John has many characteristics that make him the best candidate. He has been a Morrow Coun ty resident for 23 years. He served our country during war time and has been an active community volunteer and member of the Parent Advisory Board for the schools. When something has needed to get done in the community and at the schools, John has always been willing to help with money, his equipment and, most importantly, his own time to be sure that the job has been done correctly. Since his son, Jeff, has join ed John in his business, John has the time to serve as com missioner, and that is vitally important since being a com missioner is not a job that can be done in a couple of days a month. Look at the time and ef fort Judge Louis Carlson has put in for the county, and you TV ill see we need more people like Louis and John Wenholz to keep our county government healthy and strong. Probably the most important reason to elect John Wenholz is that he does not have an ax to grind. He belongs to no group and has refused to accept con tributions from anyone, indi vidual or group, to help with his campaign. I see John Wen holz as a conservative who is open-minded enough to listen to all sides and then make up his mind based on the facts and what he believes will be good for Morrow County as a whole. John Wenholz should be a strong county commissioner and I hope you will support him with your vote. (s) Don Holes Irrigon i Animals our responsibility To the Editor: 1 recently moved to Heppner. I have been impressed by the friendliness and safeness this town and its people offer. The ' only thing I have found so far that concerns and frustrates me is that with all the good people in this town, no one is willing to take the responsibility for the stray animals. I realize there are irresponsi ble people out there who will take a puppy or kitten thinking it's cute. Then they find it's not as fun as they had thought it would be and the cost of its care is more than they had realized. All of a sudden, it's more of a problem than the animal is worth to them, so these irre sponsible people put a help less, once thought of as cute, animal out on the streets to fend for itself. This irresponsible behavior isn't fair to the community; it's also inhumane to the stray. I recently had to have one of these unfortunate animals put down. It was painful, but ne cessary. Everyone seems to just be able to turn their backs, using the excuse, it's not my respon sibility or job; or worse, some one else will take care of it. No one does and the poor animal gets hit by a car or starves, or is taunted, teased and abused, rarely finding a caring person to take care of it. The animal is blamed for surviving the only way it can, getting in trash, kill ing other animals and going in yards it doesn't belong. All the way around for the community and the strays, it's just an insane cycle of blaming the animal, and leaving the solution up to a mystery some- present and future) in our com munity. Most important, 1 am concerned on how these issues will be handled and that they will be handled with resolu tion, not empty promises. I feel in order for this to happen, the candidate must be educated, active in, and dedicated to fin ding the solution to ensure a better community. I have been a resident of Morrow County for many years. As an active business owner and a parent participat ing in my children's education, I am quite aware of the needs and desires of many Morrow County residents. John Wen holz is a resident of this com munity as well as a candidate for Morrow County Commis sioner. Through community ac tivity, it has been my pleasure to discuss many issues with Mr. Wenholz and he is truly Commissioner seat: resident and businessman in Morrow County for 23 years; active in Morrow County development for 23 years; served on the Mor row County School Advisory Board; active in numerous community projects; served on various budget committees; in strumental in the development of Columbia Junior High's athletic field; has been married 29 years, with one son and one daughter. I feel John Wenholz has the experience, qualifications and knowledge of Morrow County to fill this position with dedica tion and sincerity. I hope you will join me in voting for John Wenholz on election day. I am convinced he will get the job done. Sincerely, (s) Barbara Huwe Irrigon one w^° never showsiup. With all the land around here, isn't there someplace these strays can be kept? Aren't there enough good, caring, concern ed, responsible people around Heppner to volunteer time to care for and find homes for these strays? Aren't there peo ple who can volunteer time to care for these animals? Isn't there enough caring, responsi ble people in Heppner to begin an animal shelter? I am sure some of the children aound town would be willing to help. Can’t adults learn from the children that animals, whether they belong to us or not, are everyone's responsibility to take care of? Don't children learn more from the actions of adults, than from our words? Do the people here want to teach the children it is okay to treat a pet like a toy? Children have a natural, caring instinct. It can be nurtured and built on, or destroyed. It's up the adults and examples we show by our actions. I also know there are spiritual people here in Heppner. If there wasn't, there wouldn't be so many churches. Aren't the animals also created by God? Arent' they His gifts to us, not only to be used for food and companions, but also for us to take care of? One person can't solve the stray problem, but a communi ty effort would not only be a good example for the children, but would also make Heppner a safe and friendly place for animals. Don't all of God's creatures deserve a chance? A combination of slashed bud gets and increased costs of do ing business have put the cen ter's future in jeopardy. That's pretty bad news. However, the good news is that the Neigh borhood Center has always ex isted as a matter of faith and trust. None of that has been slashed by budget axes. Life must be an adventure of faith and trust if we are to be victors over it, not victims of it. Faith in the charitable soul within us, faith in the life of our fellow citizens...for without faith and trust, the plus qualities, we cannot really live. To faith and trust must be add ed wisdom, which may be summed up in six words, the three greatest maxims of the race. Two of these words we own to Greece, two to Rome and two to Judea: "Know thyself, control thyself, give thyself." For the rest, hope much, fear not at all, live with all your heart, do your best, seek the best in others and put your trust in the kindness of the human spirit. These are the guiding prin ciples that have helped main tain the Neighborhood Center. It is our conviction that these are principles that guide our community as well. I was not working for Kinzua when I came to work for Mor row County. I was employed by the Army Corps of Engi neers when I came to work for Morrow County July 6, 1993. I do not do payroll and book keeping for public works. I am office manager for the Public Works Department. Public works includes the Road Department, transfer station, airport, general maintenance and two parks. I count and receipt all monies coming into those departments and take them to the treasurer's office to be deposited. I write grant ap plications, do all of the state and federal reports for the departments, prepare prospec tus documents for obtaining funds for bridge and road pro jects, manage the host program for both parks. I am a liaison for those departments and the public. I have many other duties too numerous to list. Most of Morrow County money is not invested through the Bank of Eastern Oregon. Checking accounts for payroll and accounts payable are with the Bank of Eastern Oregon. Some of the investment funds are invested in money market accounts at U.S. Bank, First In terstate Bank and Inland Em pire Bank. Most county funds are invested in the local Government Investment Pool. All of the treasurer's duties are governed by Oregon law and I am aware of how to access that information. (s) Marie B.
