputy cited Earl Monroe Borden, 59, for failure to wear boat floatation device. -MCSO received call reporting an out o f control fire in lrrigon. -MCSO received a report from a caller who said his so n ’s car stereo was stolen last night. -M CSO receiv ed call from Heppner requesting ambulance for 72-year-old man who had collapsed. -MCSO deputy cited Tamar Selah Winn, 24, for violation of the basic rule. 39/25. -MCSO received report of a car weaving all over the road. -MCSO received a call of a jet skier down and stuck in the current on the Columbia River. i ppner, Oregon Wednesday, July 24, -MCSO cited Shirley Judd, 48. for failure to obey a traffic control device and no insurance. -M CSO arre ste d Brad Ray Robbins, 29, for failure to pay fines for possession of less that one oz. of marijuana. Also cited for failure to use seatbelts, no insurance, failure to register vehicle. Vehicle impounded. -M CSO received a report o f sheep of to the side o f the road. M ay 28: M CSO received a report o f a cow walking down the middle of the road. -M CSO received a call from Boardman of three motorcycles and riders that she thought looked suspicious. The riders were tired of riding in the rain and were seeking a motel. -M CSO received a call from Boardm an that som eone had tam pered w ith the c a lle r ’s vehicle. -M CSO received a call from Boardman that caller’s husband had left during the night and had not returned. -MCSO received call from lrrigon saying that caller had allowed her 7-year-old daughter to go out of tow n w ith an o th er person. Daughter was supposed to have returned yesterday and was still gone. Daughter was located. -MCSO received call from lrrigon that several cars were speeding through the area. -MCSO received report from Boardman that four juveniles were playing on the rafters o f the bridge to the marina over the RR tracks. -MCSO received call that flagger had spoke to two Arabic looking men and one white male who were asking what she thought to be suspicious questions regarding voltage output. -MCSO received report from lrrigon o f som eone speeding through the area. -M CSO receiv ed call from Boardman o f kids screaming. C aller w asn ’t sure if it was fighting or horse play. -MCSO deputy cited Charles Lee Davidson, 44, failure to renew registration. -MCSO deputy cited Kelly J. Paullus, 18, for assault IV. -MCSO deputy cited Steven C. Soletski, 21, for assault IV. May 29: MCSO received call from lrrig o n about a stolen minibike. -MCSO received report from Boardman that caller’s vehicle was hit by something. Caller heard a crash but did not see anything. -MCSO deputy cited M. Ofelia Zavalza Flores for hit and run property. -MCSO received report from driver that car had passed him on a hill over the double line and was driving too fast. -MCSO received a call about a dog eating caller’s chickens. -MCSO deputy cited Starlynn M. S chram m eck, 22, for no o p e ra to r’s licen se and no insurance. -M C SO cited L arry Joshua Brown, 18, for possession of less than an oz. of marijuana. -MCSO deputy arrested Billy Alvin McNabb, 32, for failure to pay fines for littering within 100’ o f a water supply. -MCSO received complaint of goats in caller’s yard. -MCSO received a report from lrrigon that a wolf-like dog and brown dog were chasing callers colts and possibly bit one of them. -M CSO received a call from Lexington that a man fell off his roof approximately 10 feet and landed on his head. A concrete block hit him in the chest and he has back pain and pain between his shoulder blades. -M CSO received report from lrrigon that kids threw rocks at his son and hit him in the eye. -M CSO received report o f a minor motor vehicle accident in Boardman. -MCSO received report from lrrigon that caller’s husband, who has a restraining order against him, is calling her, screaming and cursing. -M CSO received a call from Boardman from caller stating that someone was on the way to the house to pick a fight. Caller was afraid and said children were present. -MCSO deputy arrested David A llen Ryan, 34, for theft I. Lodged at Umatilla County Jail, bail $20,000. Also arrested for failure to pay fines for driving while license suspended and no insurance, bail $ 1,0 52 . Also / 2002 lodged for p o ssessio n o f a c o n tro lled substance II— methamphetamine, bail $7,500. May 30: MCSO received a call from Boardman requesting an ambulance for a 61 -year-old man who had a stroke. -MCSO received a call from lrrigon that the caller was having a dispute with his neighbor over property lines. Caller advised that when he puts up a fence, the neighbor knocks it down. -MCSO deputy cited Kari E. Taylor, 20, for violation of the basic rule, 67/45. -MCSO received complaint from Heppner that three or four dogs were harassing and chasing bulls. This has gone on for approximately a week. -MCSO received report o f a shed fire in lrrigon. A house nearby was threatened. -MCSO deputy cited Martin A. Martinez, 18, for no operator’s license and no insurance. The vehicle was towed. -M CSO deputy cited N ickie