Heppner, Oregon Wednesday, November 7, 2001 Sheriff's Report The M orrow County S h eriff s O ffice (M CSO) reports handling the following business. -Im g o n Fire Dept., lm gon ambulance received a request for an ambulance at the Irrigon Clinic for a 16-year-old male who had been in a motorcycle accident. The patient w as transported to Good Shepherd M edical Center in Hermiston -MCSO received a report from a caller in lone that he just witnessed a dog kill and carry away a chicken. The caller knew who the dog and chicken belonged to. -M CSO received a report from a caller in lone that one o f her chickens was killed by a dog. -M CSO received a call from a caller in lone that the owner ot a dog reported in a previous entry was cleaning up feathers from the dead chicken with a lawn mower. -MCSO received a report from Boardman o f the caller's neighbor driving without a driver's license. -MCSO received a report o f an illegal campers right on the edge o f the road at a location in Imgon. -MCSO received a report o f a fight in progress between several individuals in lone. -MCSO received a report from the Lane County Sheriff’s office that Dellana Irene Ferrell, 21, was arrested on a Morrow County Circuit Court warrant for Failure to Appear Unauthorized Use of a Motor Vehicle and on other warrants out o f Eugene and Lane County. She was lodged at the Lane County Jail. -MCSO, Boardman Police Dept, received a report from Boardman that the caller’s son and fiance were having a dispute. -M CSO received a report o f a hit deer on Highway 74 between Heppner and Lexington. The deer needed to be put down. The caller called back and said the deer left the area. -MCSO deputy cited Shannon Carole Rhodes, 41, for Dnving while License Suspended-Infraction. -M CSO received a report from a caller m Imgon that someone broke into her home and left a hand print on the window where access was gained. The caller didn't know if anything was m issing. -Boardman Police Dept, officer cited Shaun Glenn Pryse, 37, for Failure to Obey [Traffic Control Device-Stop Sign. -MCSO received a report o f an intrusion alarm at the Port o f Morrow. Employees who had the wTong code to turn o ff the alarm. -MCSO received a request for deputy contact regarding property in Imgon and the caller's neighbors moving fences and trespassing. -MCSO received a report o f a dog found. -MCSO received a report from Boardman that the caller’s windshield was shattered by a go lf ball on W ilson near the driving range. -Boardman Police Dept, officer cited two juveniles for UnlawTul Sound Amplification. -M CSO deputy cited Gloria Longoria, 25, for Switched Plates, No Insurance and Failure to Use Child Restraint. -MCSO received a request for deputy contact at the Lexington Airport regarding a subject stealing fuel. -Heppner Police Dept, received a report from a man and a woman that the woman's mother had been calling and harassing them; the caller advised that the mother is refusing to bring her medication to her. -MCSO received a report o f a bike stolen. -MCSO. Boardman Fire Dept, received a report o f a van on fire on 1-84 eastbound. It was nearly fully engulfed. Everyone was out o f the van. -MCSO received a report from a caller in Imgon of a dog that looked abused. The caller thought he knew who the owner is. -M CSO received a request for a welfare check from a caller in Im gon who was concerned about his brother in Minneapolis. He had not had contact with him in two m onths, but usually has regular contact. -M CSO received a report o f vandalism to a Coast Guard tower on refuge property near the river; vandalism had occured three times in the last three months. -M CSO received a report from a caller in Imgon that her niece had run away from the residence. The caller called back, said the niece had returned and advised MCSO to disregard the report -MCSO received a report from a Boardman Police officer that his patrol vehicle had been hit by another vehicle at the Dodge City parking lot in Boardman Allan Berding, 51, was cited for DUII. -MCSO received a report o f ov erloaded potato trucks at the Port o f Morrow. -Boardman Police Dept, received a report that two abandoned vehicles tagged for a five-day tow was removed by the owner. -Boardman Police Dept, officer contacted the ow ner o f a vehicle tagged for a five-day tow and advised o f the situation. -MCSO received a report from a caller m Boardman that a neighbor moved her newspaper holder without her permission. -Boardman Police Dept, officer cited M ichael B. Irons, 33, for Permitting a Dog to Run at Large. -MCSO, Services to Children and Families received a report from a juvenile in Im gon that she was very upset and wanted out o f her residence. She said her step-father is abusive to her mother and older brother and that there was a restraining order against him. It was determined the restraining order