Heppner, Oregon Wednesday, May 5, 1993 Cowboy’s widow receives settlement Teresa Smith, widow of one of the cowboys who died in a plane crash on Mount Rainier July 2, 1990 will receive a $300,000 set tlem ent from the federal government. Cowboys Mike Currin, 25. Heppner. David P. Smith, 31. Randy Dierlam, 29, Seadrift Texas, and David Bowen, 28. Yoakum, Texas, and pilot Bob Card, Pendleton died in the crash. The lawsuit alleged that a Federal Aviation Administration air-traffic controller misdirected the plane’s pilot, causing the Ju- Jy 2, 1990 crash into the 14,410-foot mountain southeast of Seattle. The lawsuit was filed on behalf of Smith’s widow, Teresa Smith, and their son Jade Smith. The U.S. Justice Department was persuaded to settle the case after being shown radar charts, a Forest Service map and directions given by the air-traffic controller. The controller did not have direct control of the plane’s course, since the pilot was flying on visual rules as opposed to in struments. but he did advise the change. Price said. The Federal Aviation Ad ministration in Seattle had earlier rejected a $2.5 million claim fil ed by Smith’s estate. The cowboys had been flying from a rodeo in St. Paul to Ponaka, Alberta. Oregon On April 30, 1993 Heppner D istrict R anger, Delanne Ferguson made a decision to im plement the Noxious Weed Con trol Project on the Heppner Ranger District. This Project covers all National Forest lands on the Heppner Ranger District. This weed control project is designed for the manual and/or biological control of noxious weeds. The goals of these nox ious weed control activities are to limit the spread of such plants, reduce their numbers to a point where they cause no significant economic damage, and where feasible eradicate them. The associated Decision Memo and components of the project file are available upon request from the Umatilla National Forest, Heppner Ranger District, P.O. Box 7, Heppner. Oregon 97836. This decision is subject to ap peal pursuant to Forest Service regulations at 36 CFR part 217. The work to be performed by the Contractor consists of the removal of an existing 60-foot steel truss bridge and the concrete abutments; and the construction of a new 40-foot span by 34-foot wide timber bridge, with glu-lam deck panels, glu-lam stringer, timber post and sill abutments, and membrane waterproofing with hot-mix Class " M ” cover. As an option, the superstructure can be constructed of Contractor designed (and approved prior to bid) laminated veneer lumber (LVL) tee beams and abutment cap. The Contractor’s work also includes excavation and backfill, placement of granular fill and backfill and riprap, and the in stallation of approach guardrail. The Owner will furnish riprap material; will install detour and construction signing; and will perform all earthwork, base rock, and paving for the bridge ap proach widening. Following are the grant ap plication criteria: 1) All proposals must be in compliance with the goals and ob jectives set forth in the Heppner Coordinating Council’s Strategic Plan. Copies of the plan may be obtained at Heppner City Hall. 2) Proposals must be related to the Heppner Community, which includes all area inside the Hepp ner voting precincts. 3) Applications must state (a) the name, address and phone number of the organization mak ing application; (b) a description of the project; (c) which section of the Strategic Plan is address ed by the proposal; (d) a timeline showing when the project will take place; (e) a project budget showing the grant request, how grant funds will be used, and if any matching funds will be available. 4) Proposals must be submitted to Heppner City Hall by 5:00 pm on May 14, 1993. Prior to June 30, 1993, the Heppner Coordinating Council will review, select and prioritize all grant applications which suc cessfully address the above criteria.
