TEN - Heppner Gazette-Times, Heppner, Oregon Wednesday, March 7, 2001 Sheriff's Report The Morrow County Sheriff’s Office (MCSO) reports handling the following business: -Hermiston Police Department arrested Jason Allan Bathurst, 25, of Hermiston on a Morrow County Circuit Court warrant for Contempt of Court Driving While Suspended- Misdemeanor, DUII, Attempt to Elude. He was lodged at Umatilla County Jail with $20,000 bail. December 30: lone EMT, Heppner Ambulance, MCSO received request for an ambulance for a 16-year-old male, unconscious, extremely intoxicated and combative. Subject was transported to Pioneer Memorial Hospital. -Boardman Police Department received report of a subject spray-painting caller's house. -Morrow County Sheriffs Office received report of an audible panic alarm in Imgon -Oregon State Police received report of a half of tire in the roadway on 1-84 westbound slow lane near the Army Depot off ramp. -MCSO received report of someone egging caller's house and yard in Imgon. -BPD received report of one-two black cows out behind the Mormon church. -Umatilla Police Department received report of a gray Honda on Hwy. 730 eastbound past Imgon passing unsafely and going 60-65 mph. Hermiston PD advised units on the watch for the vehicle. -OSP received report of a silver Lincoln Continental going 80 or plus westbound on I- 84. -MCSO received report of caller's ex-wife in Imgon who has a*restraining order came into the caller's yard to tie her dog to his fence. -MCSO received report of neighbor's dog in caller's yard in Imgon. -Heppner Ambulance received request for ambulance for subject with severe nose bleed. Subject was transported to Pioneer Memorial Hospital. -MCSO received report of a yellow truck parked at the video store in Boardman with two dogs in back barking and lunging at people. -MCSO cited Laroy Lee Cline, 42, for Driving While Suspended-Misdemeanor with $6,000 bail. Jan. 2: MCSO, Oregon State Police, Boardman Police and Fire depts., Boardman ambulance received a report from a driver on 1-84 that another vehicle was driving recklessly with speeds from 45-90 mph and tried to run the driver off the road. The vehicle stopped in the roadway and the caller stopped too, refusing to pass for safety reasons. The vehicle started again, lost control and rolled on its side. -MCSO deputy cited Marcos Cesar Molina-Manzo, 23, for DUII with $6,000 bail. His BAC was .20. He was also cited for Driving While License Suspended. -Damn Leon Lattimer, 29, was arrested on a Heppner Justice Court warrant for Theft III and Failure to Appear/Driving While Suspended with $7,000 bail. The subject was already lodged at Umatilla County Jail. -MCSO received a report of a broken window at A C. Houghton Elementary School in Imgon. The caller stated some kids playing on the playground had reported the broken window to the maintenance man -MCSO received report of thefts of decoys taken from the back of vehicles in the areas of the Imgon Hatchery, McCormick Unit and the Imgon area. Two male juveniles were reported to be in the suspected vehicle. -MCSO received a report of a dog lost in the Ruggs area. -MCSO received a report of vehicles speeding in the area between 4th and 8th streets in Imgon. Extra patrols were requested. -MCSO. Oregon State Police. Oregon State Police received a report of a vehicle following another vehicle very closely; it had also been weaving in and out of the lane. -MCSO received a report from a woman who said she was at her sister's house in Imgon and been pushed by her nephew. -MCSO received a report that a maroon Ford pickup carrying a camper was swerving all over the road on 1-84. The driver could hardly walk when the Ford stopped at the Boardman 76 station. -MCSO deputy cited John Carper, 45, for DUII and no operator's license. He was cited to appear with $6,000 bail. -MCSO received a report from the Bank of Eastern Oregon in Imgon that they had a counterfeit $100 bill. -MCSO received a report of a burglary in Boardman. When the owner got home from work, the back door was open and the big-screen TV, VCR and some jewelry were missing. -MCSO received a report of a logging truck partially off the road on Highway 207. It was very foggy and might be a hazard to other drivers. The owner said the truck would be repaired and moved the next day. -MCSO, Boardman Police Dept, received a report from Rite Aid in Hermiston that a diabetic male subject was on the phone and would not hang up. He was calling for his mother who had been there earlier to drop off a prescription. The mother arrived home and all was okay. -MCSO, Morrow County Behavioral Health received a report of a woman in Boardman who needed to talk to someone in the mental health dept. ASAP. -MCSO, Heppner Police Dept, received a report of a suspicious person hanging around the bowling alley. - Boardman Police Dept, received a request from Benton County to locate a