was dism issed by the court but not entered as such yet. -Oregon State Police received a report of a boat at the Willow Creek Reservoir in Heppner and the operator o f the boat was dressing out a deer on the pier. The caller said the deer was shot from the boat. -MCSO received a report o f two males dnving a F 150 or Expedition who threw rocks at them. The incident took place three miles north o f the Lexington Elevators. - Boardman Police Dept, received a report from a caller in Boardman that there were boys in her carport w ho ran off when she confronted them. -MCSO. Boardman Police Dept, received a report o f a trespasser at Oregon Potato who was running through the storage units. Ricky Lee Pennock, 31, was cited for Cnminal Trespass II. -Oregon State Police received a report from A.C. Houghton Elementary School in Im gon that a Suburban was blocking the main street in front o f the school. -MCSO received a request for deputy contact to assist in placing a juvenile. -MCSO received a report o f a deer hit on Highway 74 and permission was requested to put it down. Permission was granted. -MCSO received a report from Pendleton Police Dept, that Jerry J. Foster, 19, was arrested on a M orrow County Circuit Court warrant for Failure to Appear/Assault Iff (x2). DUII and Reckless Dnving and on a Pendleton Police Dept. Restricted W arrant and MIP. He was lodged at the Umatilla County Jail with $30,000 bail. Sept. 21: Boardman Police Dept, officer arrested Scott Ray Bass, 18, at the 76 Station in Boardman for Possession o f Less than One Oz. o f Marijuana. -M CSO received a report o f a male subject at the Texaco station in Boardman who was being loud and threatening. He was wearing an A m encan flag on his head and talking about killing terrorists. -M CSO received a report from Im gon that four to five juveniles were running around the caller's property. -M CSO, Oregon State Police, Boardm an Police Dept, received a report o f a speeder on 1-84 eastbound. Adam Joseph Beaulieu. 18, was cited for Exceeding the Maximum Speed Limit, 110 mph in a 65 mph zone, Careless Dnving and Possession o f Less than One Oz. o f M arijuana. -MCSO, Boardman Police Dept, received another report from the Texaco station in Boardman that the male subject reported earlier had returned, this time without the flag or hat. Anthony Todd Richards, 35, was arrested for Cnminal Trespass II, Giving False Information to a Police Officer and Resisting Arrest and on a Umatilla County warrant for Failure to Appear/Resisting Arrest and Cnminal Mischief n. He was lodged at the Umatilla County Jail with $10,000 bail. -Boardman Police Dept, received a report o f people working on car motors and revving up the motors in Boardman. -Oregon State Police received a report o f a C orsica on 1-84 eastbound that was speeding and driving very recklessly. -M CSO received a report o f several horses loose on the road south of the golf course in Boardman. The possible owner was contacted; he said all his horses were accounted for and he didn't know whose horses those were. A deputy was unable to locate the horses in the area. -Boardman Police Dept, received a request for assistance in a welfare check from the Oregon State Police. A trooper west o f Boardman was not responding to status checks. The trooper was okay; he was in the process arresting a subject. -MCSO received a report o f an alarm activation at the Riverside High School shop. It was a false alarm. -MCSO, Boardman Police Dept, received an abandoned 911 call from a phone in Boardman. On call-back, only a busy signal was received. On officer contact, the reported location was revised; all was okay. There was no emergency and someone had been using the phone. -M CSO received a report o f a burglar alarm at A.C. Houghton School in Imgon. It was a false alarm caused by a power surge. -M CSO received a report o f a vandalized vehicle in Irrigon. -MCSO deputy arrested Joshua Thomas Moore, 19, on a circuit court warrant for Assault IV/Harassment and Possession of Less that One Oz. M arijuana. He was lodged at the Umatilla County Jail with $5,000 bail. -M CSO, Oregon State Police received a report o f a two box vans tailgating at a high rate o f speed on 1-84 eastbound. -MCSO received a report o f three subjects in a car passing the caller in a no-passing zone. -M CSO received a report o f an ongoing problem with m ultiple numbers ofjuvem les "egging" and throwing rocks at the caller's home in Irrigon. -M CSO deputy cited Duane White, 43, for Driving while License Suspended/Felony, Driving Uninsured and Unreasonable Sound. The vehicle was impounded. -M CSO deputy cited Timothy Alan Myrland, 21, for Violation o f the Basic Rule, 45 mph in a 25 mph zone, Driving while License Suspended I, Failure to Carry Proof o f Insurance. The vehicle was impounded. -MCSO, Boardman Police Dept, received a report o f two juveniles