Moore drowned in the Col umbia around 5:50 p.m. Aug. 14, but divers from Columbia Basin Dive and Rescue out of Kennewick were unable to locate the body in subsequent searches. According to Morrow Coun ty Sheriff Roy Drago, Moore had been lying on an air mat tress in the river when he decided to get into the water. When he did so, the air mat tress blew away and Moore was unable to get back to shore, said Drago. The body was recovered by Columbia Basin Dive and Rescue personnel and the Mor row County Sheriff's Office. HCC to review plan The Heppner Coordinating Council will have a final work session for completion of the updated draft of the Heppner Strategic Plan at the GEODC office Tuesday, Aug. 30 at 7:30 a.m. The group will discuss developing and maintaining ac curate community information and enhancing community's appearance, livability and viability. The council has arranged for an evaluation review of the strategic plan by represen tatives from Rural Develop ment Initiatives, Inc. to be held on Thursday, Sept. 1 at 6:30 p.m. at the Columbia Basin Electric Conference Room. The Heppner Coordinating Council will resume its regular meeting schedule in Septem ber. Council meetings are held on the second and fourth Tuesdays at 7:30 a.m. in the GEODC office. The public is welcome to at tend meetings of the Heppner Coordinating Council. PUBLIC NOTICE The Morrow County Plann ing Commission will hold a public hearing on Monday, August 29, 1994, at 7:30 p.m. at the North Morrow County Annex Building in Irrigon, Oregon. A public hearing will be held on the following: 1. The second of three public hearings to consider a change of zone from General Industrial (MG) to General Commercial (CG) on land owned by Larry G. (Gordo) Chastagner located in Township 4 North, Range 26, Section 18, Tax Lot 4703 (29.24 acres). This tax lot is located approximately ten miles west of Irrigon at the 1-84 and State Highway 730 Inter change. 2. The second of three public hearings to consider a change of zone from Exclusive Farm Use (EFU) to Rural Residential One Acre (RR-1) on land own ed by Floyd & JoAnn Harris located in Township 5 North, Range 26, Section 36, Tax Lot 205 (7.93 acres). This tax lot is located approximately three miles southwest of Irrigon on Slaughter Road. 3. The second of three public hearings to consider selecting zoning classification for an area which was omitted from being zoned during Morrow County's Periodic Review in 1986. This area is bordered on the east by Paul Smith Road and the west by Skoubo Lane and north to Boardman City Limits and south to Kunze Road. The zoning being con sidered for this area is Farm Residential Two Acre (FR-2) or Suburban Residential One Acre (SR-1) within the Boardman Urban Growth Area. 4. Application for a Condi tional Use Permit - S-70 - Mor row County Public Works for a Gravel Pit (Approximately 8 acres) Located in Township 2 South, Range 27, Section 17, Tax Lot 1300 at the Junction of Sandhollow Road #733 and Blackhorse Road #719 in an EFU Zone on Land Owned by Kenneth & Jean Ann Turner. Interested persons are invited to the hearing to express their view. W ritten, signed statements will be considered. Reasons for approval or disap proval should be included in oral or written statements. This hear ing is the final hearing on a resolution initiated by the Mor row County Court for forma tion of a county-wide district; at the conclusion of this hear ing, the Court intends to issue an order forming the district.
