The bond measure was de feated by 59 votes, 1339 to 1280, in the special election held Tuesday, Sept. 20. Kemp says that the bond measure may have been de feated because of public misconception. The bond issue was solely for construction and remodeling, not for teacher pay hikes and she says, the schools in the north end of the county are genuinely overcrowded. "The north end classrooms are bursting at the seam s," said Kemp. "They have been for years. They d o n 't have a library, it's been turned into classrooms; they don't have an art room, it's been turned into a classroom and the art teacher has to come around to each room with a cart. Every little cubby hole has been turned in to a classroom." Kemp said that the people in the south end of the county, with a smaller student popula tion, and used to spacious rooms and hallways, don't ful ly realize the conditions in the north end. "This is not the case," said Kemp, who added th a t the sm aller stu d en t population in the south end will result in the cut of six teaching positions and the necessity of the seventh and eighth grade move to the high school. Kemp also said that although the board earlier believed that they could have high schools at both Boardman and Irrigon, there is just not enough money to do so, especially to provide teachers and technology. Kemp says that because the schools are required to comply with the disabilities act, and remodel schools to accommo date disabled children, she fears that other programs, such as food service, sports, art and music will have to be cut if a bond levy is not passed. This public hearing will be held on the following: 1. The final hearing to con sider a change of zone from Ex clusive Farm Use (EFU) to Rural Residential One Acre (RR-1) on land owned by Floyd and JoAnn H arris located in Township 5 North, Range 26, Section 36, Tax Lot 205 (7.93 acres).
