Sheriff's Report The Morrow County Sheriff s Office (MCSO) reports handling the following business: -BPD received report of a possible Unauthorized Use of a Motor Vehicle at Logan International. Boardman A Dodge Neon was stolen from parking lot at location. Vehicle's owner had possession. -HPD received request for contact regarding a restraining order. -MCSO, MCBH received request for contact by behavioral health by a woman concerning her 18-year old son who she said had gone crazy and was holding a knife to his throat. The subject was lodged at detox per behavioral health. -MCSO received request to speak to a deputy regarding caller's house being entered during the day without her permission. She had also been receiving "dropped line" phone calls for the last two-three weeks. -BPD received report from a subject at the 76 Station,, who said the trucker that he was getting a ride from just stranded him at the gas station and took his belongings while he was in using the facilities. -MCSO cited Dennis Dean Stefani. 38. lone, for Harassment. -HPD cited Steve Laurel Wilson, 25, Lexington, for a restraining order violation. -BPD received request for traveler's assistance. -Irrigon Fire Dept, received report of audible fire alarm at A.C. Houghton Elementary School in Irrigon with three different smoke alarms. Nothing was seen. -OSP received request to locate a Heppner subject who hadn't shown up in Condon. Subject showed up. -MCSO received request for deputy concerning caller's daughter who had not returned home to Irrigon after watching Heppner football game. She came home while subject was giving report. -MCSO cit§d Jamie Kathleen Schluter, 28, for DUII, She had a BAC of .10. She was also cited for VBR/90-65. -Ocotober 21: BPD ,received report of an alarm at Port of Morrow Administration Building.' It was a faulty lock. , -MCSO received a report from a woman who said she had an argument with a subject the previous night and now wants him out. -OSP received report from the Boardman westbound rest area that a male in a green '98 Buick got out of his car, retrieved wine from his truck, poured it in his coffee cup and left westbound on 1-84. -OSP received report of a van with a ladder on top, westbound in eastbound lanes on 1-84 who appears to know he's going the wrong direction. -Irrigon Public Works received report Oasis RV Park, advised sewer is overflowing Public works was located and were to be en route to fix problem. -OSP received report of a hunter who said he shot a deer, tagged the head/hide and a coyote dragged off the head/hide with the tag attached. He has no copy of the tag to attach to the meat. A game officer was requested. -MCSO received request for a deputy for a vehicle release None was available, but deputy would make contact with caller when able. -Irrigon Ambulance. Irrigon Fire Dept. MCSO received report of a two vehicle MVA on Hwy 730. Two were transported to Good Shepherd Hospital in Hermiston -MCSO received report of a verbal dispute between a female and her boyfriend. He was at the location refusing to allow her to het her clothes and leave. -OSP received report on 1-84 a vehicle hitting the guard rail and stopped along the white line Driver was still stitting in vehicle. -BPD received report of a transient-looking subject causing problems at Boardman 76 Station, sitting at the on-ramp of 1-84 eastbound I -MCSO received report of a man who fell in the w ater while docking a boat. Male is partially disabled and unable to get out on his own. A passerby helped male out of w ater prior to ambulance arrival. One was transported to Good Shepherd Hospital. -OSP received report of subjects leaving Heppner each night at dusk in a truck returning each morning. Caller thinks they are involved with drugs. -MCSO received report of a subject in Irrigon who stated he was going to committ suicide Caller received a second call from the subject stating he was at the Sentry in Irrigon. Contact was made by deputies. -MCSO received report of a male and female subject shooting over property from the hill above. -MCSO received report from Umatilla County Jail of their arrest of Terry Lynn Jones , 37, for Parole Violation. He was lodged with no bail. -BPD received report of Chevy with Washington plates towing a Izuzu with North Dakota plates. A child was riding in the Izuzu. -BPD officer advised he had Maria Elena Andrade in custody on Irrigon Justice Court warrant for FTPF/Driving While Suspended Infraction. Subject was lodged at Umatilla County Jail with $518 bail. -BPD received report of a subject on a woman's back porch. -MCSO received report