on top o f the shop at DSE in Boardman. Officers were unable to locate the juveniles. -MCSO received a report o f a deer hit on Highway 74. The animal was dispatched. -M CSO, Oregon State Police received a report o f a vehicle on 1-84 westbound speeding and unable to m aintain lanes. -MCSO received a report from the Boardman ambulance at the Riverside football field that they were en route to Good Shepherd Medical Center in Hermiston. -MCSO, Heppner Police Dept, received a request for officer contact in Heppner regarding someone following the caller's 12-year-old daughter home. -Heppner Police Dept, received a report from a caller that she locked her keys in the car at the football field in Heppner. -MCSO, Boardman Police Dept, received a report o f a possible MIP party in Boardman with 11 -plus vehicles at the location. -M CSO received a report from a caller in Im gon that her jewelry box and other items were missing. She said that while she and her m other were watching TV, they thought they heard something. They later realized the items were missing. S ept 22: MCSO received a report from a caller in Imgon that a vehicle had a flat fire and the owner did not have a lug wrench. The owner was taken to the Im gon 76 station for assistance. -M CSO deputy reported the identity o f a possible suspect in a burglary reported earlier in the evening. The suspect also has five Morrow County warrants and two others out on him. The suspect was wearing black and earned a bag over his shoulder. -M CSO received a report o f a domestic situation in progress. A female subject tried to call in a report but a male subject pulled the phone line from the wall. Lyle Ross Aylett, 41, was arrested for Assault IV Domestic and Interference with Making a Report. He was lodged at the U m atilla County Jail with $12,000 bail. -MCSO, Boardman Police Dept, received a report o f a vehicle off the road at Wilson and Paul Smith roads in Boardman. The vehicle was impounded and the driver cited for No O perator's License. -M CSO received a report o f a suspicious vehicle parked way back in the trees from the campground east o f the fish hatchery. -M CSO, Heppner ambulance received a report from Gardner's Men's Wear that an 80-year-old male fell down and had a possible hip injury. The patient was transported to Good Shepherd Medical Center in Hermiston. -M CSO received a request for officer contact in Boardman regarding a restraining order violation. The order was from out o f the county. -Oregon State Police received a report o f an elderly male driving erratically on 1-84 westbound. -MCSO received a report from a caller in Imgon that his cell phone and other items in his vehicle had been vandalized. -MCSO received a request for deputy contact regarding the caller's son's girlfriend. A second call regarding a dispute at the address was received. A female subject said she was taking belongings from the residence. -Boardman Police Dept, received a report o f a speeding vehicle on Highway 730 that was also passing on the shoulder. -Heppner Police Dept, received a request for officer contact at the Forest Service in Heppner for a minor motor vehicle accident. It was a non-injury, non-blocking accident. -MCSO received a request for deputy contact in Boardman to pick up and deliver court papers regarding a restraining order. -MCSO, Union Pacific Railroad received a report o f a woman and two children riding in a train car. -Oregon State Police received a report o f a vehicle all over the road on 1-84 eastbound. The vehicle was stopped and Raymon D. Cartier, 50, was arrested for DUII. He refused a BAC test. He was transported to NORCOR and the vehicle was impounded. -Heppner Police Dept, received a request for officer contact in Heppner from a male subject who said his ex-girlfriend wouldn't leave his residence. Sheryl Delveaux, 40, was cited for Assault IV. -MCSO, Boardman Police Dept, received a report o f a speeding vehicle. -Heppner Police Dept, received a report o f a stolen scooter. -M CSO cited M aria Carm en Tapia, 30, Boardman, for Permitting Unlawful Use o f Vehicle. -Oregon State Police received a report o f a Jeep Wrangler speeding on 1-84 eastbound. -MCSO, Boardman Police Dept, officers cited Jose Manuel Torre- Oronia, 18, for DUII. He was cited and released and the vehicle was impounded. -MCSO, Boardman Police Dept, received a report from a caller in Boardman that two doors were open at the neighbor's house but the neighbors were gone for the week. MCSO deputy advised that he was in pursuit o f a vehicle for possible DUII. Deputies arrested Regmaldo Rodriguez De La Torre, 30, o f Irrigon, for DUII, Felony Elude and Possession o f a Firearm. He was lodged at the U m atilla County Jail. Sept. 23: M CSO deputy gave a courtesy ride to two females and two males to a residence in Irrigon. -MCSO received a report o f dogs barking in the