Robert Blod gett, 49, Heppner, was arrested for Assault IV Domestic; Blodgett was released on his own recognizance; Morrow County Sheriff's of fice dispatched the Boardman Fire Dept, and ambulance to a motor vehicle accident on 1-84 eastbound, milepost 172. No transport was made. July 24: Morrow County Sheriff's office dispatched the Heppner Fire Dept, to a canola field fire on Rhea Creek; Morrow County deputy responded to 1-84 a half-mile west of Boardman for an ani mal problem; Morrow County Sheriff's of fice received a report of a juvenile that may be a victim of abuse. The investigation is continuing; Morrow County deputy responded to Oasis RV Park for a report of a dispute; Morrow County deputy responded to Paul Smith Road for a traffic problem; Morrow County deputies responded to assist the Mult nomah County prisoner trans port bus; Morrow County Sheriff's of fice dispatched the Boardman Emergency Medical Techni cians to the Sentry Market. No transport was made; Morrow County Sheriff's of fice dispatched the Boardman ambulance to Driftwood Village for a male with an illness. One patient was transported to Good Shepherd Community Hospital in Hermiston; Morrow County deputy ar rested Toby Rodriguez, 25, Ir- rigon, for Driving While License Suspended/Felony. Rodriguez was released on his own recognizance. July 25: Morrow County deputy attempted to locate a reported assault in a vehicle in the Irrigon area; Morrow County deputy assisted the Oregon State Police with a traffic complaint; Morrow County Sheriff's of fice dispatched the Heppner ambulance to the Hinton Creek bridge by the fairgrounds. One male patient with an illness was transported to Pioneer Memo rial Hospital in Heppner; Morrow County deputy began an investigation of a re ported theft of mail from an Ir rigon area residence; Morrow County Sheriff's of fice dispatched the Arlington Fire Dept, to a reported grass fire north of the railroad tracks on 1-84 milepost 135, just west of Arlington; Morrow County Sheriff's of fice dispatched the Heppner Fire Dept, to a grass fire behind the Connor house on Court Street; Morrow County Sheriff's of fice dispatched the Mitchell am bulance to a residence on Highway 207 for a female with an injury. The patient was taken to the Prineville Hospital. July 26: Morrow County deputy responded to the Irri gon area for a juvenile problem; Morrow County deputy responded to the Irrigon area for a report of a careless driver; Morrow County deputy began an investigation of credit card fraud in the Irrigon area; Morrow County Sheriff's of fice dispatched the Heppner Fire Dept, to a field fire up SandHollow. The fire was out of the district; the firefighters stood by the district line to make sure it didn't jump over; Morrow County deputy responded to the Wildlife Refuge in Irrigon for a report of a field fire caused by a vehicle fire; Morrow County deputy responded to Wilson Road in Boardman for a petroleum spill; Morrow County deputy responded to 1-84 eastbound at milepost 171 for a reported vehicle traveling westbound in the eastbound lanes. The depu ty was unable to locate; Morrow County deputy responded to a neighborhood disturbance in the Irrigon area. July 27: Morrow County Sheriff's office dispatched the Fossil Fire Dept, and Emergen cy Medical Technicians for a vehicle rollover near the Kinzua golf course. One patient was transported to the Condon Clinic; Morrow County Sheriff's of fice dispatched the Condon Emergency Medical Techni cians to a residence on A Street in Condon for a female with an injury. The patient was trans ported to the Mid-Columbia Medical Center in The Dalles; Morrow County Sheriff's of fice dispatched the lone Fire Dept, to a fire alarm sounding at the lone Elementary School. , It was a false alarm; Morrow County deputy ar rested Mark Allen McCormick, 36, Irrigon, for Failure to Ap- pear/Driving While License Suspended. McCormick was lodged at the Umatilla County Sheriff's office; Morrow County deputy responded to the Irrigon area for a family problem; Morrow County Sheriff's of fice dispatched the lone Fire Dept, to a fire alarm sounding at the lone Elementary School. It was a false alarm; Morrow County deputy responded to the Irrigon area for a civil matter; Morrow County Sheriff's of fice dispatched the Arlington Fire Dept, and ambulance to a one vehicle rollover on 1-84 eastbound, milepost 119. Two patients with injuries were transported to the Mid-Colum bia Medical Center in The Dalles; Morrow County deputy responded to the Irrigon area for an animal problem; Morrow County Sheriff's of fice dispatched the Condon ambulance to the Elks Club for a person who had fainted. The patient was transported to the Condon Clinic. July 28: Morrow County deputy responded to assist the Boardman Police Dept, with a domestic problem at a resi dence in Boardman; Morrow County deputy responded to the Irrigon area for a report of a possible drunk driver; Morrow County deputy responded to the Irrigon area for a message delivery; Morrow County Sheriff's of fice dispatched the Heppner ambulance to a residence on Elder Street for a female with an injury. The ambulance was cancelled en route; Morrow County deputy responded to 1-84 eastbound, milepost 155 for a motorist assist. July 29: Morrow County deputy responded to Wyoming Street in Irrigon to take a theft report of a air compressor of unknown value from a pickup; Morrow County deputy responded to 4th Street W and Highway 730 to investigate a complaint of a potato truck with no muffler; Morrow County deputy responded to the westbound