July 13: Heppner Police Dept., Heppner Fire chief, Heppner am bulance received a request from a caregiver for assistance in get ting a man to his chair. Boardman Police Dept, re ceived a report of two males tak ing beer from Boardman Texaco and then running off towards the library. MCSO, Boardman Police Dept, received a report of a boom and flash in an area by Captain James Tugboat and lights out in several areas of the Port of Mor row. Umatilla Electric advised a big bird of some sort flew into a fuse and they were fixing the prob lem. MCSO received a report of garage doors at the Columbia Middle School in Imgon graffitied. Boardman Public Works re ceived a report of a water leak next a transformer. Heppner Police Dept, received a report of someone writing on a car and trying to pry the door open. Heppner Police Dept, arrested Charles Ruckman, 27, Heppner, . for Parole Violation/Contempt of Court. He was lodged at the UCSO jail with no bail. , MCSO received a report of damage to a backyard fence in Irrigon. Union Pacific Railroad re ceived a report of a person with white clothes in one of the box cars on an eastbound tram. MCSO, Heppner and lone Fire depts. responded to a report of a fire in the main building of the Kinzua mill. Lexington Fire Dept, was also paged out for mutual aid. Heppner Police Dept, received a report of a female and male fighting in a residence. A five year old was reported to have left thé residence and refused to go back. Two other children were in the home. Heppner Police Dept, received a report of harassing phone calls. MCSO received a request for a deputy to contact the owners of cows in Boardman to have them • remove the cows from another person’s property. UCSO deputy arrested Ed- ■ ward D. Sprold, 53, on a Heppner Justice Court warrant for Theft III. Boardman Police Dept, ar rested Kevin James Layton, 38, Boardman, on a Heppner Justice Court warrant for Failure to Pay Fine/Failure to Appear, and a UCSO warrant for Parole Viola tion. Layton was lodged at the UCSO jail. Boardman Police Dept, re ceived a report from a woman that her daughter was harassed by a male subject. MCSO received a request for an officer from a wo.v.ir. who said her ex-husband'had the kids for a week and they came home dirty and one had a bruise. Boardman Police Dept, re ceived a request for an officer at Services to Children and Families. Boardman Police Dept, re ceived a report of the Boardman Lutheran Church vandalized. MCSO, Boardman Fire Dept., Medic 3 received a report of a chip fire at Kinzua Resources near Cargill. It was a loader fire. MCSO received a request for assistance from a woman who wanted to get her belongings in Lexington. She was advised it was a civil problem. Boardman Police Dept, ar rested Gregory Alan Bass, 19, on an Hermiston Police Dept, war rant for Contempt of Court. He was also cited for Theft II. MCSO received a report from a woman in the lone area that she had received a call soliciting money. MCSO received a report of cows out in Imgon. MCSO, Boardman Fire Dept., Umatilla Fish and Wildlife, Union Pacific Railroad received a report of a wind-driven brush fire near the Boardman rest area, north of the railroad tracks. July 14: Heppner Police Dept, received a report of an MIP and drug party going on at a house, but the lights were out and only the pickup belonging to the resi dent was there. MCSO received a report from a female in Lexington that another female stole her boyfriend and he is putting holes in her clothes. MCSO received a report of people in a green Buick Saber try ing to run another vehicle off the road on Highway 730. Morrow County Road Dept, received a report of a stop sign off the pole on Columbia. MCSO received information concerning a possible situation at Pioneer Memorial Hospital. City of Heppner received a re port of a problem with the city water line, possibly a broken line. MCSO deputy arrested Charles Edward Flanagan, 46, Irrigon, for DUII. He blew a .09. Boardman Police Dept, re ceived a report o f kids who wouldn’t move their car when in structed by Boardman BP employ ees. The kids were mouthy. MCSO, Boardman Police Dept, received a report from a female who said she was receiv ing threats from her mother’s ex- boyfriend/husband because she helped her move out. MCSO received a report of children in a residence where drugs were being used. July 15: MCSO deputy ar rested Glenda Grace Winston, 47, on an UCSO warrant for Parole Violation/Possession of a Con trolled Substance II. Winston was lodged at the UCSO jail with no bail. MCSO received a report from a deputy that he made contact with three juveniles near the Imgon Learning Center. MCSO received a request for a deputy concerning an arrest. MCSO received a report from a man who said he found his