The Morrow County School Board heard a report on "Benchmark Boosters" in their regular meeting on January 11 at Heppner Elementary School. Benchmark Boosters is a program implemented in Morrow County schools which is designed to assist students in reaching the state-mandated benchmarks in math and language arts. HES teachers Sherry Matteson and Karen Smith-Gnffith, both of whom volunteered for the Friday classes, reported on the program they have implemented at HES. Matteson, who teaches the booster program in grades one to three, and Smith-Griffith, who teaches classes for students in grades four-six, said that they generally target children who are between eight and 35 points below passing the levels test benchmarks. Benchmarks assess whether a student has achieved a certificate of initial mastery of a subject (CIM). Students will later be assessed as to their achievement of the certificate of advanced mastery (CAM). More subjects will be added to the assessments later. The teachers said that they focused on children whose scores were at least eight points below the benchmarks because scores typically increase around eight points a year with regular classroom instruction. HES Principal Bill Karwacki added that while HES has targeted children who have achieved test scores as low as 35 points below the benchmarks, the school does not turn anyone away who wishes additional help. Volunteer Benchmark Booster teachers at Heppner High School include Linda Dutcher for language arts and Karen Beck and Keelie Keown for math. The program is also in place in lone, Boardman and Irrigon schools. In other business, board member Gary Frederickson brought up a question concerning the drug and alcohol policy for athletes at Morrow County Schools. Frederickson asked if students who were already at a party would be penalized if other students came to the party with drugs or alcohol. "We would treat them as guilty for not getting out of there," said Starr. Starr said that the new district policy concerning drug and alcohol use by athletes takes away the district's previous problem of trying to prove the student's guilt. A student "determined" to be at a party where drugs or alcohol are being used can now be suspended from participating in athletics whether or not the student actually used drugs or alcohol. "Innocence is pretty hard to argue if you didn't leave or try to put a stop to it," said Starr. In other business, the board: -received a report on positions open in the March 1999 school board election. The following positions are up for election: School Board Zone 1-incumbent Gary Frederickson; Frederickson and Judy Hirai have filed for the position. Zone 3-incumbent John Rietmann has filed for the position.