Boardman Rest Area to check the welfare of a juvenile that was inadvertently left by parents. The parents returned to pick up the child; Morrow County deputy ar rested Randal Lee Raph, 40, Meacham, on a Umatilla Coun ty Sheriff's office warrant for Parole Violation. Raph was transported and lodged at the Umatilla County Sheriff's office; Morrow County deputy responded to the 1-84 and Highway 730 junction for a report of a person who may have been kidnapped. The report was unfounded; Morrow County deputy responded to the Bartell Fruit Stand on Highway 730 in Ir rigon for a report of a possible person driving while intox icated. The deputy was unable to locate; Morrow County deputy responded to the Penland Lake area for a report of juveniles possibly drinking and harass ing subjects in the area; Morrow County Sheriff's of fice dispatched the Spray am bulance to Bull Prairie for a female with a broken ankle. The patient was transported by private vehicle to Pioneer Memorial Hospital in Heppner; Morrow County Sheriff's of fice dispatched the lone Emer gency Medical Technicians and the Heppner ambulance to a residence on 2nd Street in lone for a female who fell and hurt her back. The patient was transported to Pioneer Memo rial Flospital in Heppner; Morrow County deputy responded to the Boardman area to investigate a four-year- old juvenile who was bitten by a dog in the Irrigon area. July 30: Morrow County deputy responded to Irrigon Marina for a suspicious person; Morrow County Sheriff's of fice paged the Condon Fire Dept, for a grass fire off High way 206 by milepost 8; Morrow County Sheriff's of fice paged the lone Fire Dept, for a grass fire on Gooseberry Road; Morrow County deputy responded to a Boardman re sidence for a report of a ju venile runaway; Morrow County deputy responded to the Heppner area for a harassment case; Morrow County deputy responded to a custody pro blem in the Irrigon area; Morrow County deputy responded to the Irrigon area for a possible fire along the shore. Hunter was lodged at the Umatilla County Jail; Morrow County deputy responded to take a stolen vehi cle report from a resident of the Irrigon area; Morrow County Sheriff's of fice dispatched the Boardman ambulance and Fire Dept, for a report of a vehicle rollover in the median on 1-84 milepost 155. Coordinated by the Oregon Cattlemen's Association, Ore gon's first environm ental stewardship tour, July 13, showcased around 21,000 acres of Heppner Ranger District forest land that has been enhanced through the combin ed efforts of permittees, and state and federal agencies. About 50 people, including local ranchers and agency representatives, were given a first-hand look at the successful efforts to protect riparian areas, improvement of stream-side vegetation and dispersed cattle grazing practices through pasture rotation. "This is the way to tell our story," said OCA President Fred Otley. "Getting people out on the land is one way to convince others outside of the industry that ranchers are striv ing to do an even better job of taking care of the natural resources upon which they de pend." "The land has taken good care of us and we take good care of the land," said Ned Clark, one of the local permit tees. Clark's family and the Don Andersons and Mark Riet- manns are Wright family des- cendents who continue to maintain large cattle operations based on century farms. "It's a new way of doing business, not a cookbook ap proach," said Deraid Walker, assistant state director of the Oregon Fish and Wildlife Department. Tour members viewed miles of stream corridor permanent fencing to prevent cattle from congregating along creeks. Permitees also use an innovative system with por table solar-powered electric fen cing which is moved in con junction with grazing allotment rotation. This system is less costly to build and maintain, it works effectively with livestock and it permits freer access for recreation such as hunting, Rietmann said. Grazing on public land has become an expensive and labor intensive operation. Rietmann said that two days of labor per person are required for one day of cattle grazing. Clark added that because cattle grazing on public land has been challeng ed, they are "trying to stay on the cutting edge" of technology to improve their management. Wilson Creek, a permanent ly fenced corridor costing about $10,000 per mile, has a series of fish weirs to create deeper pools and to help lower water temperature. Yet the forces of nature, including waterspouts and ice damage, along with wildlife impact, are also part of the equation. "People don't realize how complicated it is,” said Hepp ner District Forest Ranger Delanne Ferguson. These per mittees have taken a positive attitude as they have learned the science and become self- reliant. There have been many frustrations, but we've worked things out. It's a perfect exam ple of people working together to accomplish a goal. The impending effects of a proposed 'clean stream in itiative' to cattle industry spark ed a lengthy discussion after a barbecue dinner following the day long tour. Over 900 Oregon streams and waterways are already listed as 'water quality limited' by the Oregon Department of Environmental Quality. In many instances this is based on stream temperature exceeding 50 degrees rather than pollu tion, as the ballot title implies. Should this measure be passed in November by Oregon voters, it could effectively remove livestock from many public as well as private rangelands where alternate livestock water sources are not available.