that two children had beeb gone from an Irrigon residence for about two hours. Juveniles returned home at approximately 10:41 p.m. -MCSO received report of screams for help coming from south of a residence. Subjects had crashed on a motorcycle. No medical attention was needed. -OSP recieved report of a vehicle on the side of 1-84 eastbound at mile post 122 with someone holding a sign. -MCSO received report of a possible stroke on Hwy 730. Deputy was unable to locate the subject. -MCSO received a 911 hangup call from a residence on Hwy 207. Everything was ok. -BPD received report of a subject harassing a female employee at the Boardman 76 Station. -BPD received report of a burglar alarm at the Boardman Blue Mountain Community College. -OSP received report of a male stuck on 207 near Hardman who needs a tow. OSP advised the subject was possibly DUII. -MCSO received report that a subject hit a dog and the dog is severely injured. -HPD received an incomplete 911 call. All was ok. Their were phone problems. -OSP received report of a reckless driver passing vehicles recklessly, speeding. -October 22:MCSO received report of a 12-year-old male in a bright yellow shirt climbing in and out of boats. The juvenile, who didn't take anything, was advised by officer. -BPD received report of a possible DUII on 1-84. -MCSO. OSP received report of a game violation/trespass with several hunters seen near the top of the butte in lone deer hunting and it is not deer season. -BPD received report from a subject that his 17-year- old daughter was scheduled to be home around 4 p.m. and was not home. She was visiting with her mother per custody agreement. -OSP received report of a buck in the rear of a 80's-90's model chevy pickup. Caller advised the buck may have been taken on Bombing Range Road. Call was transfered to OSP -HPD received report that a woman hit a cat and didn't stop. It w as unknown if cat was still alive. It was removed by officer and disposed of. -BPD. OSP received report of Thefr of Services with a white pickup with canopy leaving the Boardman Texaco westbound on 1-84 without paying for $16.25 in gas. -Irrigon Ambulance. Irrigon Fire Dept.. MCSO received report of a structure fire in Irrigon -BPD received report of a large fight in process. Subjects had calmed down and no police where necessary -BPD arrested Jose Solis Monge. 36. for DUII The vehicle was impounded. -MCSO received report thath someone tried to get in caller’s vehicle in Irrigon. It was all messed up. -October 23: MCSO arrrested David Lee Hamilton. 33, on a Douglas Co. warrant for PV/UUMV, absconding. He was lodged at Umatilla County Jail with no bail -MCSO received report of a five-year-old female yellow lab/rotweiler mix left outside the Office in lone gone when owner came out. Dog was located -MCSO received report of a subject concerned about kids crossing the street without using the cross walk at A.C. Houghton. Caller wanted deputy to speak with the principal regarding this problem. -MCSO received report of property dumped on the street. -MCSO received report of a stranded boater with two adults and one child attempting to wave a tug boat down. No boat was seen in area -OSP received report of a reckless driver on 1-84 -BPD. MCSO received report of a dispute and request for assistance in Boardman. Caller advised he needed assistance, then disconnected line. On call back a female advised the caller and 16-vear- old step-son were in a verbal dispute. Female stated caller was not mentally stable and they did not need police assistance. No weapons were involved subjects were not intoxicated. -October 24: MCSO reproted a vehicle pushed off the road on Bombing Range Rd -BPD received report of an animal problem in Boardman. Subject reported that a male dog came on her property and when her husband went outside the dog tried to attack him. -MCSO received request for deputy contact for driving complaint in Irrigon. A little white car was passing in no passing zone going 70+ mph. -HPD received report that Forest Service workers are running the stop sign and ignoring the pedestrians signs and caller was concerned for the children and other pedestrians who cross there. -Gilliam County Sheriffs Office received report of a subject that the Farm Service Agency called to report that did not report to work that morning in Condon. Caller was worried about the subject who said he was not feeling well the previous night. -BPD received report from a Boardman woman that the dog that was in her yard that morning and attacked her husband was back now and she was afraid to go home. -MCSO received report thath