FOUR - Heppner Gazette-Times, Heppner, Oregon Wednesday, January 20,1999 Sheriff's Report The Morrow County Sheriff s office (MCSO) reports handling the following business: Dec. 28: MCSO received a report of someone using another person’s golf cart and also steal ing his dog. MCSO received a report of an ATV near the wildlife ponds north of Olsen Road off Wilson Road, with three people digging. The area is open to the public and they were breaking the ice for duck decoys so they could go hunting the next day. MCSO received a report of a civil problem. A woman said her father was living with a woman who was running up the phone bill. The daughter wants them re moved. MCSO and Heppner Police Dept, received a report of a per son stealing something from Miller’s Mini-Mart. MCSO and Heppner Police Dept, arrested Michael David Scott, 19, for Violation of a Court Order and MIP by Consumption. Scott was lodged at the USCO jail. Dec. 29: MCSO received a report of an injured deer at 1-84 milepost 162. The deer was re moved. MCSO received a report of a young black and white border col lie on a ranch five miles north of lone. MCSO received a report of a load of lumber delivered to the wrong house and now the people won’t give it back. MCSO received a report of a black car that ran through a fence and two horses got out. The sus pects left in a white car. The owner showed up and the matter was to be taken care of civilly. MCSO, Oregon Stat Police, EMTs received a report of a single vehicle accident. It was a non-in jury accident, but a vehicle that stopped at the accident was pos sibly stolen out of Hermiston. An officer was unable to locate any thing. MCSO received a report of three subjects target practicing across from a residence and shooting in the direction of the resi dence while kids were playing outside the house. MCSO received a report of a motor home off the road on the median on 1-84 milepost 136. MCSO received a report of three kids riding bicycles near the new BEO and Sentry Market in Irrigon. The caller was afraid they’d dart out into traffic. Heppner Police Dept, received a report of a woman calling from Pendleton saying her aunt’s neigh bor in Heppner reported that people with a big truck were mov ing furniture and other items in and out of the aunt’s place and the aunt was in Texas for the holidays. Oregon State Police received a report of a black Chevy pickup driving erratically at speeds of 75- 80 mph on H ighway 730 in Irrigon. They turned into the Wild life Refuge. Hermiston Police Dept, and Irrigon ambulance received a re port of a man choking while he was on the phone with his daugh ter and she was unable to get him back on the line. All was okay and the man was advised to contact his daughter. Heppner Police and Fire depts. received a report of a fire on Bal timore Street in Heppner. The fire was already out. MCSO received a request for an extra patrol by the Blue Spruce Apts, and Kinzua Mill in Hepp ner. A man had received threats. MCSO received a report of loud music on Gale Street in Hepp ner. The caller called back to say the music stopped. Dec. 30: MCSO received a report from a woman that her daughter’s boyfriend had stolen her car. The boyfriend may have been given permission to drive it. Oregon State Police received a report of a blue Toyota pickup on 1-84 with switched plates. The plates were seized. MCSO deputy arrested Mark D. Way, 32, for DUII, Resisting Arrest and Menacing. MCSO received a report of someone taking the cap off the outside water at a residence and turning the water on the previous night Boardman Police Dept., Or egon State Police received a re port of a four year old wearing Godzilla p j’s missing from a Boardman residence. He was lo cated about five minutes later sleeping behind the sofa. MCSO received a report of a pack of dogs fighting in Imgon. MCSO received a report of a 14 year old who ran away from Irrigon, possibly headed to Payette, ID. MCSO received a report of a dog shot in Irrigon. The dog was in the owner’s yard playing with her kids. MCSO received a report of a cassette player stolen and a car windshield broken in Imgon. MCSO received a report of a dead deer found in a woman’s yard in Fossil. MCSO received a report of a stars missing from the City of Irrigon’s Christmas tree. One was found, but one was still missing. MCSO received a report of a person who locked his keys in a vehicle in Irrigon. A locksmith was contacted. MCSO received a report of lights on and a door open at the shop at R ivercrest Farms in Boardman. MCSO received a report of a fire alarm at A.C. Houghton in Irrigon. An officer was unable to locate any smoke. ODOT received a report of a dead deer on Highway 74. Dec. 31: MCSO received a report of kids possibly knocking on a window in Irrigon. An officer was unable to locate anyone. MCSO received a report of a vehicle parked on the fog line on the Bombing Range Road. A tow truck was called. Oregon State Police received a report of a black BMW speed ing on 1-84, doing 100+ mph. MCSO, MCBH received a re port of a woman who was hys terical over a welfare problem. The daughter had to take the phone from her. MCSO received a report of a wallet and address book missing from a residence at the Irrigon Mobile Court. Boardman Police Dept, re ceived a report of