The meeting will take place on the 30th day of April, 1998 at 7:30 P.M.. The purpose of the meet ing is to receive the budget mes sage and to receive comment from the public on the budget. A copy of the budget document may be inspected or obtained on or after April 30, 1998 at Morrow County Courthouse, between the hours of 8:00 A.M. and 5:00 P.M.. This is a public meeting where deliberation of the Budget Com mittee will take place. Any per son may appear at the meeting and discuss the proposed pro grams with the Budget Commit tee. Published: April 1 and 15, 1998 Affid______________________ By Mertyn Robinson The monthly meeting of the Heppner Garden Club on April 6 at the St. Patrick's Senior Center will commence with a potluck supper at 6 p.m. Members and guests will be on hand to greet Joanne Fitzgerald, Milton-Freewater, who is the district director of Blue Mountain District 10 of the Oregon Federation of Garden Clubs. Local garden club members will be attending the spring district meeting in Condon at the United Church of Christ on April 14. Garden clubs throughout District 10 meet twice a year in different places. This year the Condon Garden Club is the host. The theme for this all-day session is "Every garden has an angel." The Heppner Garden Club won first place for non-profit organizations during the recent St. Patrick's parade. Chairman Vonnie Lovgren and her crew created this large, colorful float. Club President Verna Bnnda and Jane Rawlins rode on the float i seated in an old-fashioned buggy surrounded by shamrocks, leprechauns and large pots of pussy willows and forsythia. Adjournment Published: April 1, 1998 Affid______________________ PUBLIC NOTICE PG & E Gas Transmission, Northwest Corporation Compressor Station 9 Four miles Southwest of lone, on Gooseberry Road Has applied for an Modification of a Oregon Title V Air Operating Permit (No. 25-0026) The Department of Environ mental Quality (DEQ) has con ducted a preliminary review of this application and is providing an opportunity for public com ment. PG & E Gas Transmission, Northwest Corporation (PG&E GT NW) is a natural gas trans mission company operating a pipeline from the Canadian bor der through the states of Idaho, Washington, and Oregon to Cali fornia. PG&E GT-NW’s dual mainline is 612.5 miles in length and includes 638.9 miles of 36- mch and 589.4 miles of 42-inch pipeline. Energy to move the gas is provided by 12 compressor sta tions located along the pipeline all of which are designed for remote, unattended operations from PG&E GT-NW’s Gas Control Center in Portland. Compressor Station 9 is located in Morrow C ounty, O regon, four m iles southwest of lone, on Gooseberry Road. Compressor Station 9 con tains two gas turbine-driven com pressor units. Unit A is a Solar Mars T 14000 gas turbine, rated at 14,100 HP (ISO). Unit B is currently a Solar Mars T 12000 gas turbine rated as 12,600 HP (ISO). Unit B is to be replaced by a new Solar Mars T 14000 14,100 HP (ISO), gas turbine in 1998. Station 9 structures include a con trol building, a compressor build ing which houses Units A and B, a lubricating oil storage building, a storage building, a motor con trol center building, a fuel gas building, gas scrubbers, a scrub ber-separator, instrument build ings, and valve shelters. The draft perm it contains emission in creases over baseline which are less than the Significant Emission Rate. Emission increases less than the SER are considered to have a minimal impact on ambient air quality. The facility is located in an area designated in attainment for all criteria pollutants. The fa cility is a major source of Nitro gen Oxides and Carbon Monox ide and is a minor source of Par ticulate Matter, Fine Particulate Matter and Sulfur Dioxide. More inform ation on this facility’s emission of air pollutants is con tained in the review report.