son’s girlfriend in the house and thinks he needs her arrested. She left the residence while the man was on the phone. MCSO received a report from a Boardman Subject that his neighbor’s cows were on his prop erty all the time. MCSO deputy arrested Kiley Gwyn Post, 20, on a Probation Violation warrant out of Walla Walla. Post was lodged at the UCSO jail. MCSO received a request for a deputy contact from the Boardman Services to Children and Families concerning a possible sex abuse case. MCSO received a request to bum in Heppner. The subject was advised that there was a ban on burning even in a barrel. Subject was patched through to the Hepp ner Fire chief. MCSO received a request to speak to a deputy concerning a previous problem from an lone woman. MCSO received a request for a deputy from a female who said she was not allowed to retrieve her belongings from a residence she was kicked out of. MCSO received a report of a cow in a ditch with half its face missing and barely alive. The sis ter-in-law of the owner was con tacted. H eppner am bulance, lone EMTs received a report of a fe male who fell off an 8’ ladder in lone. She was conscious but was believed to have hurt her back. MCSO received a report of calves out in Imgon. MCSO, Boardman Police Dept, received two reports of a female subject run off the road and her car attacked in Boardman. MCSO received a request for a deputy from a Lexington woman regarding a problem with her hus band. She says he is violent and she needs protection to get her clothes from the residence. Oregon State Police received a report of a speeder doing 90+ on 1-84 eastbound. MCSO received a report from the Boardman BP station of a drunk man driving. MCSO received a report of a theft at an Imgon residence. The owner reported that he came home to find his doors open and silver coins, jewelry and cash missing. MCSO deputy advised he would be assisting a large family on foot on Bombing Range and Wilson roads in Boardman „ July 16: Heppner Police Dept received a report of an interior alarm for a vault door at Klamath First Federal in Heppner All doors \ and windows were secure MCSO received a report of a female subject taking baby acces sories into an Imgon residence where she was not to return to Boardman Fire Dept, received a report of a small grass fire on Wilson and Bombing Range roads MCSO received a request for an officer concerning windows broken out of a water tanker at the barge site at Coyote Springs in Boardman. Oregon State Police received a report of a tanker with fumes coming out of the top and a strong smell of gasoline emitting from the truck traveling 75+ mph on 1-84. Oregon State Police received a request for help for an officer from an Imgon female who said her 16 year old brother stayed the night withjuvenile friends with no supervision and they were re ported to be drinking. The juve niles denied he was there. MCSO received a report of telephone harassment in Board- man. MCSO received a report from a juvenile in Irrigon who said he and his seven year old brother were left at his babysitter’s house by their mother and the babysitter while they went to a yard sale. The mother’s friend came after them. MCSO received a report from a woman in Imgon that her daugh ter assaulted her. She was advised by juvenile authorities to contact MCSO if it happened again. Oregon State Police arrested April Adele Ashe, 28, Boardman, on an Imgon Justice Court war rant for Failure to Pay Fine/Dnv- mg while License Suspended. Ashe was lodged at the UCSO jail. MCSO received a request for information concerning papers left at a woman’s residence in Imgon. Boardman Police Dept, re ceived a request to deliver a mes sage of an illness in the family to a Boardman residence. Heppner Police Dept, received a report of an audible alarm sound ing near Pettyjohn’s. They were closing up. MCSO received a request for a deputy concerning dogs running livestock through a fence in’ Boardman. Boardman Police Dept, ar rested Angela Dawn Parker, 24, Boardman, on a Multnomah Dis trict Court warrant for Failure to Appear/DUII. Boardman Police Dept, re ceived a report of a white car driv ing dangerously around children at Wilson Road Trailer Court in Boardman. An officer was unable to locate the vehicle. MCSO received a report that a man in a green Chevy pickup ran over the caller’s dog on pur pose. MCSO received a request for a deputy concerning the bathrooms vandalized at the Irrigon Marina again, with a door tom completely off and lots of graffiti. MCSO received a report of a vehicle with no tail lights causing a hazard near the Boardman Farms/Bombing Range. MCSO deputy cited Robert C. Hall, 50, for DUII. Blood alcohol content was .20. July 17: MCSO, Boardman Police and Fire depts. received a report