Heppner Gazette-Times, Heppner, Oregon Wednesday, January 30, 2002 - FIVE Sheriff's Report The Morrow County Sheriff’s Office (MCSO) reports handling the following business: Dec. 12: MCSO deputy cited Robert Vincent Peel, 39, for No Operator’s License. The vehicle was impounded. -MCSO received a request from Heppner Police Dept, to have a deputy present during an interview at the police dept. -MCSO received a request for a deputy to pick up a wallet and cell phone found in a yard in Irrigon. -MCSO received a request for a deputy in Boardman for drug paraphernalia found in a trailer the caller repossessed the previous night. -Oregon State Police received a report of a truck on I- 84 eastbound that was driving erratically and weaving in and out of the lanes. -Oregon State Police received a report of a possible DU11 and open container on 1-84 westbound. -MCSO received a report from the Morrow County Road Dept, of a vehicle at Porcupine Road and Highway 207 partially blocking a school bus route. The vehicle was towed. -Irrigon Fire Dept, received a report o f an illegal burn in Irrigon. -Oregon State Police received a report of a vehicle traveling on 1-84 westbound; the driver was holding a can of beer and swerving in the lane. The vehicle took the Highway 730 exit then returned to 1-84 westbound. -MCSO was advised by ODF&W that beavers would be removed from the Heppner golf course. -MCSO, Boardman Police toept. received a report of three suspicious persons running into a <iew subdivision on Wilson Road with flashlights. -MCSO received a report of two boys missing in Irrigon. Both boys returned. -Oregon State Police received a report of a vehicle on Highway 730 nearly running another vehicle off the road. -MCSO deputy cited Delphine D. Victorino, 22, for Violation of the Basic Rule, 74 mph in a 55-mph zone. -MCSO, Boardman Police and Fire depts. received a report from a caller on 1-84 that a Wal- Mart semi-truck’s brakes were on fire. The semi took an exit off the freeway and it was reported the brakes were only hot. Dec. 13: MCSO, Irrigon Fire Dept., Irrigon ambulance received a report from the Benton County Dispatch Center of a 911 call from a caller at Bake’s in Irrigon of a collapsed, barely conscious male in the parking lot. No transport was made. -MCSO received a report of a CSEPP exercise involving a practice fire emergency. -MCSO received a report from a caller in Lexington of a neig h b o r’s dogs barking constantly. -MCSO received a request for deputy contact at Columbia Middle School in Irrigon regarding an assault that occurred at the school. -MCSO received a report from a caller in Irrigon of three abandoned vehicles on his property. -MCSO, Boardman Police Dept, received a report from a caller in Boardman of a prowler outside his residence who was rattling the doorknobs. The suspect was a male who left the scene across a field toward town. Officers were unable to locate the suspect. -H eppner Police Dept, received a request for officer contact in Heppner regarding the caller’s mother. Contact was attempted several times but the line was busy and then there was no answer. The officer would try again the next day. -MCSO received a report from a caller in Irrigon o f a missing golden lab puppy, about eight weeks old, with a black collar. -MCSO deputy cited Jose Alfredo Gutierrez-Gutierrez, 22, for Violation of the Basic Rule, 78 mph in a 20- mph school zone. -MCSO deputy cited Barry D. Martin, 41, for Violation of the Basic Rule, 35 mph in a 20 mph school zone. -MCSO received a report of a vehicle in the ditch at Wilson and Paul Smith roads. No one was around. The vehicle was towed. -MCSO deputy assisted a person who had a disabled vehicle on Highway 730; the deputy gave the person a ride into Boardman. -MCSO, Boardman Police Dept, officers cited a juvenile for No O p erato r’s License, No Insurance, DUlI/MIP-Alcohol by Consumption. The vehicle was towed. -MCSO received a request for assistance from a caller in Irrigon. Her husband had kicked her out o f the residence and wouldn’t let her back in. The caller was taken to a friend's house for the night. -MCSO, Oregon State Police, Heppner Police Dept, received a report from a caller in Heppner that someone was trying to break into his house. The owner was notified. -MCSO received a report from a caller in Irrigon that someone took a power drill and equipm ent from a garage sometime that day. -Oregon State Police received a report o f a single motor vehicle accident on 1-84 westbound. A guardrail was hit. It was a non-injury, non-blocking accident. -MCSO received a report of a suspicious man trying to sell vacuums to the caller’s mother in Boardman at 10 p.m. -Boardman Police Dept, officer cited Cynthia Lynne Driscoll-Qualls for Driving while License Suspended I. Dec. 14: MCSO deputy cited Jose Coria Cancino, 44, for Violation of the Basic Rule, 75 mph in a 55- mph zone. -MCSO, Boardman and Irrigon Fire depts. received a report o f a haystack on fire in Boardman. -MCSO, Oregon State Police, Irrigon Fire Dept., Irrigon ambulance received a report of a single motor vehicle accident east o f Irrigon on Highway 730. Injuries had occurred and extraction may be required as the driver was trapped. A passenger was an uninjured infant. -Boardm an Police Dept, received a report of an elderly woman wandering around Olsen and W ilson roads. It was determined the woman had just moved there and likes to take walks. -MCSO received a report from a caller o f a m ailbox vandalized in the last two weeks. -MCSO received a request for information about getting a com puter back that was confiscated by the police. -MCSO received a report of a break-in at the office of Oasis RV Park in Irrigon. -Boardm an Police Dept, officer cited Luis Alberto Soriano- Corcuera, 21, for Driving while License Suspended Infraction and Driving Uninsured. The vehicle was impounded. -Boardman Police Dept, officers cited Ricky Gumm for No Insurance, Driving while License Suspended. The vehicle was towed. -MCSO deputy cited M atthew Crissenger, 21, for Exceeding the Maximum Speed Limit. 