FOUR - Heppner Gazette-Times, Heppner, Oregon Wednesday, January 3, 2001 Sheriff's Report The Morrow County S h eriffs Office (MCSO) reports handling the following business: on rear cargo lights and blinding the drivers behind. -MCSO received a report o f cows out on the road on Hwy. 730. The owner was contacted. -MCSO received a report o f black smoke coming from Heppner High School. It was furnace problems and all was okay. -Boardman Public Works, BPD received a report o f a stop sign down at Faler and Wilson roads. -A subject from a fertilizer plant requested to speak to a deputy and OSP regarding a follow-up on a theft. -MCSO received a report o f black and white cows by a fence. Callers were worried about the cows getting hit, so put them in their pasture. -MCSO received a report o f a checkbook stolen in Imgon on Oct. 17. -MCSO received a request from Columbia Middle School in Imgon to cite a student for theft. A 12-year-old was cited for Theft II. -MCSO received a request from Hermiston Police Department for a MCSO deputy to check a residence to locate a subject to be arrested on a forgery charge. MCSO deputy was unable to locate subject. -MCSO received a request to file a complaint against an Imgon subject for a very loud bass all times o f the day. Caller had spoken with the subjects previously about the noise. -Oregon Department o f Fish and Wildlife reported that a non-law enforcement employee has had contact with subjects hunting geese. ODFW had no law enforcement in the area and requested assistance. -MCSO received a request from the Umatilla DA's office to have a subject in Hardman contact them as soon as possible. Morrow County Sheriffs Office (MCSO) reports handling the following business: Novem ber 11: Boardman Police Department (BPD) received a report o f a problem at a Boardman residence. The caller refused to give a reason for his call, said there was no dispute, it was a non-emergency and he did not want lights or sirens in response. He disconnected when questioned further. -MCSO, BPD received a report o f a male sneaking around a residence looking in the windows. -MCSO, Imgon Ambulance received a report from an Irrigon subject that his father was shot by his mother. It was a false report. Novem ber 12: MCSO, BPD, Boardman Ambulance, Morrow County Behavioral Health received a report from a female calling from the Boardman westbound rest area that she was kidnapped approximately three days previously from Kelso, WA. She said that when the suspect got out o f the vehicle at Bojac’s to sell drugs, she got in the driver’s seat and drove away. She was transported to Good Shepherd Hospital in Hermiston. -MCSO received report o f a possible DUII on 1-84 westbound. N o one was in position to take the call. -Oregon State Police (OSP) received a report that a vehicle had hit a deer on Bombing Range Road. The driver requested a call for help as damage was done to his vehicle. On the second call, he advised that the deer needed to be put down. Subject broke into the house through the window. -Heppner Ambulance, HPD received a request for an ambulance for a 51 -year-old man with chest pains. He was transported to Pioneer Memorial Hospital. -BPD, OSP, MCBH received a request for officer contact concerning the caller's daughter. When officer arrived on the scene he reported that the daughter was out o f control and had to be restrained for her own protection. He requested MCBH because girl was not calming down and appeared suicidal. She was transported by private vehicle to GSH where she could be observed. November 16: BPD received a report o f an unknown, unwanted female banging on caller's door and also received request for an officer. -BPD received a request for an officer from a female who said her husband just left her residence, but they have a verbal agreement that he is not to be there. She said he was driving her vehicle and his license was suspended. -BPD cited a subject for harassment. -BPD arrested a subject on a Marion County warrant for two counts o f Assault IV. The subject was lodged at Umatilla County Jail. -MCSO received a request for a deputy from a female who said her house and car just got egged. Her kids were outside, but they got on the school bus and it was unknown if they also were egged. -MCSO received a report from an lone subject that she had been receiving prank phone calls since Nov. 3. She said she could hear people talking and paper rattling in the background. Caller also reported possible animal abuse. -MCSO received a report o f a motion sensor alarm in the sanctuary at the Boardman Good Shepherd Lutheran Church. -HPD received a report from a Heppner subject that a telephone company called to change her long distance and she was worried that she gave