Kinkade area in Boardman. -MCSO received a report from a caller in Im gon that he had shot a deer near the river and it was trying to swim across the river injured. The deer made it to the Washington side; Benton County officials were contacted. -MCSO received a report o f the theft o f a nail gun and air compressor in Irrigon. -Boardman Police Dept, received a report o f barking dogs in Boardman. The caller requested the owners be advised. -Boardman Police Dept, received a report o f an assault on a female subject. Joel Aguilera Gutierrez was arrested for Failure to Pay Fine/Driving while License Suspended I, Driving Uninsured and on local charges of Harassment. He was lodged at the Umatilla County Jail with $474 bail. -MCSO received a report from a caller along Highway 74 that a truck apparently headed to the dump lost garbage near her residence. -MCSO, Boardman Police and Fire depts., Boardman Ambulance received a report o f a small grass fire. -Oregon State Police received a report o f a Dodge Intrepid all over the road on 1-84 westbound. -MCSO, Boardman Police Dept, received a report o f a burglary alarm at the ATM at the Bank o f Eastern Oregon. All was okay; it was an ATM error. -M CSO received a report that vehicles were blocking the access to the Wilson Road Trailer Park in Boardman. -Oregon State Police received a report o f a large trailer ramp lying on 1-84 eastbound that was causing an obstruction. -MCSO received a report from a caller in Im gon that loud music was keeping him awake. The music was turned down before a deputy arrived. -Boardman Police Dept, officer reported the power was out at Kmkade/Cottonwood Loop. Umatilla Electric was contacted. -MCSO received a report from Amencan Lender Service Co. that a vehicle was going to be repossessed. -MCSO, Boardman Police Dept, received a report from a caller in Boardman that she had a fight with her husband and now he wouldn't let her get her belongings o r medication. She was going to stay at a friend's home. Sept 24: MCSO received a report from a caller in Im gon that her vehicle had been stolen. She was advised it had been repossessed. -MCSO received a report from a caller that six vehicles were chasing him. They had been waiting for him at his residence in Boardman, followed him onto the freeway and tried to run him o ff the road. - -MCSO received a report that a male subject wearing a gray wig and driving an old Oregon State Police vehicle (black and white) was trying to pull people over. He pulled up beside them, honked his horn, pointed and told them to pull over. A deputy was unable to locate the vehicle. -Heppner Police Dept, officer reported an audible alarm sounding at the DMV office. The door was open. No one was inside, but it appeared someone had entered the building. A DM V official was contacted to respond. -MCSO received a report o f the stop sign down at the Bombing Range/Lindsay Canyon roads. The Morrow County Road Dept, was advised. -Heppner Police Dept, received a request for assistance from the Hermiston Police Dept, to contact a subject in H eppner regarding a hit and run issue that the subject may not be aware of. -MCSO, Boardman Fire Dept, received a report o f a Chevy Blazer on fire on 1-84 eastbound. -MCSO received a request for deputy contact regarding a subject trespassing at the Columbia Middle School in Im gon. -MCSO received a report o f sheep out on Highway 74. -MCSO received a request for deputy contact from a caller in Hermiston regarding a "no contact order." -Oregon State Police received a report o f a box laying in the eastbound lane o f 1-84. -MCSO received a report from a caller in Irrigon that a car was left on the caller’s lawn. The subject called back and said the owner would m ove the car. -Boardman Police Dept, officer cited Eligio Sanchez-Sanchez, 28, for Failure to Obey Traffic Control Device. -M CSO deputy cited Cesar Armando Gutierrez, 25, for Driving while License Suspended I. -M CSO deputy reported an abandoned vehicle with the windows broken out o f it at the Port o f Morrow off-ramp. The owner was contacted and advised the vehicle was tagged for tow. -MCSO received a request for deputy contact in Irrigon regarding a motor home that was sold but not paid for. -MCSO received a report from a caller in Irrigon that the wheel rims from a vehicle had been taken. -MCSO received a report from a caller in Irrigon that neighbors were revving a vehicle motor. The caller had requested the neighbor stop without success. -Boardman Police Dept, officer cited Jaime Marquez, 35, for Driving while License Suspended I. The vehicle was impounded. Sept. 25: M CSO, Boardman Police and Fire depts. received a report o f a semi triple-trailer with an axle on fire on 1-84 westbound at the Boardman exit. The semi's driver called and advised it was the rear trailer bakes on fire and the driver was unable to put it out