80 mph in a 65-mph zone. -MCSO deputy cited Theresa K. Morley for Maintaining a Dog as a Public Nuisance. -MCSO deputy cited Jeffrey M. Dawson, 23, for Violation of the Basic Rule, 75 mph in a 55- mph zone. -MCSO received a report of three suspicious juveniles in the vicinity of the rest rooms at the Irrigon Marina Park. -MCSO deputy reported a stop sign down; the road dept, was contacted. -Boardman am bulance received a report that an 88-year- old male had fallen and struck his head. -Oregon State Police received a report of a possible DUII in Irrigon that almost ran off the road. Dec. 15: MCSO, Oregon State Police received a report from a caller in Irrigon of hearing shots from a .22. It was noted four young adult male subjects had been fighting since mid evening. -MCSO. Boardman Police Dept, received a report o f a possible runaway. She was located and returned home. -MCSO, Boardman Police Dept, received a relayed report from Oregon State Police of a possible wrong-way driver on Highway 730. -MCSO, PG&E received a report of a blown transformer in Ruggs along Highway 207. -MCSO received a relayed report from Oregon State Police of a low-flying crop duster over 1-84. It was determined to be a plane seeding at a ranch. -MCSO received a report of a front entry and door alarm at a business in Boardman. It was a false alarm. -MCSO received a report from a caller in Boardman that a female subject was at an apartment and wouldn’t leave. A male subject at the apartment was intoxicated; the two subjects were having a verbal argument. The female subject left. -MCSO received a report from the Army Depot of two possibly intoxicated male subjects driving in Irrigon. -MCSO deputy cited Bobbie Lee Ford, 25, for Maintaining a Dog as a Public Nuisance. -MCSO received a report from a caller in Boardman of an intoxicated male in a back field. -Heppner Police Dept, received a report from a caller in Heppner that the wind blew a trash can onto W ater/Jones streets and it was causing a hazard. -MCSO, Umatilla Police Dept, received a report o f a possible drunk driver headed to Umatilla. There were two males, one female and possibly an infant in the vehicle. -MCSO received a report from the Redmond Police Dept, that Joyce Ann Yarborough, 48, was arrested on a Morrow County Circuit Court warrant for Failure to Pay Fine/Negotiating a Bad Check (x2). She was lodged at the Deschutes County Jail. -MCSO received a report of an unattended campfire in Irrigon. All was okay; the fire was going out. Dec. 16: MCSO received a report that John Eric Reddick II, 30, was cited for DUII (BAC Dec. 27: MCSO, Irrigon Fire Dept, received a report of a fire alarm from A.C. Houghton Ele mentary School in Irrigon. It was a false alarm. -MCSO received a report of a stolen computer from Colum bia River Dairy. The suspects came in through a window. -MCSO received a recorded alarm message from the planning dept, at the Irrigon annex. It was a maintenance error. -MCSO, Oregon State Police received a report of a Ford Ex plorer all over the road on 1-84. The vehicle took the Port of Mor row exit. Officers were unable to find the vehicle. -Heppner Police Dept, re ceived a request for a welfare check on a Heppner resident. The officer was unable to locate the subject. -MCSO, Boardman Police Dept, received a report from Irrigon of a stolen vehicle. The caller thought a relative might have taken it. The vehicle was located in Boardman. James Daniel Elliott, 23. was arrested for Unauthorized Use of a Motor Vehicle, and on Irrigon Justice Court warrants for Failure to Pay Fine/Driving while License Sus pended and Driving Uninsured. He was lodged at the Umatilla County Jail with S7,500 bail. -MCSO, Heppner Ambu lance received a request for an ambulance for an 86-year-old fe male in Heppner who was hav ing difficulty breathing, had chest pains, nausea and dizziness. The patient was transported to Good Shepherd Medical Center in Hermiston. -MCSO received a report from a caller in lone of a male subject who was driving, but the caller didn’t think he had a license. The subject does have a valid li cense. -MCSO received a report from a caller in Irrigon that her pickup was broken into last night and several CDs were taken. -MCSO received a report of a truck driving erratically on Highway 730. -MCSO received a report of two suspicious males hanging around the video store in Boardman who wouldn't leave. -MCSO, Heppner Ambu lance received a report from a caller in Heppner that her daugh ter had choked on a piece of can dy. The caller called back and canceled the ambulance request. -Oregon State Police re ceived a report from a caller in lone that a male