Heppner Gazette-Times, Heppner, Oregon Wednesday, September 11, 1996 - SEVEN PUBLIC NOTICK NOTICE OF RECEIPT OF BALLOT TITLE Notice is hereby given that a ballot title for a measure to establish a new tax base for Morrow County has been filed with the County Clerk of Mor row County on September 5, 19%. The ballot title caption is “TO ESTABLISH A NEW TAX BASE“ . Any elector dissatisfied with the ballot title may file a petition for review of this ballot title in the Morrow County Cir cuit Court no later than 5:00 p.m. on September 16, 19%. Any person filing a challenge must also file a copy of the challenge with the Morrow County Clerk, 100 N. Court St., Heppner, by the end of the next business day after the peti tion is filed with the Circuit Court. MEASURE 25-23 TO ESTABLISH A NEW TAX BASE QUESTION: Shall Morrow County establish a new tax base of $4,094,973 effective in the 1997-1998 fiscal year? SUMMARY: The purpose of this measure is to establish a realistic tax base for County operations. If this measure is approved, the County would be subject to the 6% constitu tional limitation and could not exceed this limit without voter approval. A 6% increase in the tax base would assist the Coun ty with stable funding for operations of a County jail or for guaranteed jail space, both of which pose current funding problems for the County. The tax is subject to the other gov ernmental purposes limit of section lib , Article XI, of the Oregon Constitution. The current tax base for the County is $934,818, it was established in 1911 and repre sents 23% of the total taxes needed to fund the County budget. The remaining 77% of taxes needed must be levied outside the tax base for Coun ty operations. If the tax base is approved, it will be effective in the 1997- 1998 fiscal year. This amount is equal to the total tax levy for the 1996-1997 fiscal year.