a person miss ing since before Christmas and his father was worried. MCSO received a report of shots fired near Irrigon City Hall. An officer was unable to locate anything. MCSO received a report of a juvenile found. His mother was contacted to pick him up. MCSO received a report of a man in Heppner receiving a phone call that had heavy breathing. MCSO received a report of a man almost bit by a yellow lab south of Heppner on Highway 207. MCSO received a report of a chocolate male lab found. The dog had a shock collar on and a gun shot wound to his left side. MCSO received a report of vandalism to a neighbor’s house in Boardman while the people were gone. MCSO, Boardman Police and Fire depts., Boardman ambulance and Irrigon Fire Dept, received a report o f a tree fire past the Outback Apts. It turned out to be a structure fire of a residence on Wilson Road in Boardman. MCSO received a report of a blue van and older model truck driving around the fairgrounds with the occupants stopping to shake the gates. MCSO received a request to deliver a message of a death in the family to a man in Heppner. Jan. 1: MCSO received a re port of gunshots from behind a residence in Boardman. Boardman Police Dept, re ceived a report of a shot fired near a residence in Boardman. Lexington Fire Dept, received a report of a fire near a residence in Lexington. It turned out to be a controlled bum of trash. MCSO dispatched to the Spray ambulance a report of a man who fired a shotgun and the barrel had hit him in the eye and forehead. There was no transport made. MCSO received a report of a drive-by shooting in Irrigon from a small white car. The shots were believed to have been fired from the driver’s side with a semi-au tomatic handgun. N Boardman Police Dept, re ceived a report of tires slashed and kids walking around after curfew in Boardman. MCSO received a report of a subject pouring diesel fuel in the street in Condon and lighting it on fire. Jason F. Bellinger, 24, was arrested for Disorderly Conduct. MCSO, Boardm an Police Dept., Boardman ambulance re ceived a report from a woman in Boardman that her brother punched a window in a trailer at Wilson Road Trailer Court and cut a mam artery. The patient was transported to Good Shepherd Community Hospital. MCSO observed a subject who buzzed through the foyer at the MCSO looking watery-eyed and confused. He threw his hands up and said never mind. The man, smelling of alcohol, left in a pickup. MCSO received a 911 call from a man who said he needed to be arrested. He was talked into pull ing off the road and to give his location so officers could come arrest him. MCSO received a report from the Hermiston Police Dept, of two 911 calls from an Irrigon resi dence. MCSO, Heppner Police Dept, arrested Gaylin B. Fickel, 54, for DUII, Assault IV Domestic, Dis orderly Conduct and Resisting Arrest. Fickel was lodged at the UCSOjail. MCSO received a report of a burglar alarm at A.C. Houghton in Irrigon. MCSO received a report that a woman had gone into a resi dence in Irrigon and crawled into bed with the occupants. The people kicked her out, but she was sitting on her porch naked. The woman was transported to detox. Boardman Police Dept, re ceived a report of a tire slashed in Boardman while parked at the Nomad. Oregon State Police, Board- man Police Dept, received a re port of a man driving with an open container, leaving the Irrigon BP station and headed westbound on Highway 730. MCSO received a report of a vehicle missing from the Irrigon Mobile Court. It was possibly driven by a friend. MCSO received a report from USCO jail that a woman had tom up the detox center and was lodged at the UCSOjail. Heppner Fire Dept, received a report of a fire burning approxi mately 200 yards from the log deck at Kinzua. MCSO received a request for an officer concerning a dog prob lem. MCSO received a report of a dog choking on a chicken bone in lone. The dog coughed it up while the caller was on the phone. MCSO received a report of a woman’s two teenagers fighting. They stopped, but the older daugh ter had taken the mother’s phone and she wants it back. The mother said she wanted a deputy to con tact her so she would not be ac cused of child abuse. MCSO received a report of a flatbed pickup in the ditch at the intersection of Highway 207 and Baseline Road. The driver was not injured but appeared to be very intoxicated. MCSO received a report of a female subject needing assistance at 1-84 eastbound, milepost 169. Jan. 2: MCSO, Boardman am bulance received a report of a male in a black Nissan possibly having a heart attack. One 28 year old male patient was transported to Good Shepherd Community Hospital in Hermiston. MCSO received a report of a rollover on Eighth St. in Irrigon. The owner said he’d take care of the matter. MCSO deputy arrested Michael Lee Smith, 20, for Fail ure to Appear-Theft III and two counts of MIP. The subject was cited and released. MCSO received a report that a vehicle reported stolen had been returned. MCSO received a report of a five year old and a 10 year old playing who disappeared from the back yard. They were located. MCSO received a request to deliver a message of an illness of a family member. MCSO received a report of a car rear-ended while at the game at IHS. The vehicle left the