subject is steal ing gasoline from the caller and other family members. -Oregon State Police re ceived a request for an officer contact from a caller in lone who wanted to make a complaint against his sister who keeps yell ing at him and calling the police on him. -MCSO deputy requested Heppner City Works be contact ed and close Water Street be cause of snow. -MCSO received a request to notify ODOT about snow and freezing rain falling. Several ve hicles had spun out on Highway 730. -ODOT received a report from a caller in a pickup pulling a farm tractor on 1-84 who went off the road due to slick roads. The caller requested ODOT be noti fied for plows and requested a tow. A tow was contacted. -Heppner Police Dept, re ceived a request for an extra pa trol for a residence in Heppner whose owner was away. -MCSO, Boardman Police Dept, received a report of a pos sible domestic situation at the laundromat in Boardman. A male subject was yelling and banging on the side of a white van. -Boardman Police Dept, re ceived a report from a caller in Boardman of four subjects in a vehicle driving around the area and walking around people’s prop erty. -Oregon State Police re ceived a report of a semi-truck with no taiilights on 1-84 east- bound. -Boardman Police Dept, re ceived a report from a caller in Boardman of a car pulling a sled. The vehicle was located and the driver advised not to pull the sled. -MCSO received a report from a caller in Irrigon that juve niles on four-wheelers were on school property at A.C. Houghton Elementary School. -MCSO deputy contacted a person regarding child custody issues. -MCSO deputy requested ODOT be contacted and advised that Highway 730 is very slick. ODOT was contacted. -Oregon State Police re ceived a report of six semis spun out and blocking lanes on 1-84 westbound. They were non-inju ry accidents. -MCSO received a report from B ucknum ’s Tavern in Heppner that a male subject who had caused problems in the bar left, but was thought to still be in the area.. The caller requested an officer patrol the area. Dec. 28: MCSO received a report from Lincoln County Sher iff's Office that Wendy L. ODOT was notified that the freeway was very icy. -MCSO, Boardman Police and Fire depts., Boardman Am bulance received a report of a sin gle vehicle rollover on 1-84 west bound. There were no injuries and the vehicle was not blocking lanes of traffic. -MCSO, Boardman Police Dept, received a report of a sin gle vehicle accident on 1-84 east- bound. -MCSO received a report of a single vehicle accident in High way 730. -MCSO, Boardman Police and Fire depts., Boardman ambu lance received a report of a pick up and SUV accident on 1-84 eastbound about a half-mile east of Boardman. There were no in juries and the vehicle was not blocking lanes of traffic. -MCSO, Oregon State Police received a report from a caller that she was in a single vehicle accident with her semi on 1-84 westbound. There were no inju ries but the semi was blocking the slow lane. -MCSO received a report that Gregory Alan Bass, 21. was ar rested on an UCSO warrant. He was lodged at the Umatilla County Jail with $15,000 bail. -MCSO received a report of a rollover motor vehicle accident on Highway 730. One patient was transported to Good Shepherd Medical Center in Hermiston. -MCSO received a report of a vehicle on 1-84 driving errati cally and sliding all over the road. -MCSO received a report of a vehicle that went over an em bankment on 1-84 westbound. There were no injuries and the vehicle was driven out. MISSING SECTION OF DEC. 28 -MCSO received a report that the area around the high school in Heppner was very slick and needed to be sanded. The city was notified. -MCSO. Oregon State Police received a report of a vehicle spun out on 1-84 eastbound that was partially blocking the lane. -MCSO, Irrigon ambulance received a report of a 42-year- old man in Irrigon having seizures. The patient was transported to Good Shepherd Medical Center in Hermiston. -MCSO deputy cited Dennis Dima for Operating Without Re quired Lighting. -MCSO deputy cited Robert Crosby for Violation of the Basic Rule, 71 mph in a 55 mph zone (in a semi). -MCSO deputy cited Anshumsn Chitnis, 25, for Ex ceeding the Maximum Speed Limit, 78 mph in a 65 mph zone. -MCSO deputy cited Eric Eng, 52, for Violation of the Ba sic Rule. 77 mph in a 55 mph zone. -Boardman Police Dept, cited a male juvenile for Violation of the Basic Rule. 50 mph in a 40-mph zone. -MCSO. Boardman Police Dept, received a report from the Boardman Texaco of a possible domestic situation involving two males and one female. The parties were separated. -MCSO, Boardman City Crew, Boardman Fire Chief, Cascade Gas Co. received two reports from a callers in Boardman that a water main break had occurred and washed out half of a road and there was 3" o f water. Cascade Gas responded as there was a new gas line in the area that may have been damaged. -MCSO deputy cited Clifford Gary Olsen. 57, for Violation of the Basic Rule, 72 mph in a 55- mph zone. -Oregon State Police Game Dept, received a report from a caller in Boardman that while at the park he found a beaver that had been stuck and was possibly injured. -MCSO received a report from a caller in Boardman that someone threw a beer bottle through their window while they were gone. -MCSO received a report of loud music at a residence in Boardman.
