AB-33 (SUB-N0.83) NOTICE OF INTENT TO ABANDON AND DISCONTINUE SERVICE Union Pacific Railroad Company gives notice that on or about October 16,1993, it intends to file with the Interstate Commerce Commission. Washington, D.C. 20423, an application for a certificate permitting the abandonment of and discon tinuance of service on a line of railroad known as the Heppner Branch extending from railroad milepost 0.0 near Heppner Jet. to the end of the line at railroad milepost 45 4 near Heppner, a distance of 45.4 miles in Gilliam and Morrow Coun- ty(ies). Oregon The line for which the abandonment and discontinuance applica tion will be filed includes the stations of Heppner Jet. (milepost 00), Morgan (milepost 19.8). McNab (milepost 25.2), lone (milepost 28.3). Jordan (milepost 31.0) Lexington (milepost 36.3), and Heppner (milepost 45.2). The reasons for the proposed abandonment and discontinuance are (1) freight traffic revenues do not justify the costs of operation and maintenance, and (2) there are no reasonable prospects that traffic and revenues would increase sufficiently in the foreseeable future to justify continued operation of the line. Based on information in our possession, the line does contain federally granted rights-of-way. Any documentation in the railroad's possession will be made availa ble promptly to those requesting it. This line of railroad has appeared on the system diagram map in category 1 since August 22, 1988 The interest of railroad employees will be protected by Oregon Short Line Railroad Co. — Abandonment — Goshen, 360 I C.C. 91 (1979). Any interested person, after the application is filed on October 16.1993, is entitled to file with the Interstate Commerce Commission written comments concerning the proposed abandonment and discontinuance or protests to it. Protests must contain the following: (1) Protestant’s name, address and business. A certain sea captain and his chief engineer argued as to which of them was the more important to the ship. Failing to agree, they resorted to the unique plan of swapping places. The Chief ascended to the bridge and the Captain went into the engine room. D.A.’s Report The Morrow County District Attorney’s office reports handl ing the following business during the past month: A 28-count complaint has been filed against four Irrigon juveniles in connection with an incident at the Irrigon Marina on August 22, according to Morrow County District Attorney Earl R. Woods, Jr. Woods said that the juveniles cut through a chain link fence sur rounding the marina, entered the marina, vandalized boats and stole property. A jury trial has been set for Oct. 6 for Lee Padberg and Robert Harrison, both of Lex ington. The two have been charg ed with two counts of taking water from Willow Creek without a permit. Dina Ruiz, Pendleton, and Theo Greenup. Heppner, both plead guilty to disorderly conduct in connection with an incident behind Cal's Restaurant in Hepp ner in April. Ruiz and G reenup were sentenced to 60 days in jail. The jail sentence was suspended with 18 months probation with no fur ther violation of the law. Two Boardman area juveniles have been charged with dropping rocks off the overpass at the Boardman Interstate 84 inter change on Sept. 10. The rocks struck the wind shield of an 18-wheeler truck passing underneath the overpass. According to Woods, the driver of the vehicle barely escaped serious injury. Woods credits the Morrow County Sheriff s Office and deputy Steve Myren with ap prehension of the juveniles. Jam es Roderick Random Mabe. 24, Boardman, has been arrested for possession of methamphetamines and posses sion of pornographic materials. A trial date has been set for Oct. 7. Oregon Wheat Commission to hold business meeting The next regular meeting of the Oregon Wheat Commission will be held Friday, Oct. 15 beginn ing at 9 a.m. in the Oregon Trail Room of the Red Lion-Indian Hills, Pendleton. The Oregon Wheat Commis sion complies with the Americans with Disabilities Act (ADA). The W CCC Golf Men’s Cross Country Forty-one golfers competed in the 1993 Cross Country Tourna ment held at the Willow Creek Country Club Sept. 19. The course layout was changed and par became 68 instead of the usual par 60. Gary Watkins shot even par on the front nine and finished seven over to take his first Cross Coun try title. John Murray defeated Ron Bowman on the first hole of a playoff for low net honors. “ To show how difficult the course was the average score was 94, 26 over par,” said a spokesperson for the event. Trophies were awarded to the first three places gross and net. Results are as follows: Gross: first-Gary Watkins 75, second-Ron Bowman 78, third- George Waterland 80; fourth- Greg Grant 84, a tie for fifth- Dave Gunderson and Jay Straley 86 . The closure will be in ef fect for 2 to 3 days between Oc tober 14 and October 22 while a helicopter is fertilizing forest stands in the area. A road block will be in place during the pro ject at approximately one and one-half miles west from the junction of Forest Road 2500 and Forest Road 2516, and another approximately 3 miles further west. P U B L IC N O TIC E TEXAS BLOWDOWN SALE USDA Forest Service Umatilla National Forest Heppner Ranger District Morrow County, Oregon On September 24, 1993 Hepp ner District Ranger, Delanne Ferguson, made a decision to im plement the Texas Blowdown Sale on the Heppner Ranger district. This project will remove merchantable wood products from blowdown trees scattered along roads and the edges of 3 ex isting harvest units. This project will generate approximately 35,000 board feet of salvagable volume. No clearcutting is in volved with these projects and ex isting roads will be used. Riparian habitat and water quality will be protected by not treating areas within 100 feet of any riparian area. This project will salvage dead standing and down trees in two separate sales in order to improve forest health while reducing fire hazard and the number of danger trees. The Her- ren Sale will salvage approx imately 180 cords on 12 acres, and the Driveway Sale will salvage about 110 cords on 5 acres. And we do extend our most heartfelt thanks to them and our neighbors who came to our aid. Another thing to be thankful for was the fact that Lexter Corwin saw the flames coming over the hill and he woke me up so that I could call 911. I didn't realize that fire fighting was such a nerve racking job until after you good people had gone back to town. I spent the rest of the day in bed with an upset stomach.
