Office (M C SO ) reports handling
the following business:
-Boardman Police Dept, officer
cited Antonio Arellano Sandoval,
32, for Failure to Use Seat Belts and
Child Endangerm ent.
-M CSO received a report o f an
unwanted person at a residence in
Irrigon.
-Oregon State Police received
a report o f a vehicle on the side o f
the road on 1-84 westbound with
a sign in the window that read "Help
Need Police".
-MCSO, Boardman Police Dept,
officers arrested G ilberto Chapa
Hernandez on an Im gon Justice
C ourt w arrant for Failure to Pay
Fm e/D isorderly C onduct and
Delivery o f a Controlled Substance
Such II. He was also cited for
Driving while License Suspended
infraction and Failure to Obey Traffic
Control Device. He was lodged at
Umatilla County Jail with $ 12,645
bail. The vehicle was impounded.
-MCSO, Boardman Police Dept,
received a report o f a dog left in an
abandoned vehicle between the 76
Station and the Nomad in Boardman.
The owner got the dog and left.
-MCSO deputy assisted Oregon
State Police in stopping a vehicle
in Irrigon.
-M CSO received a report o f a
semi-truck all over the roadway on
1-84 eastbound. The vehicle was
stopped; the driver was given a
verbal warning and released.
-Boardman Police Dept, officer
cited Thanh T Nguyen, 22, for
Failure to Carry Proof o f Insurance
and Failure to Obey Traffic Control
Device.
S ep t 27: Boardman Police Dept,
officer advised he was trying to stop
a motorcycle with no lights on that
wouldn't stop. MCSO, Oregon State
Police assisted but were unable to
locate the motorcycle.
-M CSO received a request for
information from a caller from Mid-
Colum bia Bus Co. regarding a
possible problem with a parent whose
child was removed from a bus. The
caller was advised MCSO could not
do a civil standby without a court
order.
-MCSO deputy assisted in picking
up Daniel Roy Walchli, 27, to be
lodged at the Umatilla County Jail
on a Um atilla County parole and
probation violation.
-MCSO received a request for
deputy contact in Boardman
regarding the neighbor's dog in the
caller's yard again. The dog was
wrapped around her dog's tie stake
with a chain.
-Oregon State Police received
a request for a truck inspection.
-Oregon State Police received
a report o f a vehicle on 1-84
westbound that was driving
erratically and braking suddenly.
-MCSO, Boardman Ambulance
received a request for an ambulance
at RD Offutt Farms in Boardman.
A male subject had been run over
by a fully loaded potato truck and
had a severe leg injury.
-Boardman Police Dept, officer
arrested Cindy L. Messersmith, 40,
on an Imgon Justice Court warrant.
-MCSO received a request from
a Heppner subject who wanted
advice about getting n d o f horses
that his tenants own. The horses were
chewing up the caller's corrals.
-M CSO received a report from
Im gon that a 15-year-old juvenile
ran away from home.
-MCSO received a report from
Boardman o f several batteries stolen
from equipment.
-Heppner Police Dept, received
a report o f a pickup all over the road1
on Highway 74 between Lexington
and Heppner.
-M CSO deputy cited Antonio
Ruiz, 48, for Violation o f the Basic
Rule, 83 mph in a 65 mph zone and
Driving while License Suspended
violation.
-Oregon State Police received
a report o f a deer hit off Highway
207 out o f Lexington that needed
to be put down.
-Heppner ambulance received
a request for an ambulance for a
person in Hardman who had fallen
and was bleeding from the head.
Transport was refused.
-MCSO received a report from
a caller in Imgon that juveniles were
pounding on her windows.
Sept. 28: MCSO, Boardman
Police Dept, received a report from
a caller at Dodge City Inn in
Boardman that a 49-year-old male
had fallen and injured his ankle. An
officer advised the subject was
intoxicated and had lost feeling in
the nght side o f his body. There was
no response from the Boardman
Ambulance and Imgon was paged.
-Oregon State Police, Sherman
County Sheriff s Office received a
report from Moro that someone cut
the back legs o ff o f a deer and left
it alive. It was attempting to crawl
on its rem aining legs.
-M CSO, Oregon State Police
received a report o f potato trucks
in Irrigon driving too fast.
-M CSO deputy cited Kent
Wendell Cate, 33, for Driving while
License Suspended misdemeanor.
Violation o f the Basic Rule, 61 mph
in a 45 mph zone, Dnving Uninsured
and on circuit court warrants for
Felony Possession o f a Firearm,
Failure to Appear-C Felony and local
charges o f Felony Possession o f a
Firearm. He was lodged at the
Umatilla County Jail. The vehicle
was towed.