them her social security number. -MCSO received a request for deputy from A.C. Houghton Elementary School in Irrigoii regarding a student making physical threats against other students. A student was cited for harassment. -MCSO received a request for a deputy concerning a report o f possible sex abuse. A subject said a 16-year-old reported to her that she was sexually abused when she lived in Morrow County three years ago and suspect still resides in the county. -MCSO, OSP received a report o f shots fired near 11 th Street in Irrigon. Deputy was unable to locate the vehicle, but subject called back and said he had located the vehicle. Deputy was still unable to locate suspects. -BPD received a request for officer concerning threatening phone calls from the subject's husband. -OSP received a report o f a subject who smelled o f alcohol driving a tractor/trailer rig on 1-84. -OSP received a report o f a small red car swerving badly on 1-84. -MCSO received a report o f a noise complaint concerning the caller's neighbor who was roofing close to 10 p.m. Novem ber 17: BPD, MCSO advised o f a possible DUII. Oscar Hector Hernandez, 31, was cited for DUII. He had a blood alcohol count o f .16. He was also cited for no operator's license and no insurance and his vehicle was towed. -MCSO received a report that the door on a truck parked at the Nomad Restaurant in Boardman had been open for three hours. Deputy advised to disregard, since someone was in the truck. -OSP received a report o f a large deer on 1-84 east o f Boardman. -MCSO received a report o f anhydrous ammonia stolen again the previous night from Jordan Elevators in lone. Caller said he had really good tire tracks. -MCSO received a report from an Irngon subject that a CB had been stolen from a vehicle in Irrigon. -MCSO received a report from an Imgon subject that his mother's purse had been stolen from her vehicle the previous night. -Im gon Ambulance received a request from the Imgon Clinic to transport a female on oxygen with symptoms o f hypertension to Good Shepherd Hospital. -MCSO received a report that a juvenile reported missing from Boardman had been found. -H ep p n er P o lic e Department received a request for an officer from Heppner Elementary School concerning a weapons violation. -BPD received a request for a welfare check on the caller's girlfriend. He reported seeing a subject who looked like his girlfriend's ex-boyfriend. The ex boyfriend was reported to be very abusive and threatened the girlfriend. -MCSO received a request for a welfare check from Beecher's Restaurant in lone. A subject at the restaurant said that a subject who usually came in the restaurant every day had not been in in over a week. -BPD received a report o f a missing juvenile believed to be with a male subject, also o f Boardman. -OSP arrested Ross Van Etta, 20, Heppner, on a Morrow County Circuit Court warrant for failure to appear/sex abuse II and sodomy III. He was lodged at Umatilla County Jail with $ 100,000 bail. -BPD received a request for an officer concerning theft o f service at the Nomad Restaurant in Boardman. -MCSO received a report that an Imgon juvenile reported missing had returned home. -MCSO arrested Brent Michael Smith, 20, Irrigon, for four counts custodial interference, 16 counts sodomy III, 38 counts o f rape III, 38 counts o f sex abuse III, 38 counts sexual misconduct II and 38 counts contributing to the delinquency o f minor. He was lodged at the Umatilla County Jail with $968,000 bail. -MCSO cited Kevin Bond on a stalking complaint. Novem ber 18: MCSO, OSP received a report from a security company o f a burglar alarm at Huwe's Washboard in Irrigon. MCSO was advised to disregard. It was employees going to work. 1 -HPD received a request for an officer for an injured deer that needed to be put down. -MCSO received a report o f a hang-up 911 call from an Irrigon residence. MCSO dispatcher heard a baby crying in the background. On re-call, 'MCSO encountered a language bamer, but subject said there was no emergency. -MCSO received a report o f an abandoned vehicle in Boardman. The vehicle, which possibly had stolen plates, was tagged for tow. -MCSO arrested Kevin Lee Collier, 25, on warrants for unauthorized use o f a motor vehicle and violation o f release agreement. He was lodged at Umatilla County Jail. -BPD reported they had recovered a missing juvenile and returned her to her parents. -MCBH received a request for assistance. -MCSO received an abandoned 911 call. MCSO reported a busy signal on re-call and requested an emergency break-in on the phone lines. Deputy made contact with Bakes and determined there was no emergency. -MCSO received a 911 hang-up call from an Irrigon subject. She reported that her 17- year-old son was