scene. Heppner Police Dept, received a report of a black GMC chasing a red car and squealing past a resi dence on Gilmore Street. One of the subjects had words with a woman. Heppner Police Dept, cited Jason Allan Cook, 21, for Care less Driving. Boardman Police Dept, re ceived a report of a burglary in progress in Boardman. A 16 year old was arrested for Burglary II, Criminal Trespass II, Attempted Theft III and Possession of Bur glary Tools. Heppner Police Dept, received a report from a woman that her granddaughter threatened her. MCSO received a report of an intruder alarm at a garage door entry in Boardman. The alarm was false, the occupant was having trouble entering his code. Heppner ambulance received a report of an elderly woman who had fallen and couldn’t get up. Jan. 3: MCSO received a re port of a suspicious male wearing a dark leather jacket headed west bound on Highway 730 near Fourth Street in Irrigon. The sub ject at first refused a ride, but was then given a ride to Boardman. Heppner Police Dept, received a request to deliver a message of a death in the family. Boardman Police Dept, re ceived a request for an officer at Frontier Trailer Court in Boardman. A couple were hav ing an argument and the husband said the wife grabbed him by the neck. Boardman Police Dept, ar rested O corro Ram irez, 32, Boardman, for Assault IV-Do- m estic-Felony with a Child Present. Ramirez was lodged at the USCO jail. Jefferson County Sheriffs of fice arrested Amethyst Maki, 20, an a MC Justice Court warrant for Theft II. Maki was lodged at the Jefferson County jail. Jan. 4: MCSO received a re quest for an extra patrol in Irrigon because of a Mid-Columbia bus driving too fast. MCSO received a request for a welfare check from a woman concerning her ex-husband. The husband who has medical prob lems, says he is a prisoner in his own home, being cared for by his son and daughter-in-law. MCSO received a report of a building at Rivercrest Farms bro ken into. MCSO, Boardman Police Dept, received a report of an alarm at a house in Boardman. MCSO received a request from a woman to look at her property lines in Boardman. Boardman Police Dept, re ceived a report of a burglar alarm going off at a house in Boardman again. MCSO received a report of a house burglarized in Irrigon with many items missing. MCSO received a request for an officer from a man who said his son took some candy while at the store. The item was returned. MCSO received a report of a woman driving by another person’s property slowly and watching her. MCSO received a report of a possible problem concerning the welfare of a female subject and her newborn from her ex-boy friend. MCSO and Irrigon Fire Dept, received a report of a fire alarm at A.C. Houghton. It was a false alarm. MCSO received a request for an officer for two trucks parked incorrectly at Dodge City. MCSO, MCBH received a re port of a female subject threaten ing suicide again. MCSO received a report of a possible drunk driver in Boardman. Jan. 5: MCSO received a re port of a possible illegal dumping in a pit in Irrigon. MCSO, UCSO, Oregon State Police, received a report of a pos sible drunk driver headed to Umatilla from Irrigon. The vehicle was caught by UCSO at the cross roads. MCSO received a request for a deputy from Columbia Middle School in Irrigon for some drugs confiscated from a male subject. Heppner Police Dept, received a report of excessively loud mu sic, possibly from a rig, in Hepp ner. MCSO received a report from Oregon State Police of an over sized semi driving crazily on 1-84. MCSO received a report of a black and tan hound missing from its home. The dog returned. Multnomah County Sheriffs deputy arrested Timothy Wooley, 49, on Morrow County charges for MCSO received a report of an altercation between a male and female at the Imgon Mobile Court. An officer was unable to locate anyone. Boardman Police Dept, re ceived a report of a burglar alarm at a Boardman residence. Boardman Police Dept, re ceived a request for a welfare check for a Boardman woman who had not shown up at the Pendleton Albertson’s store. The woman was okay, she had another job somewhere else. Wheeler County Sheriffs of fice, Mitchell ambulance received a request for an ambulance for a man suffering ■with a severe head ache, nausea and dizziness after burning old tires. The patient was transported to Prineville. Boardman Police Dept, re ceived a request for an officer concerning a 16 year old girl who had run away after an argument. MCSO received a report of the purse of a female subject reported missing had been discovered in a yard. The subject was arrested on several warrants and transported to UCSOjail. Heppner Police Dept, received a report of shots fired on Elder Street near the grade school. Sev eral others also reported the inci dent. MCSO received a report of a stolen ID in Boardman. Cottage Grove Police Dept, arrested Larry Dean Cook, 19, on Heppner Justice Court warrant for Theft II and Failure to Appear. Cook was lodged at the Lane County jail. Jan. 9: MCSO received a re port from a female subject that her boyfriend had just taken her 1979 Monte Carlo without her permis sion and he has no valid operator’s license. MCSO received a request for an extra patrol at a Heppner resi dence. MCSO received a report o f a stolen