Maxine Smith, 46, Irrigon, was arrested for Assault 11, and lodged at the Umatilla County Jail; Heppner Police-Dept, receiv ed a report of cows out on Highway 207 at the Willow Creek junction south of Hepp ner; Morrow County Sheriff's of fice and the Oregon State Police received a report of a single vehicle rollover at 1-84 milepost 156 eastbound, partially block ing the right-hand lane. Two hunters were waiting by the side of the freeway for a ride. The Boardman ambulance was dispatched to the scene. Morrow County Sheriff's of fice, Morrow County DA, Dr. Bill Bitsas of the Pioneer Memo rial Hospital, and the Irrigon ambulance received a report of a possible DOA in Irrigon. Dr. Bitsas advised the MCSO that the death was of natural causes. The name of the de ceased person was not releas ed at presstime; Morrow County deputy in vestigated a report from the Morrow County Road Dept, of a broken lock at the transfer sta tion. A fishing pole, compound bow and possible other items were missing; Morrow County Sheriff's of fice received a report of cows out near Boardman; Morrow County deputy re sponded to a report of a juve nile problem at Mt. Glen Apts.; Boardman Police Dept, re ceived a call from a residence in Boardman concerning a do mestic dispute; Boardman Police Dept, re ceived a call from a man at Desert Springs Estates repor- lone Site Council meets, elects officers The lone Site Council (ISC) met recently at the lone High School for a business meeting. Chairman Jim Raible's term has ended and he chose not to run for reelection. Dean Robin son and Linda Jones were reelected. New members elect ed from the staff were Betty Rietmann and Helen Marshall. Other site council members are Steve Schaber, Dick Allen, Kel ly Griffith, Maureen Krebs, Charity McElligott, Anita Orem and Jeri McElligott. The council elected the fol lowing officers for the 1996-97 year: Maureen Krebs, site chair; Steve Schaber, vice chair; Charity McElligott, secretary; and Jeri McElligott, reporter. The council discussed the Shakespearean program which was in Heppner on Dec. 2. Students in grades 7-12 attend ed an assembly in the morning; selected students participated in afternoon workshops, and the community was invited to an evening performance. Dick Allen explained the per formance of lone students on the 1996 SAT and Oregon Assessment tests. The council will study the information and make recommendations to the staff for a school improvement plan. The junior high Positive Ac tion Committee (PAC) spon sored a Halloween dance Oct. 31. It was extremely successful, said a spokesperson, and was attended by nearly all of the middle school students. Other activities were encouraged. The council discussed con cerns that the high school PAC has not been active. It was re commended the meetings be scheduled on regular dates and times, and that parents be notified. Council members Charity McElligott, Marshall, Schaber and Griffith attended a work shop "Strategies for Successful Site Councils," on Nov. 15. PUBLIC NOTICE The Heppner Planning Com mission will hold a public hear ing on Monday, January 6, 1997, beginning at 7:00 p.m. to consider a recommendation to the City Council on a propos ed ordinance amending the Ci ty Zoning Code, Title 11, to allow beauty and hair care salons as conditional uses in R-l and R-3 (residential) zones and declaring an emergency. Copies of the above ordi nance are available at City Hall for public examination. This is a public meeting where deliberations of the Plan ning Commission will take place. Any person may appear at the meeting and discuss the proposed ordinance with the Planning Commission. Gary B. It turned out to be a vehicle backfiring; Boardman Police Dept, re ceived a report of four shots fired near the Riverside High School, Boardman; Morrow County Sheriff's of fice dispatched the Boardman ambulance to the Outback Apts, in Boardman for a wo man with an illness. The pa tient was transported to Good Shepherd Community Hospital in Hermiston. Resource Management Plan (RMP). The potential amendment will in volve adjustment of land tenure designations. Currently the Baker RMP designates on ly two land tenure adjustment categories. The potential amendment would reclassify those areas with special de signations into a "retention on ly” zone, thus adding an addi tional category. If necessary, the purpose of the plan amend ment would be to make avail able for exchange certain lands located in Baker, Umatilla, Union, and Morrow Counties in Northeastern Oregon and would facilitate exchange pro posals that involve the Prine- ville District BLM, Baker R.A., numerous private property holders, and a third party facilitator. Subject to valid existing rights, most of the public lands refer red to herein have been segre gated from appropriation un der the public land laws and mineral laws for a period of five years, beginning May 24, 1996. SUPPLEMENTARY INFOR MATION: The Prineville District's Two Rivers (1986) and John Day (1985, 1995) Resource Manage ment Plans and the Vale District's Baker (1989, 1992) Resource Management Plan (RMPs) currently provide general management guide lines for land tenure adjust ments as well as overall land resource use allocations and resource protection or enhance ment. Although it is anticipated that the final decisions for land exchanges considered through this analysis will be in full con formance with the applicable RMPs, it is possible that por tions of some actions under some alternatives may not be in full conformance with the ap proved plans, as required by 43 Code of Federal Regulations (CFR), Subpart 1610.5-3, "Con formity and Implementation'^, The environmental analysis and public and interagency review process anticipated for this analysis are expected to ful ly comply with the Bureau's regulations for land use plan ning, including land use plan amendments, public involve ment and coordination with other Federal agencies, State and local governments and In dian tribes, (43 CFR 1610.2, 1610.3 and 1610.5-5). This will allow the analysis to consider land tenure strategies which are inconsistent with the cur rent direction or substantially affect other resource uses and allocations in one or more of the subject approved RMPs. Any approved decisions which amend the applicable plans will be incorporated into the plans and become part of the perma nent planning record. Any re finements or clarifications of management direction, priori ty of disposal or use of acquired lands will be incorporated into the applicable plans and documented through publish ed plan maintenance reports, as provided under 43 CFR 1610.5-4. Copies of the three ex isting approved plans ( as amended) will be available in the same locations as the other elements of the supporting record, as noted elsewhere in this notice. The decisions made through this analysis are expected to be implemented through a rela tively complex series of land tenure adjustment actions over a period of several years. Al though the intent is to consum mate the majority of the ex changes within approximately two years of the approval of the decision(s), some residual ac tions or independent land ex changes which are in confor mance with the analysis and decisions and associated ap proved RMPs may occur over a period of ten or more years. In effect, this analysis will serve both to facilitate the ongoing project as well as future actions that fall under the program matic nature of this analysis. Future exchanges or other land transfers would be subject to appropriate environmental analyses, public and interagen cy reviews and would be re ported in the applicable District or Resource Area periodic plan ning update reports which are distributed to known interested parties.