neighbors keep letting their horses on caller's circle and he has asked them several times not to let horses out there. -MCSO received report of a MVA between a red pickup and car. The car left the scene and headed east on Hwy. 730 with pickup still at the fruit stand in Irrigon. Deputy advised that both vehicles were gone when he arrived at the scene. -BPD received report of loud music coming from an apartment in Boardman. -BPD received request for officer contact refering to a possible phone harassment. -BPD received report of a neighbor's dog barking in Boardman and caller wanted officer to take care of it. -MCSO received report that a trucker had run into Bakes and asked her to call 911 because the trailer on his tractor was unevenly loaded, and he was afraid it would tip over. -October 25: BPD received report of a disabled vehicle on 1-84 westbound near the rest area. The vehicle is off the road, unoccupied and probably disabled -MCSO. BPD received report from a subject who said her mother has moved into her residence from Idaho after leaving her husband The husband arived into town from Idaho sometime the previous night or this morning and is looking for his w ife Caller said he is a drug user, has access to > Heppner Gazette-Times, Heppner, Oregon Wednesday November 22. 2000 - SEVEN weapons and has threatened his wife's life. -MCSO. BPD received request for officer to attempt to locate a subject that checked in the previous night. In the morning the maid found blood on the sheets, in the bathtub and next to the toilet -MCSO received a report of speeding in lone near the school with kids present. Caller wished tor deputy to speak to her about the speed. Caller didn't know the name of the female driver but knows her by sight and where she lives. -MCSO received a 911 hang up call from Irrigon. All was ok. -MCSO received report of a NSF check at Beecher's in lone. -MCSO received report in Irrigon of a suspicious person on Kane Lane. The subject and hid in the bushes. The deputy was UTL anyone. -BPD received report that a missing juvenile has returned to her parents in Boardman. -OSP received report of a car swerving across the white and yellow lines. -October 26: MCSO received request from Hermiston PD to check an Irrigon address for a subject. Deputy was UTL anyone. -OSP received report that an elk had just been shot in the road on Western Rt. approximatly five miles past Cutsforth Park. -MCSO received report that a woman reported a fight in progress on the football field at Columbia Middle School in Irrigon. -MCSO received request for contact from a woman w ho wanted to speak to him about her daughter having sex with a subject. She also wanted to turn over some evidence -MCSO received request for deputy from an Irrigon subject who said another subject was at her house and kicked her door. MCSO deputy cited a subject for Driving while License Suspended infraction. Providing False Information to a Police Officer and DUII with a BAC of .18. The vehicle was towed. -MCSO. Boardman Police Dept, received a report of an assault in progress at the Texaco station with a female adult and female juvenile. The adult left in a SUV and the juvenile left walking. -Heppner Police Dept, received a report of a custody dispute between a woman and her ex- husband over their 16-year-old daughter who didn't want to go. The officer explained the joint custody situation. -MCSO received a report of a neighborhood boy in Boardman who keeps urinating in front of the caller’s residence and in front of other children. -October 27: MCSO received report of a female walking on Hwy. 30 towards junction on 1-84. Deputy provided a courtesy transport to Boardman residence. -MCSO received report of a car stereo stolen the previous night from a vehicle in Irrigon. -OSP received report of a semi driving at excessive speeds hauling hay. -MCSO received report of a theft from a car in Irrigon Caller has possible suspect -BPD received report that a subject just tried to break inot caller's apt She scared them off and requested officer. -HPD received report of a phone scam. Caller adv ised a company called requesting credit information and alluded to the fact they already had her personal information as thev are affilliated with AT&T ( enturv Tel. Subject disconnected when caller questioned them further. Caller contacted AT&T/Century Tel who stated they are not affilliated and requested the media and police for a report -R o b e rt M artin Lemweber. 34. was lodged at Umatilla County Jail for Criminal Trespass and Disorderly Conduct. Bail was $2,500 -MCSO assisted BPD in an attempted arrest on Noe Sanchez. 