with an extinguisher. The fire was put out. -Heppner Police Dept, received a report of a suspicious male subject taking pictures o f the Willow View Apartments. He quickly left when he realized he was seen. -MCSO received a request for deputy contact in lone regarding a male subject entering the caller’s residence while she was away and without her approval. She also thought he was taking things from the residence. -MCSO received a request for traffic control for a funeral procession. -Boardman Police Dept., Boardman ambulance received a request for an am bulance at the Boardman Pharmacy. A female subject had pain radiating down her left arm. The patient was transported to Good Shepherd Medical Center in Hermiston. -Boardman Police Dept, received a report o f a minor motor vehicle accident in the parking lot behind the C&D Restaurant in Boardman. It was a non-injury, non-blocking accident. -MCSO received a report o f an audible alarm at a residence in Boardman. All was okay and the owner was at the residence. -MCSO deputy requested a tow for an abandoned bus in Boardman. The vehicle had been tagged last week. The tow com pany was contacted. -MCSO received a report o f a video camera taken from a vehicle in Irrigon. -M CSO, Oregon State Police received a report o f a vehicle on Highway 730 passing on both shoulders o f the road. -M CSO received a request for deputy contact in Irrigon regarding an employee. -MCSO, Boardman Police Dept, received a report o f a single-vehicle accident at the bridge to Marine Park, Boardman. It was a non-blocking, non-injury accident. -MCSO received a hang-up 911 call from Riverfront Lodge in Boardman. A guest dialed the wrong number. -M CSO received a report o f a sem i-truck stuck in the sand by Christine's Mobile Sales in Irrigon. -Oregon State Police received a report o f a speeding sports car on 1-84 eastbound. -MCSO received a report o f an unknown male subject hanging around outside the caller’s residence in Irrig o n , sitting in a car. The car was reported stolen. -Boardman Police Dept, received a report o f a dnve-oflf without paying from the 76 Station in Boardman. -Boardman Police Dept, officers arrested Warren William Norland, 38, on a circuit court warrant for Probation Violation/Harassment. He was lodged at the Umatilla C ounty Jail. -Boardman Police Dept, received a report from a caller in Boardman of receiving two hang-up phone calls. -Heppner Police Dept., Heppner ambulance received a request for an ambulance for a 51 -year-old male with chest pains. The patient was transported to Pioneer Memorial Hospital in Heppner. -MCSO, Oregon State Police, Umatilla Police Dept., Boardman Police Dept, received a report o f a vehicle trespassing in the fields along Patterson Ferry Road. The vehicle left going eastbound towards Highway 730 and was pursued. Jasmine Denae Free), 18, was cited for Crim inal Trespass II and Possession o f Less than One Oz. Marijuana. Greg Alan Bass, 21, was cited for Cnminal Trespass II. Lyle Daniel Smith, 24, was arrested for Attempting to Elude by Vehicle/Foot, Criminal Trespass II and Reckless Driving. He was lodged at the Umatilla County Jail with $21,000 bail. Tom R. Carroll, 18, was arrested for Criminal Trespass II, Possession o f a Controlled Substance D. He was lodged at the Umatilla County Jail with $9,000 bail. -Oregon State Police received a report o f a suicidal subject in Irrigon. The subject had 30 lbuprofen and wanted to take them. S ep t 26: MCSO received a report o f a big tree that had fallen across Highway 74 about 7-10 miles towards Heppner from Bull Praine. -Boardman Police Dept, received a report that a vehicle drove o ff without paying for $13.65 worth o f gasoline. -M CSO received a request for deputy contact regarding a neighbor dispute over property lines. -M CSO received a request for assistance to contact subjects in Irrigon that have the caller's belongings. -MCSO received a request for a deputy contact regarding the theft o f the caller's purse that morning. The caller advised that the Pasco Police Dept, is in possession o f the stolen purse. -Boardman Police Dept, received a request for an officer at the Boardman Fire Hall; there was a problem with a transient at the hall. Robert Leonard Brown, 69, o f Portland, was cited for Offensive Littering and Cnminal Mischief III. -Boardman Police Dept, officer reported he was at Sailboard Beach in Boardman concerning a non-injury m otor vehicle accident. -Im gon Ambulance received a request from Good Shepherd Medical Center in Hermiston to transport a 72-year-old female in Irrigon who had a problem with an old leg wound. The patient was transported to the medical center. -M CSO received a report o f animals out along Highway 74. The owner was contacted and responded. -M CSO received a request for deputy contact in Boardman regarding the caller having to tie her dogs up.
