Emergency Management echoes concerns To the Editor: Morrow County Emergency Management (MCEM) shares the concerns about traffic war ning boards Ms. Lori Straley mentioned in her letter to the H eppner Gazette-Times of 12/4/%. The Oregon State Police (OSP) Office of Emergency Management installed eight traffic warning boards last year as part of the Chemical Stock pile Emergency Preparedness Program (CSEPP) Alert and Notification System. They are all within about 25 miles of the Umatilla Chemical Depot. The boards are part of an early war ning system to keep motorists from driving toward the Uma tilla Chemical Depot (and pos sible chemical contamination) in the unlikely event of an ac cident involving the chemical munitions stored there. The state owns this system, but the county, being statutorily re sponsible for the safety of its citizens, can operate the boards. All eight of the warning boards can be activated by the Morrow County Emergency Management via radio signal. The Oregon Department of Transportation (ODOT) can utilize five of these signs, for situations such as bad weather or traffic accidents, via a tele phone modem. Of the remain ing three signs, all are in areas which lack telephone service; thus ODOT has no modem ac cess to them. After they became operational last year, the boards on 1-84 were used by ODOT to warn motorists of icy road conditions, and during the floods last February, they warned motorists that 1-84 west of The Dalles was closed due to landslides. Unfortunately, the warning board system broke down and w asn't fixed until this month. We have been told that the system now works. I echo your concerns and I support efforts to use the signs more often (for bad weather or traffic acci dents). To encourage heavier use of the signs, I am forward ing a copy of Ms. Straley's let ter to the editor and this letter to the ODOT offices in Hepp ner, La Grande and Pendleton, as well as to the OSP in Pen dleton. If you have more questions about the traffic w arning boards, please call either myself at 676-5161 or Geoff Tyree, our public information officer, at (541) 922-4437. If you would like to contact the state agency in charge of these boards, call Tom Worden (OSP Office of Emergency Management) at (541) 276-2209. Sincerely, (s) Casey F.
