The bride-elect is the daughter of Rita Rattray and Dennis Goodwin of Condon. She graduated from Condon High School and Mt. Hood Community College with an associate degree in cosmetology. Conlee's parents are Roberta and Steve Conlee of Fossil. He graduated from Wheeler High School and Portland Communi ty College. He works as a radiologic technologist for Portland Adventist Medical Center in Portland. The couple will be married April 29 at the United Church of Christ in Condon. The bride-elect is a 1989 graduate of Heppner High School and graduated from Western Oregon State College in 1994 with a degree in elementary education. She is employed with the Tualatin School District in Tigard. Martin is the son of Thomson and Connie Martin of Rufus. He is a 1990 graduate from Sherman High School and a 1993 graduate of Walla Walla Community College. He is employed with the Martin Ranch in Rufus. The couple plan a June 10 wedding in Heppner. Forest Service waives fees for Tupper outdoor school The Forest Service and Mor row County School District have recently signed a cooperative agreement that will only require the school district to pay actual utilities and damage repair costs. The School District began using Tupper Work Center for their sixth grade Outdoor School Program in 1978. The Forest Service has charged them an annual fee which has ranged between $258 and $960. The fee covered the maintenance costs of preparing Tupper for use, as well as the cost of utilities. The main purpose of the fee reduction is the Forest Service's support of the Outdoor School and the realization of the school ijSZZmA « Computer Paper J Heppner Gazette 676-9228 a G e n u in e district's declining budget. "W e understand that the school district is facing serious budget cuts and without our help, Outdoor School may no longer be a possibility," com mented Heppner District Ranger Delanne Ferguson. "W e think this is a great pro gram for the students and are hoping it will continue." Although the decision to; waive a portion of the fee was: made only recently, the Forest Service has not billed the school district for the past three years due to sufficient funds on account from previous years' billings. The school district will not be billed again this year, or as long as funds on account are available.