toolbox from a truck in Boardman. MCSO received a report of a burglar alarm at Heppner High School. It was a false alarm. MCSO received a report of a person supplying Tequila to ’sev- eral minors in Irrigdh.1 n 011 MCSO received a report of a stunt bike stolen during the night in Irrigon. Multnomah County Sheriffs office arrested Mark A. Goldsby, 42, on a Heppner Justice Court warrant for Failure to Pay Fine/ Failure to Appear. MCSO, Boardm an Police Dept., Boardman ambulance re ceived a report of a motor vehicle accident in front o f the Sentry Market. It was a non-injury acci dent and the ambulance was can celled. Arlington Fire Dept, received a report of a log burning unat tended at the Arlington High School football field. It started to rain, so the fire dept, was advised to disregard the call. Boardman Police Dept, re ceived information concerning a hit-and-run incident that occurred approximately a month ago. MCSO received a report of a fight in progress at Bakes in Irrigon. Oregon State Police received a report of a kid at the Happy Canyon Pizza parking lot in Ar lington who shined a laser pointer into a person’s eyes. MCSO received a report of a loud party at Riverview Mobile Park in Irrigon, with someone throwing bottles. Jan. 10: Washington County S heriffs office arrested Mick Edward Brand, 33, on two Irrigon Justice Court warrants for Fail ure to Appear/Negotiating a Bad Check. Brand was lodged at the Washington County jail. Heppner Police Dept, received a report of a domestic dispute in progress at the Mountain Glen Apts, in Heppner. A male subject was reported to be intoxicated and his girlfriend is pregnant. MCSO received a report of a calf hit on Depot Lane in Irrigon. MCSO received a report of a possible burglary at a residence in Irrigon while the owners were away. MCSO received a report of a woman threatened by her handy man in Boardman. Jan. 6: MCSO deputy arrestee Wendy Hill, 36, on a Umatilla County warrant for Failure to Appear/Fish and Game violation, and on an Okanogan County Sheriffs office warrant on Pos session of a Controlled Substance (Methamphetamine). MCSO received a report of a cow out on Wilson Road. MCSO received a report of several cows out on Wilson Road. The first person contacted said the cows were not his and then the correct owner was contacted. Heppner Police Dept, received a request for a check at the home of the caller’s mother. A light was on at her home and then it went off. MCSO received a report o f a mailbox taken in Irrigon. lone Fire Dept, received a re port of a fire alarm at lone High School. It was a false alarm MCSO received a report of loud music from a residence in Irrigon. MCSO received a report of chirping sound believed to be from a small animal coming from un derneath a person’s refrigerator in Irrigon. The caller was advised by Oregon State Police to contact the ODFW. Oregon State Police received a report of an older male with a red-orange shirt driving a red and black three-wheeler up and down 11th St. in Irrigon too fast. MCSO received a report o f a red Honda playing music in front of a double-wide in Irrigon. The caller was trying to sleep. MCSO deputy cited a 14 year old for Conspiracy to Deliver a Controlled Substance on School Property, and Possession o f a Controlled Substance. MCSO deputy arrested Corina S. Cieszynski, 33, for Negotiating a Bad Check. MCSO received a report of a three-wheeler driving too fast. MCSO received a report of a mailbox missing in Irrigon. Boardman Police Dept, re ceived a report of juveniles in a vacant house in Boardman. MCSO received a report from Hermiston Dispatch o f a family problem with a female crying and arguing happening at an Irrigon residence. Jan. 7: MCSO received a re port o f dogs chasing cats and barking in Irrigon. Boardman Police Dept, re ceived a report of a vehicle spray- painted at the Outback Apts, in Boardman. Boardman Police Dept, re ceived a report of someone knock ing on his windows and running. MCSO received a report of someone attempting to get under neath a trailer at Desert Springs Estates in Boardman. An officer was unable to locate anyone. MCSO received a report of a burglar alarm at the Irrigon BP entry door. It was a false alarm. IoneuFire Dept, received a re port of a fire in a calving bam near a residence in lone. Boardman Police Dept, re ceived a report of a domestic dis pute that occurred earlier at the Sandpiper Apts, in Boardman. The parties were separated. MCSO, Boardman Fire Dept, received a report from Oregon State Police of a vehicle smoking on 1-84 westbound, milepost 159. Boardman Police Dept, re ceived a report of a radio taken out of a car in Boardman. Jan. 8: Boardman Police Dept, received a request for assistance. MCSO received a report of a garage fire on 7th and Washing ton streets in Irrigon. Heppner City crew received a report of no water on property on upper Willow Creek Road. MCSO received a report of two female juveniles trespassing at Irrigon Mobile Court. MCSO received a report of an alarm at United Rental. The alarm was cancelled. MCSO received a report of $500 missing from a woman’ purse in Boardman. It was possi bly taken by her house guest. MCSO deputy and Boardman ambulance responded to a report of a man cited for DWS infrac tion and Driving Uninsured. The