being argumentative and a pain and requested deputy contact. -MCSO received a report o f a possible DUII at Sentry in Irngon. Driver was not DUII. -MCSO arrested Dean Allan William, 50, on a Morrow County Circuit Court warrant for attempting to elude police, DUII, driving while suspended- misdemeanor. He was lodged at Umatilla County Jail with $ 20,000 bail. -MCSO received a report o f a theft o f tools in Irrigon the previous night. November 19: Hermiston PD arrested Ramiro Alejandro Madrigal, 22, on an Irrigon Justice Court warrant for failure to perform duties o f a driver involved in an accident. He was lodged at Umatilla County Jail with $6,000 bail. -MCSO arrested Daniel Roy Walchli, 26, on a Umatilla County warrant for assault IV/ burglary II. He was lodged at Umatilla County Jail with no bail. -B P D , Boardman Ambulance, MCSO, OSP received a report that a deputy's vehicle had hit a deer and rolled over. He had been doing a courtesy transport for subjects who had run out o f gas on 1-84. Deputy advised he had minor head injuries. Three were transported to Good Shepherd Hospital in Hermiston. -Hermiston Police Department arrested Fayla Marie Terhune, 46, on an Irrigon Justice Court warrant for failure to appear. She was cited and released due to overcrowding. -BPD, OSP received a report o f four males in a van in a verbal dispute with four more males outside the vehicle in from o f the Christian Center in Boardman. -Irrigon Ambulance received a request for an ambulance for the caller's mother who had a history o f bleeding ulcers and a hernia and was in severe pain. She was transported to GSH. -BPD received a report o f a minor attempting to purchase beer at Kegler's in Irrigon. Rene Garpia Alanz, 20, was cited for MIP. -OSP received a report o f a male on a four-wheeler shooting at elk. -MCSO received a report from an Irrigon woman that her six-year-old daughter was assaulted by a neighbor child. -MCSO received a report o f a vehicle driving 90-plus mph on 1-84. The vehicle was contacted and advised. -MCSO, BPD, Boardman Ambulance, OSP received a report from a female that a male subject had assaulted her and then left with pills and a razor blade, saying he was going to commit suicide. -MCSO received a report from a Lexington woman that her intoxicated husband fell from a standing position and could not feel his legs or back. One was transported to Pioneer Memorial Hospital in Heppner. -Heppner Ambulance received a request for a non emergency transport to Pioneer Memorial Hospital. -BPD received a report o f a motor vehicle accident. The emergency brake on ' the unoccupied vehicle had not been set and the vehicle rolled from the gas station. -U m atilla County Sheriffs Office arrested Brian Victor Hoge, 37, on charges o f assault rV-domestic and violation o f restraining order. He was lodged at Umatilla County Jail. BPD transported the prisoner. Nov. 20: Morrow County Sheriffs Office, Union Pacific received a report o f a railroad crossing gate stuck in the down position on patterson Ferry Road. A vehicle went through and it was very foggy. MCSO deputy reported that the gates were up. -MCSO, Boardman Police Dept, received a report o f a hit and run accident the previous night in Boardman. -Heppner Police Dept, received a report o f checks stolen from a purse at the Heppner bowling alley. -MCSO received a request for deputy contact from the DA's office for a 13-year-old female who had been abused. -Heppner Police Dept, received a report o f a theft o f a pressure washer o ff a trailer at D&L Auto in Heppner. -MCSO received a request for deputy contact from an Irrigon subject. The caller’s co-worker keeps asking for cash loans and the caller wanted to talk to a deputy about it. -MCSO received a request for a deputy contact from an Boardman subject about a possible restraining order violation. -MCSO received a report o f a juvenile, three or four years old, who appeared at the caller's residence in Irrigon. The caller couldn't locate parents or grandparents. -MCSO received a report o f a fertilizer spreaker vandalized and a faucet stolen at the Port o f Morrow off-ramp .to Wilson Road. -MCSO received a report o f an alarm at the Irngon Bank o f Eastern Oregon. It was a false alarm. -Heppner Police Dept, received a request for an officer for a custody issue. -MCSO received a report from a subject in the lone area that someone forged their check at the Bank o f Eastern Oregon in Heppner. -MCSO, Morrow County Juvenile Department, Morrow County Services for Children and Families received a request for assistance from a caller in Irrigon who said her daughter didn't want to be at the house. -November 21: Heppner Fire Department received report o f a fire alarm at Pioneer Memorial Hospital.