woman living in Boardman. Jan. 3: MCSO received a report from a woman in Hermiston that her husband was heading to the lone area to attempt an anhydrous theft. Another person may also be going to help him. -MCSO, Heppner Ambulance received a report from a woman at Blake Ranch that her husband was having a stroke The patient was transported to Pioneer Memorial Hospital in Heppner. -MCSO received a report from a woman in Boardman that someone broke into her pickup. -MCSO received a report from the Assembly of God Church in Imgon that a truckload of juveniles was hanging around the church waiting for other juveniles to come out. The caller thought there might be some sort of confrontation. Jan. 4: MCSO, Heppner Police Dept, received a report of a county vehicle in Heppner with the door wide open and no one around. Officers checked it out. Jan. 5: MCSO received a report from a man in Boardman that his landlord was just at his residence verbally threatening him. -MCSO received a request for a deputy in Imgon to advise a tenant/landlord not to bum a refuse pile. • -Imgon Ambulance, EMTs received a request for an ambulance from a woman whose husband called her on the cell phone requesting help for his nephew. The patient was transported to Good Shepherd Community Hospital in Hermiston. -MCSO received a request for a deputy at the Columbia Middle School in Imgon for a juvemle/parent situation. -MCSO received a request for a deputy regarding a juveniles who stand in the road in Boardman when people are trying to drive. -MCSO received a report from the Imgon Clinic that a patient had been assaulted by her husband during Christmas. -MCSO received a report of two CD players stolen. -MCSO, Boardman Police Dept, received a report from a man that his brother-in- law said two juvenile males broke glass in front of his house. -MCSO deputy arrested Ricky Lee Pennock, 30, for Assault IV Domestic Felony. He was lodged at Umatilla County Jail with $7,500 bail. -MCSO, Irrigon ambulance received a report that the caller's 13-month-old granddaughter had a seizure. The patient was transported to Good Shepherd Community Hospital in Hermiston. -MCSO received a request for a welfare check on the caller's mother at work. The mother was contacted. -MCSO received a report from a man in Imgon that a juvenile's parents left the juvenile unattended in a pickup while they were doing methamphetamines. - Boardman Police Dept, received a report from a woman in Boardman who requested an officer but wouldn't say why. The woman, who had a concussion from a fall and was transported the previous day to the hospital, was overtired and hysterical. Missing Jan. 6 Jan. 7: BPD received report that a storage shed near Napa in Boardman had windows broken out. -MCSO received report of a neighbor kicking the caller's dog. Caller was advised to call if any disturbances involving the neighbor occurred -MCSO received report of cows out near the Latter-day Saints Church. -MCSO received request for contact for the caller's son and several other subjects are paintballing at the park. Caller wanted to know if this was ok. -HPD received report of an audible burglar alarm with Births Trinity Dawn-Lee Shelton-a daughter Trinity Dawn-Lee was bom to Shannon and Justin Shelton of Boardman on February 13,2001, at Good Shepherd Medical Center in Hermiston. The baby weighed 7 lbs. 10 oz. Micah Daniel Mossman-a son Micah Daniel was bom to Marti and Kevin Mossman of Boardman on February 16, 2001, at Good Shepherd Medical Center in Hermiston. The baby weighed 7 lbs. 12 oz. Zackary Jordan Henrichs-a son Zackary Jordan was bom to Shelby Henrichs of Heppner on February 16, 2001, at Good Shepherd Medical Center in Hermiston. The baby weighed 6 lbs. 6 oz. It was just someone working in the lobby. -MCSO received report of a man returning to caller's residence. -MCSO received report of caller wanting to "vent" about her son-in-law being arrested in front of his kids. Caller stated that her daughter just got rid of a husband that was constantly being arrested and it isn't a good role model for us to keep arresting the males. The caller was very irate. She was advised by the deputy to speak to the sheriff or a supervisor. -MCSO received report of caller being assaulted by five males at Columbia Middle School. Caller did not need an ambulance, didn't know suspects and there were no weapons. -BPD received report of a vehicle parked in new construction area near his house. Caller advised this was suspicious as it did not park in front of a specific residence. Vehicle was contacted, with two subjects sitting and talking. They were advised to move along. Jan. 8: MCSO received report of four horses running on roadway near Baseline Rd. The owner was contacted and advised someone would pick them up. -MCSO received report that a group of males leaving in a older model box van were extremely intoxicated. Vehicle left eastbound