As of noon, Monday, Dec. 4,
the Light Parade Ballot Box
containing 132 votes was
counted by two unbiased, honest
citizens with an equally honest
witness
observing
the
proceedings. Only one number
was questionable as to it being a
six or a nine. It did not influence
the results. There were no chads
or dimples. Between 7 p.m.
Thursday Nov. 30 and the above
mentioned date, the ballot box
was locked up so it could neither
be stuffed or tampered with.

Leading the parade was a
surprised Bob Kahl, escorted by
Dons Brosnan of Twice Upon A
Time. Kahl, who has orchestrated
parades for around 15 years, was
kidnapped from lining up entries
and moved to the honored
position. He and his family will
be missed as they move to
Oregon City to be closer to
children and grandchildren.
Darrel Raver chaired the
parade; Tom Sly made sure all
was in order for the speaker
system, Larry Mills announced;
and the city controlled the trees
and street lights.
Other
entries
included
Columbia Basin Electric, Bank
of Eastern Oregon, the St.
Patrick's Fair and Rodeo Paddy
Wagon, Heppner High School
and the Heppner Ranger District.
Bringing up the rear was Santa
on the fire truck, who hopped off
to distribute candy canes as the
parade came back down the
street and snaked its way up tO'
the hospital and nursing home.