Crosby, 22, for no operator’s license. -M CSO received call from Heppner regarding loud music in the caller’s area. -MCSO received a call from Boardman regarding a semi truck with a loud refrigeration unit parked on his street. Caller says this is an ongoing problem. -MCSO received a report from lrrigon o f graffiti on c a ller’s fence. Caller thought it might have occurred two nights ago. -M CSO receiv ed call from H eppner regarding neighbor playing loud drums. -MCSO received call regarding student at C olum bia M iddle School threatened to stab another student. Caller thought student might have been joking. Student was suspended. -M CSO receiv ed rep o rt o f vandalism at Pioneer Memorial Clinic in Heppner. -MCSO received complaint o f a car driving erratically, swerving, speeding, and slamming on its brakes. -M CSO received a call o f a possible end of the year drinking party near lone at a juvenile’s residence. -MCSO received complaint from Boardman of a loud party taking place at the apartments near by. June 1: MCSO received report from Boardm an o f “banging around” in caller’s shop and the sound of the sliding glass door in the basement opening. -MCSO received complaint of trespassers on caller’s property. Trespassers have been asked to leave but they will not. -MCSO received report of a two- car m otor vehicle accident in lrrigon. -M C SO cited K ipp M ichael Barron, 37, for failure to use child restraint. -MCSO received complaint from lrrigon that caller’s neighbor is m essing up his fence. The neighbor then “told them o f f ’ when they took the stuff off their fence. -M CSO received request for am bulance for 6 0 -y ear-o ld woman who is experiencing chest pains and breathing problems. -MCSO received report of two vehicles drag racing. -MCSO cited Jose H. Arias, 29, for d riving w hile under the influence o f intoxicants and driving while license suspended. June 3: MCSO cited Mayra H ernandez, 19, for m inor in possession of alcohol; Rebecca S heridan, 19, for m inor in possession of alcohol; Carrie L. Jo hnson, 20, for m inor in possession of alcohol; and Keen E spinoza, 20, for m inor in possession of alcohol. -M CSO deputy cited Ronald Honey, 50, for violation o f the basic rule, 77/55. -MCSO deputy cited Edward Miltenberger, 47, for violation of the basic rule, 78/55; no insurance, no registration. -M CSO deputy cited H ilda Renteria, 28, for violation of the basic rule, 77/55. -MCSO received a report o f a subject smoking a glass crack pipe while driving. -M C SO deputy cited N abor Cisneros Cuevas, 25, for driving w hile license suspended infraction. -MCSO deputy cited Christopher Cory Hoffman, 46, for violation o f the basic rule, 59/40. -MCSO received report of a fight between two males in lrrigon. -MCSO received a report of loud music from residence in lone. -MCSO deputy cited luliu Bucur, 47, for violation of the basic rule, 80/55. -M C SO deputy cited Tugg H endricks, 20, for failure to display front plate. June 4: M CSO received a complaint of someone revving up engines in Lexington. -MCSO received call from lrrigon o f a possible burglary in progress. Caller could hear someone trying to get into the w indow and banging noises. -MCSO received complaint o f loud music and people conversing in Boardman. -M CSO deputy cited Bryce Lagrand D avidson, 45, for following too close. -MCSO deputy cited Brett Heath Getchell, 34, for violation of the basic rule, 77/55. -MCSO received complaint from Heppner o f two wild kittens left at the house next door. The animals had no food or water. -M CSO deputy cited C asey Daniel Rodriguez, 28, for violation of the basic rule, 70/55. -M CSO received a call from Heppner that a goat was loose and knocking the caller’s fence down. -M CSO deputy cited D ustin William Griffin, 18, for violation of the basic rule, 56/40. -MCSO received call from lrrigon saying that the caller had found a seagull with a hook in its wing. -MCSO deputy cited Glorene May Blackman, 40, for failure to obey a traffic control device and failure to carry p ro o f o f insurance. -MCSO received a call from lone o f a theft o f gas within the last week at caller’s ranch. -MCSO received report from Boardman that there were two power lines clashing together causing sparks and fire at caller’s location. -M CSO receiv ed call from Boardman that caller’s tire was slashed. -MCSO deputy cited Gordon Dean Walker, 43, for failure to pay fines/menacing, bail, $590.83 in full. June 5: MCSO received report from Lexington that someone in a forest service pickup had got gas that morning and he didn't know his driver card number. -MCSO received a call from lrrig o n that c a lle r’s car was broken into and purse was taken with money and ID. -M CSO deputy cited B yron George Johnson, 33, for driving w hile license suspended and failure to use seatbelt. -MCSO received report from Heppner that there were kids on dirt bikes riding up and down the streets and that the bikes are really loud. -MCSO deputy cited Corrie Lynn Liddell, 33, for violation of the basic rule, 73/55. June 6: M CSO receiv ed a request from Boardm an that police remove caller’s ex-husband from the premises. She related that he was trespassing and not wanted there. -MCSO received request from Boardman for an am bulance. Individual says she is confused and disoriented and thinks she might be experiencing a panic attack. She stated that she was very weak. -M CSO deputy cited Lacey Colleen Davis, 17, for violation of the basic rule, 36/25. -M CSO received a call from Boardman that caller’s 10-month- old daughter is bleeding from the gums. He thinks she may have cut her mouth on her bottle. -MCSO received a call from H eppner that c a ller and her husband are doing some work on a house and had some windows broken out last night. -MCSO received a report of a fire in H eppner. A shed was threatened. -MCSO received a call from lrrigon that someone threatened her son and she is worried about her minor daughters returning from school. -M CSO deputy arrested Theodore Richard Eubanks, 21, for failure to appear/fumishing alcohol to minors x7, transported to NORCOR. -M CSO received report o f a motor vehicle accident in lrrigon. -MCSO deputy arrested Timothy Brook, 27, for probation violation, no bail. -M CSO received report that c a lle r ’s h elico p ter crew accidentally started a fire when target practicing and the fire was too big. -MCSO received a report from Boardm an that som eone was going through the dumpsters at Kegler’s Sentry market. -MCSO received a call from Boardm an that there was an intoxicated female sitting on the dumpster behind the C&D Drive In. -MCSO deputy arrested Michael A. Howland, 58, for failure to pay fines/violation of Morrow County ordinances; bail, $ 1,767 in full. June 7: MCSO deputy cited Joshua Moore, 20, for possession of less than one oz. o f marijuana, $500 bail; failure to present and carry drivers license, $6,000 bail; no operator’s license, vehicle impounded. -M CSO deputy cited C urtis Drury, 21, for possession o f less than one oz. of marijuana, $500 bail. -M CSO deputy cited Daniel Bloom, 32, for possession of less than one oz. of marijuana, $500 bail. -M CSO deputy cited A lbert James Gandy, 37, for driving while license suspended and switched license plates. -MCSO received a call from Boardman reporting that caller’s residence had been broken into the night before or that morning. Michael Anthony Mulliken, 18, arrested for burglary I/theft 11/ criminal misconduct III; lodged at Umatilla County Jail. -MCSO deputy arrested Daniel Dominic Erik Roa, 19, for failure to pay fines and driving while license suspended. -M CSO received report o f a woman who had fallen in lrrigon and can’t get up. -MCSO received report o f two head o f yearling cattle out on the road in Boardman. -MCSO received a call from lrrigon that a residence had been paint-balled the night before. -MCSO received a call from lrrig o n that a b urglary had probably occurred last week. Caller said several items were missing. -M CSO received a call from Boardman that some one had sm ashed the w indow in the caller’s pick up. -MCSO received a call from lone that a suspicious vehicle had stopped across the street from the grocery store and was said to be watching children. The suspect then stopped by the school to watch the children, the caller said. -MCSO deputy arrested Scott Ray Bass, 19, for failure to appear and refused home visit; lodged at Umatilla County Jail. -MCSO deputy cited Richard Hasting, 50, for driving under the influence of intoxicants. -MCSO received a call from lone of a trailer parked as a possible hazard by limiting visibility. -MCSO received a call about a m otor vehicle accident in Heppner. There were no injuries. -MCSO received a call about a car all over the road. -MCSO received a call from Heppner reporting that there is a dog in her yard eating her dog’s food. -MCSO received a call from Boardman reporting three subjects in front o f the apartment door smoking pot from a pop can. -MCSO received a call from Lexington requesting someone to remove an intoxicated woman. The woman was unconscious. -MCSO deputy arrested Jason Eugene Holz, 20, for rape 1, sex abuse II, sodomy II, two counts of sex abuse I, and two counts of sexual penetration II; lodged at U m atilla C ounty Jail, bail $350,000. -M CSO deputy cited Ruben Castillo, 56, for no insurance. -MCSO received a report of a mattress lying in the road. June 8: MCSO deputy cited Michelle Ann Stephens, 28, for driving while license suspended and no insurance. -MCSO received a report of a mattress in the road. -MCSO received a report of a pick-up driving eastbound in the w estbound lane from the Boardman rest area. -MCSO received a report of a vehicle broadside on Jordan Grade with a propane tank beside the vehicle. All were lodged at Umatilla County Jail with bail set at $57,500. -MCSO received report from H eppner o f a doberm an/ rottweiler mix dog running loose in the neighborhood all the time. -MCSO received report from Heppner that caller’s husband had been to the residence during the night and had taken some items.