on 1-84 from Arlington. -MCSO received report caller saw a knocked down telephone pedastal on. Ella Rd. Caller stated they would contact phone company and also stated someone told her there is a road sign down possibly at the intersection of Ella and Ione/Boardman Rd. -MCSO received request for contact from a caller who said he had received a letter from an unknown subject in reference to his ex-wife and kids. Caller requested phone contact. -OSP, BPD, MCSO received report of possible domestic involving a subject beating his mother -BPD received report of an alarm at the Port ot Morrow Administration Building. -OSP received an inquiry about accidents involving a red Toyota Camry, as his 68 year old brother left Hood River and hasn't arrived yet. -BPD, MCSO arrested Rigoberto Barrera Garcilazo, 44, under Umatilla County Sheriffs Office warrant for Failure to Appear/Failure to Perform Duties of a Driver. He was lodged at Umatilla County Jail with $10,000 bail. Jan. 9: MCSO, Oregon State Police received a report of cattle out on the roadway on Highway 206 at the Gilliam/Morrow county line. -Boardman ambulance received a report from the Kennewick Police Dept, that they received a 911 call from a Boardman woman having an asthma attack. One patient was O ff transported to Good Shepherd Community Hospital in Hermiston. -MCSO received a report of a motor vehicle accident on Highway 730. There were no injuries involved. The By AAerlyn R obinson Even for those who are not equine lovers, it's a thrilling sight to watch magnificent, fleet horses with fearless jockeys aboard, straining to be race winners. Just watching outstanding races on television, such as the Kentucky Derby, makes one's heart beat faster. Unlike mechanized races, this awesome athletic feat demonstrates the combined skills of horse and rider. While the stakes aren't as high, for the past 100 years Oregon's claim to fame in the racing industry has been major race meets at the Oregon State Fair. Alas, that tradition, like others, is about to become obsolete. An engineer's report has condemned the state fairgrounds grandstand unless lawmakers choose to spend around $1 million on repairs. Lack of maintenance over past decades has accelerated the deterioration of the buildings. A minimum of $36,263 in immediate safety repairs is necessary to permit limited use of the exterior grandstand seating and up to $1.8 million before the interior area housing ticket windows, food outlets and rest rooms can be used by the public. That doesn't seem likely. House Bill 2776 was introduced this legislative session to do away with Oregon laws requiring horse racing to be part of the annual state fair; even though the horse industry contributes $140 million per year to the state economy and approximately 3,000 Oregonians make their living with horses. That includes everything from raising and training horses to the feed supply, veterinary, horseshoeing and horse-related supplies and equipment. Adding to the downfall of horse racing is the state's 9,000 poker machines and seven Indian casinos that take a 20 percent bite out of horse racing revenues statewide or approximately $4 million annually. The end of state fair horse racing may also impact Oregon's two other major racing meets, Portland Meadows and Grants Pass. Without a circuit of scheduled races, owners may move their horses to out-of-state meets for more action during late summer and fall. This in turn could jeopardize the viability of horse racing at smaller events in the region including the Union County Stock Show, the Crooked River Round-up at Pnneville and the Harney County Fair in Bums as well as other derbies and futurities around Oregon, Eastern Idaho and Washington. It's but a short trip from here to the Tri-Cities to watch some outstanding horse races at Sundowns Races there, of different lengths, featured several horse breeds including Thoroughbreds, Quarter Horses, Appaloosas and Arabians. It's much more exciting to cheer on a horse on which one has placed a $2 bet than pulling the lever of a machine or watching dogs chase a mechanical rabbit. While the horse show world remains a viable industry, due to limited public interest and slower action these events draw fewer spectators. Draft horse pulls or mule shows are usually limited to people with equine interests. Besides being able to purchase poker tickets at the grocery store or going to a casino, via television, we have the sports world at our fingertips thanks to big-money sponsors. This technical age has revolutionized our viewing of sports as spectators. We used to look forward to the races at our local rodeo using our fastest saddle horses. Participants Gerald Swaggart, Joe Yocum and others can attest to those thrilling events. Somewhere, there are a few dusty trophies to show for those wins that included dirt-in-the-eyes, breakneck rides, along with spills and successes.