Boardman that sem i-trucks were
not stopping at the four-way stop
at the com er o f Tom 's Camp and
Kunze roads.

received a report from Boardman
o f a possible DUII. A subject was
denied alcohol at one location then
the subject w ent across to the Texaco
station. The subject was cited for

Imgon. A hedge was blocking the

a report o f a vehicle with Ohio plates
harassing cars that passed on 1-84
westbound.
-Oregon State Police received
a report o f a primer black helicopter
hovering over the lone area.
-Heppner Police Dept, received
a request for assistance from a female
subject who wanted to get her things
from a house in Heppner. She was
advised she needed to get a court
order.

received a report o f a drive-off for
$5 from the 76 Station in Im gon.
-M CSO received a report that
som eone tried to break into the
caller's residence in Boardm an.
-M CSO received a report from
an officer that he was out with a
vehicle that had hit a deer on

accident.

$13,500 bail. Thom as Raymond
Carroll, 18, was also arrested on a
M orrow County Circuit Court
warrant for Criminal Trespass I. He
was lodged at the Umatilla County
Jail with $6,000 bail.

a report o f an audible alarm at a
residence in Boardman. It was a false
alarm.

a report o f several subjects in the
parking lot at the Trail Apts, in
Boardman who were being loud and
drinking.
-Boardman Police Dept, officer
cited Dean Laroy Staten for Driving
while License Suspended I and
Driving Uninsured.
S ep t 29: MCSO, Heppner Police
Dept, received a report from a caller
in Heppner that a hunter wounded
a deer that was now limping toward
the residence with the hunter
following. The caller was concerned
the hunter would shoot by the
residence. The deer was down and
the hunter handled it. The caller later
called back about two more hunters

-MCSO received a report from
Oregon State Police that a 20' wide
load on 1-84 eastbound was backing
traffic up five miles.
-MCSO received a report o f an
abandoned vehicle on 1-84 with a
tow tag had been moved to Frontage
Road with the tow tag removed.
Oregon State Police handled it.
-MCSO received a report o f a
911 hang-up call from Brown's Auto
and Truck Stop in Irrigon. It was
juveniles. A deputy talked to them.
-MCSO, Boardman Ambulance
received a report from one o f the
new daines that a male worker fell
in a hole. He was pulled out but
couldn't move anything. He was
conscious and breathing. The patient
was transported to Good Shepherd

received a report o f a fire alarm at
Sam Boardman Elementary School.
It was a false alarm.
-M CSO received a report that
the dog that had been hit yesterday
in Im gon was not doing well and
needed to be put down.

the Texaco station in Boardman.

deputy contact regarding a drug
problem in the park in Irrigon.

a report o f a big black dog in
Boardman. The caller was concerned
it m ay bite a child.
-MCSO deputy cited a juvenile
for Unlawful Lane Change and for
False Information to a Peace Officer.
The vehicle was impounded.