of a grass fire in Boardman near the rest area and Tower Road. Boardman Fire Dept, and Umatilla Refuge responded. Boardman Police Dept, located an open door at the Greenfield Grange. Boardman Police Dept, re ceived a report of a fire which appeared to be near the grade school. Officers were unable to locate the fire. MCSO, Oregon State Police, Boardman Police Dept, received a report of a fight involving sev eral people at the Driftwood RV Park. One woman was reported to be screaming and several people were beating up one man. Oregon State Police received a report of an Albertson's truck weaving all over the road on 1-84. MCSO received a report of the laundromat door spray-painted with graffiti in Imgon. Boardman Fire Dept., Oregon Dept, of Fish and Wildlife received a report o f a fire near the Boardman rest area. Fish and Wildlife were still on the scene with a controlled back bum. Oregon State Police received a report of a Ford Explorer doing 100+ mph on 1-84 westbound. MCSO received a request for an officer at the Irrigon Justice Court concerning an upset family and possible problems. Oregon State Police received a report of a tire in the road on I- 84. Deschutes County Sheriff’s deputy arrested Farley Jason Charette, 37, on a Morrow County Circuit Court warrant for Crimi nal M ischief I Charette was lodged at the Deschutes County jail with local charges. Morrow County Behavioral Health received a report of a per son feeling suicidal. MCSO received a report of a female who locked her keys in her car. MCSO received a report of four boxes of checks stolen from a mailbox in Boardman. MCSO received a report of suspicious circumstances. A man had made an appointment at a Hermiston clinic to have a bullet removed. The man said it hap pened in Mexico 10 years ago. MCSO received a report of vandalism done to the boxes at the Imgon Post Office MCSO received a report of four males fishing near the pond at PGE. MCSO received a report of a vehicle taken at Sandhollow, the caller satd. The vehicle may have been repossessed Jefferson County Sheriff's deputy arrested Bruce Anthony Jim. 53. on an Imgon Justice Court warrant for Failure to Appear Marine Violation-Speeding. Boardman Police Dept, re ceived a report of a man sitting besides the freeway on 1-84 east- bound under the overpass. The subject was contacted and ad vised to move. Morrow County Road Dept received a report of a stop sign down at the Bombing Range and Wilson roads that appeared to be burned. Boardman Police Dept re ceived a report of a black bull out on Paul Smith Road. The owner was notified and the animal se cured. MCSO received a report of an on-going vandalism problem Heppner Police Dept, received a report of a fight in front of a Heppner residence. An officer advised it was not a fight but friends picking up someone who got a little loud. Heppner Police Dept received a report o f suspicious vehicles parked behind the Grange Hall in Heppner. An officer advised that the vehicles belonged there. Boardman Police Dept, re ceived a report of a black pickup driving too fast, possibly with the driver intoxicated, at Wilson Road Trailer Court. The possible sub ject was contacted but officers were not able to verify that he was the suspect and was released. Oregon State Police received a report o f a deer hit on 1-84 east- bound. Boardman Police Dept, re ceived a report of people being loud and drinking at Sandpiper Apts. July 18: Boardman Police Dept, received a report of a male lying on the ground by Paul Smith and Wilson roads. ITie caller yelled at the subject and tried to get him to answer her but he didn’t move. An officer located the subject and transported him to his home. MCSO received a report of a black Angus bull out on the road. The owner would handle the prob lem. MCSO received a report of an unwanted woman at a Lexington address. Feed and Seed and said he wouldn’t pay for them. He was also arrested on local charges of Possession of a Controlled Substance and she w as arrested on local charges of Be ing a Felon in Possession of a I ire- arm. They were lodged at the UCSOjail. MCSO received a report that an injured cow reported in the canal in Imgon earlier is now dead and starting to stink. MCSO received a report from a female in Lexington that she wants her clothing back from her son’s place but doesn’t want him involved. Columbia Basin Electric Co-op. lone Fire Dept, received a report of a power line down that started a fire off Barlow Road near the Valby Church. MCSO, Oregon State Police. Rescue I and Boardman ambu lance received a report of a one- vehicle rollover on 1-84 eastbound at Tower Road with three occu pants and a male reporting back pain. Three patients were trans ported to Good Shepherd Commu- nity Hospital in Hermiston.