19. for Assault IV. Domestic -BPD arrested Isaac Jacob Reyes, 21, on a Morrow County Circuit Court warrant for Criminal Mischief II. He was lodged at Umatilla County Jail w ith $10,000 bail. -MCSO received report of a platinum colored Dodge that speeds by her house all the time. Subject can ID the driver and is requesting contact. -MCSO received request for officer regarding wild dogs doing harm to his livestock. -MCSO, OSP received repprt of trespassing and violation of restraining order Subject was observed at Beechers looking in windows for the victim -MCSO arrested Therisa Greii, 35, for Violation of Restraining Order, Violation of Stalking Order and Criminal Mischief II. She was lodged at Umatilla County Jail with SI6,000 bail. -BPD cited a subject for Open Container and No OPS. The vehicle was towed. -BPD arrested a subject for Disorderly Conduct and Harassment. The subject was cited and released. -MCSO received request for Morrow County Behavioral Health for a subject who says his relatives keep wanting to put him in a home. -MCSO received request for extra patrol around a residence as someone has been messing with their vehicles. -BPD. MCSO received report of shots fired in an unknown Boardman location. 911 caller advised shots were heard east/south end of tow n. It was backfire from a car. -OSP received report from a caller in Arlington who said his father is in the process of selling his Mercedez Benz and is now rolling it on to a trailer and taking it. Caller advised no sell has been made and he is not to have the car. No one was avialable in Gilliam County. -MCSO received report of two female juveniles driv ing a silver colored new car with Sherell Chevy cards in the license holder stopping in front of residences and wondering around in yards -MCSO received report of a subject with a warrent at an Irrigon location. -MCSO received request for information regarding a civil matter. -MCSO received report of a stop sign down at west 4th and Idaho -MCSO received request for a welfare check on callers daughter who left her residence advising she was going to a residence in Boardman. Subject was fine but apparently unstable. Hwy 207. Subjects were in the field around a tractor and turning headlights on and off. -BPD, MCSO received report of smoke of a residence towards Ridgecrest. It was a controlled bum -MCSO arrested Joe Rene Gutierrez. 22. for FT A on a Umatilla County Sheriffs Office warrant. He was lodged at Umatilla County Jail. -MCSO. BPD received report of an alarm at Kegler's Sentry Market. Oct. 29: MCSO deputy cited Joe Gutierrez, 22, for Driving while License Suspended infraction and Failure to Renew Registration He was cited to appear -MCSO deputy cited Jorge Marinez-Avalos, 24. for Operating a Vehicle without Required Lighting Headlights. He was also cited for Failure to Carry Proof of Insurance. -MCSO received a report of a cow out in Boardman. The caller was going to attempt to get it back inside the fence. -MCSO. Heppner Police Dept received a request to stop two 40- vear old males in a Ford extended cab with a white canopy who left Ukiah earlier, regarding an elk case. -MCSO received a report of a vehicle left on the caller's property for over two months. -Boardman Police Dept., Boardman Ambulance received a report of a 12-year-old female who fell off a horse, hitting her head. The subject was breathing and conscious with no bleeding observed. -MCSO received a request for a deputy for advice regarding the caller's son and an alleged theft. -Oregon State Police trooper advised he made contact with a subject and was citing the subject with Criminal Trespass -Boardman Police Dept, received a report of two hybrid wolves running around Willowfork. -Umatilla County Sheriffs Office received a report of a vehicle out in the bushes on Highway 730 and an elderly woman standing near the vehicle. -Heppner Police Dept, received a 911 call from a Heppner residence with a male and female in the background yelling -Heppner Police Dept, arrested Melanie Harshman. 44, Heppner, for three counts of Disorderly Conduct, three counts of Assaulting a Public Safety Officer. Assault IV-Felony and Domestic Violence. Bail was set at $34,000 -MCSO deputy arrested Marieta Gallagher. 50. Irrigon. for Failure to Pay Fine/Theft II. -October 28: BPD. Driving Uninsured and Oct. 30: MCSO received a Failure to Renew Registration -OSP received report of report of a possible DUII on 730 westbound, a doe under game pole, partially Highway heading to Irrigon. gutted with head/organs intact, -MCSO deputy arrested Dale very little meat taken.