received a report from a caller in
Boardman that a male subject was
kicking the Lutheran Church sign.
All was okay; It was an employee
o f the church changing signs.
-M CSO received a report o f a
burglar alarm at a residence. It was
a false alarm.
-MCSO, Heppner Police Dept,
received a report o f a vehicle all
over the road on Highway 74.
-M CSO received a request for
deputy contact in Im gon regarding
a landlord who had turned o ff the
power to the caller's well. There was
no water and children lived at the
residence.
-M CSO received a report from
Imgon that a tax refund check was
stolen from the caller's mother's
residence.
-M CSO received a report o f a
vehicle swerving all over the road
on Highway 730.
-M CSO, Oregon State Police
received a report from a caller in
Imgon that three shots, possibly nfle
shots, were fired. Shells were located.
-Oregon State Police trooper
arrested Keith Aaron Inman, 20, on
an Gilliam C ounty Circuit Court
warrant for Possession o f a
Controlled Substance C Felony. He
was lodged at the Umatilla County
Jail with $25,000 bail.

received a report o f a highly
intoxicated person at the Port o f
Morrow. Officers w ere unable to
locate the subject.

request for an am bulance from a
caller in Irrigon for a transport out
o f Hermiston. The caller was given
the phone number for the Hermiston
Police Dept.
-MCSO deputy cited Ai Jin Ying,
31, for Exceeding the M axim um
Speed Limit, 95 m ph in a 65 mph
zone.
-M CSO received a report from
a caller in Heppner that a subject's
dogs attacked her dog on her
property. The caller requested a
deputy contact.

and the 55 cities in those counties
received $ 121,477 as their share o f
the O regon Liquor Control
C om m ission's Septem ber 2001
revenue disbursem ent.
The O LC C 's total statewide
allocation was $8.35 m illion for
September, $4.35 million to the state
general fund. Based on a population
formula, O regon's 36 counties
received $776,999 and $1.55 million
was distributed among its 239 cities.

prom ote Oregon wines.
OLCC revenue is generated by
the sale o f distilled spirits to liquor
licensees and the public in 237 state
liquor stores, privilege taxes on beer
and wine, license fees, and fines for
liquor law violations. The OLCC
returned $100.1 million in revenue
to state and local coffers in 2000-
2001.

$1,718; Lake, 7,450, $1,684;
Malheur, 31,750, $7,178; Morrow,

between two males, possibly gang
members. The parties were separated.

said he would probably use pills.

Hermiston Police Dept, as the subject

Obituary
Janice "Roselle" Dowdy
Janice "Roselle" Dowdy, 64, died
Monday, November 5,2001, at her
hom e in Irrigon.
A celebration o f life memorial
Mass was held at Our Lady o f Angels
Catholic Church in Hermiston on
Thursday, N ovem ber 8, 2001.
Disposition was by crem ation.
The third o f eight children, she
was bom August 22,1937, at Baker
C ity, to John Joseph and Edith
M axine McNair. She attended St.
Francis Academ y in Baker City.
In the summer o f 1955, she met
Adolph M. Dowdy at a grange dance
in Haines. They were m arried
Decem ber 31,1955, at St. Francis
Cathedral in Baker City.
Throughout their m arried life,
the couple lived in Baker City,
Prineville, Parkdale, Tillamook, and
La Grande and for a short time in
Wicksburg, Arizona and Greenleaf,
Idaho. For the last two years they
had been residents o f Irrigon.
In 1987, Mrs. Dowdy decided
to obtain a business degree, so she ■
entered Eastern Oregon University
in La Grande, and worked toward
an associate degree in business. At
the age o f 50, her dream was realized.
Mrs. Dowdy had many interests
and hobbies including traveling,
pottery, oil painting, golf, fishing,
and occasionally writing a scalding
letter to the editor. According to
family, she had a sharp dry wit, a
loving heart, and a great love for
her family.
She was a member o f Our Lady
o f Angels Catholic Church in
Hermiston.
Survivors include her husband
o f 45 years, Adolph Dowdy, o f
Irrigon; daughter, Janis Hastings
o f the Tri-Cities, Washington; son,
Joe Dowdy ofFort Collins, Colorado;
brothers, David McNair o f Vandilia,
Illinois, Mark McNair o f Hood River,
Bill McNair o f Portland, and Hugh
M cN air o f Baker City; six
grandchildren,
one
great-
granddaughter, and many nieces and
nephews. She was preceded in death
by her parents, her brother, Danny
McNair, and sisters, Joanne Hughes
and Audrey Bradley.
