School board MCE A differ on SB 880 The Morrow County School District Board's approval of the first reading of the district's staffing plan drew comment from Morrow County Education Association President Karen Talaski at the board's regular meeting Feb. 9. The district and the county teachers' union are in disagreement over implementation of Senate Bill 880 which eliminated teacher tenure. Beginning July 1, teachers' contracts will be for two years with annual review. The district maintains that since the final reading of the plan will not be put into effect until July 1, the board can approve first and second readings prior to that and then approve the final reading to go into effect for the 1998-99 school year. The county teachers' union representative maintains that the board should not act on the issue because current contracts with the teachers do not expire until June 30 and the two-year contract should not go into effect until the year 1999-2000. 1997-98 probationary teachers for south Morrow County schools include: Heppner High School-Chuck Matteson, second year probationary, alternative education; Kaya McLaren, first year art; Ron Neighom, second year, music; Tanya Scanlon, first year, special education; Ralph Wemer, second year, music; Heppner Elementary School- Melissa Cvarak, first year, fifth/sixth grade; Sherry Matteson, second year, first/second grade; Kaya McLaren, first year, art; Sharon Morris, third year, kindergarten, Ron Neighom, and Ralph Wemer, both second year, music; lone Schools-Mark Bird, second year, business education; Helen Marie Marshal, second year, science; Kaya McLaren, first year, art; Ron Neighom, second year, music; Tanya Scanlon, first year, special education; Temporary teachers include: HHS-David Connor, science, Juan Elguezabal, Spanish, Lynn Harmonson, vo-ag, and Keelie Keown, math. First year probationary teachers this year will become second year probationary teachers for the 1998-99 year; second year will become third- year probationary; third year, contract teachers; and probationary teachers will b e c o me s e c on d - y e a r probationary teachers with the exception of Keown, who is teaching under an interim agreement between George Fox College and the district. HHS Principal Ron Anthony will become a third year probationary administrator for the 1998-99 year. Both lone Schools Principal Dick Allen and HES Principal Bill Karwacki are contract administrators. In other business, the board: -approved the first reading of a proposal to add a 3-1/2 hour custodian for Riverside High School for inclusion in the 1998- 99 budget. The district originally proposed adding three teachers at $43,00 each for a total of $129,000, an educational assistant at $17,000 and a technology repair person . at $40,000. The custodian, at $14,000 a year, would up the costs for additional staff to $200,000 for the 1998-99 year. One of the teachers would be assigned to A.C. Houghton Elementary in Imgon to accommodate growth, one to Sam Boardman Elementary for growth and one to Columbia Middle School in Imgon to teach Spanish. -received the calendar options for the 1998-99 school year. One option specifies a pre-Labor Day start o f school, and a two-week Christmas vacation, with school starting August 31 and ending June 9; the second option calls for a post Labor Day start and a two-week Christmas vacation with school starting Sept. 8 and ending June 16; the third calls for a pre-Labor Day start and 1-1/2 weeks at Christmas with school beginning August 31 and ending June 4. The board requested that a fourth option be included, with a post-Labor Day start and 1-1/2 weeks at Christmas, with school starting Sept. 8 and ending June 11. Students would attend school up until Dec. 24 and return to school on January 2 with the 1- 1/2 week Christmas break options. With the two-week option, Christmas break would be from Dec. 21-Jan.l. -heard a first reading on agreement between the district and the Heppner Little League concerning use of the Bob Kilkenny Field for the new girls' softball program. -approved contracting of transportation for the district. -heard a report from Bob Baker, who said that the Heppner building projects are on target for completion this spring. The architect and engineers have visited the lone site to determine needs, but have not finalized plans. -approved retirements for Barbara Hayes, from her counseling position at Heppner High School effective March 1 (Hayes will continue on an interim agreement through June 30.); Mary Ann Palmer, from head cook position at lone Schools, effective March 1 (Palmer will continue on an interim agreement.); Marilyn Ralph, from secretary position at ACH effective March 1. (Ralph will continue on an interim agreement through June 30). -approved resignation for: Mark Jones from extra duty position as RHS assistant football coach. -approved request to rescind retirement agreement for Bill Karwacki, principal at HHS. Rather than retire on March 1 and continue on an interim agreement through June 1999, Karwacki will continue his regular employment until his retirement in June 1999. -approved employment for: Kathy Green, ed assistant transferring from ACH to Imgon Learning Center; Coral Flores, 3- 1/2 hour per day English as a Second Language teacher at CMS; Karla Cook, 3-1/2 hour per day ESL ed assistant at CMS; extra duty contracts for Del LaRue, head track coach at lone High School, Alissa Lmdeman, assistant track coach at RHS, Paul Hibbard, head track coach at CMS, Dan Huxoll, head football coach at RHS, Bingo Ganvoa, head volleyball coach at RHS. -appointed Kate Close as Imgon representative on the Boardman-Irrigon Advisory Committee, replacing Marilyn Acock. -accepted donation of a "Heart Health Kit" from the American Heart Association to CMS. -learned that Heppner and lone eighth graders will travel to the Career Showcase in Pendleton as part of the Schools-to-Careers program under the direction of HHS teacher Greg Grant. -scheduled the next regular meeting for Monday, March 9, at the district office at 7:30 p.m. L NNVI lAftAlftlflllllf A2/UI Wednesday, February 18, 1998 i Go Cards & Lady Cards! Building donations received Mark Rietmann of the Morrow, Co. Livestock Growers, gives a $2,500 check to chairman Sam Bellamy of the Morrow County Fairboard to be used towards construction of the new multi-purpose building at the fairgrounds. Other members of the board include Shirley Adams, Gary Oberg, Marlene Gray, Kelwayne Haguewood and Joe Yocom. GOOD LUCK AT THE 1A DISTRICT BASKETBALL TOURNAMENT Friday, February 20th Hermiston High School Girls: 1:30 p.m. vs. Dufur Boys: approx. 7:30 p.m. vs. Wasco Co C.J. Johnson and Dennise Betsinger present a check for $570, raised from the recent grocery store shopping spree, to the Morrow County Fair Board to be used for construction of the multi-purpose building. Groundbreaking for the new building was held last week and construction is expected to be completed the first part of July. Stacey Wainwright of the 4-H leader Council presents a $2,500 heck to the fairboard for construction of the new fairgrounds uilding. Chemical weapons models on display The public has a unique oppor tunity to touch and feel a chemi cal weapon-that is, a model of one-at the Army’s Outreach Of fice in Hermiston. The Outreach Office staff has set up see-through models of the munitions stored at the nearby Umatilla Chemical Depot The high-quality models are similar to ones that will be used to train operators of the Army’s Umatilla Chemical Agent Disposal Facility, under construc tion since May 1997. “The models have made it a lot easier for us to explain the dis posal process because we can ac tually show people how the mu nitions are taken apart and pro cessed,” says Geoff Tyree, pub lic outreach specialist at the Out- reach Office. There are models of two types of projectiles, an M55 rocket, a spray tank and a ton con tainer. The Outreach Office will soon receive a model of a land mine. The models are on display at the Outreach Office on Hermiston’s Main Street, just a few doors down from the Cookie Tree Restaurant, at 245-B Main Street. The office is open from 7 a.m.-5 p.m., Monday through Fri day, or by appointment. Tours of the Army Depot and the disposal facility construction site are also offered by appointment or every third Thursday of the month. Call 564-9339 for details.
