Heppner Gazette-Times, Heppner, Oregon Wednesday, October 21, 1992 - THREE Letters to the Editor Wallace more competent To the Editor: For 11 years, 1981 to 1991 in clusive, I held the judgeship of the district court for Umatilla and Morrow Counties which com prise the Sixth Judicial District. During this period I observed the courtroom work of most of the lawyers for the district and such observation included Jeff Wallace and Peter Fels who are the cur rent candidates for the position. With attorneys and public of ficials writing in support of their choice, it is felt that, perhaps my opinion, based on actual court proceedings, might shed some light on the matter. It is important to comment that none of the letters which I have read in support of Mr. Fels have mentioned his work in court, few as his work as an attorney. Based on personal observation, Mr. Wallace is more competent than Mr. Fels in the matters that come before a district court. May I urge the voters to consult the Voter’s Pamphlet, page 174, where the background and ex perience of each candidate is listed. Mr. Fels pales in com parison. Mr. Fels does not list any experience in handling of felony cases and, if he has had ex perience, why was it not listed? The experience, hard work, fairness and leadership of Mr. Fels are mentioned but it does not follow that Mr. Wallace doesn’t have experience, in fact, more than Mr. Fels, and in more areas of the law. As for the hard work, fairness and leadership qualities listed, Mr. Wallace has exhibited evidence of hard work in the preparation of his cases tried before me, together with fairness and leadership in presenting his case to the jury or the court. Several letters have mentioned the bilingual abilities of Mr. Fels as a plus for him but I differ on this factor because the court is not to address a litigant except through his attorney. Mr. Fels became the district judge by an appointment from Governor Roberts. The bar poll conducted did not list Mr. Fels as the clear selection of the attorneys but the appointment went along political lines. Again, in the let ters in support of Mr. Fels, few. if any, have mentioned that their selection is based upon their observation in court or as his at torney for them. Mr. Wallace is the better can didate for the judgeship and I earnestly urge you to cast your vote for him on November 3. Ralph Currin Former District Court Judge Carlson works for seniors To the Editor: 1 am writing in support of Louis Carlson as Morrow Coun ty Judge. I have worked with Judge Carlson on a number of issues af fecting senior citizens in our county. He is a problem-solver with proven leadership skills, fair in his decisionrmaking and has worked diligently for the growth and expansion of services, pro grams and facilities for seniors in our county. I have always found him ac cessible and willing to assist with any questions asked of him. I urge voters in Morrow Coun ty to retain him as Judge. You are most fortunate that Steve Uffleman is willing to serve as your state representative in Salem. His several years as mayor cannot help but make him most valuable in the Oregon Legislature. Many of the young legislators with whom I have served in the past are willing to experiment with new laws. They just do not have enough ex perience to realize the devastating side-effects their ideas can have. I chair the Interim House Man dates Committee. My husband and I were impressed with Steve’s knowledge of local governments and schools when we visited with him recently in Prineville. Please send Steve Uffleman to Salem to serve with this Willamette Valley rural legislator who was born and raised at Lakeview. He will be a valuable asset to Eastern Oregon and the state. The one which may have the most personal im pact is the race for district court judge for Umatilla/Morrow coun ties. If you are a victim of a crime, your decision could affect how you are treated in the justice system. In nearly two decades as a police officer in Umatilla and Morrow County I have seen many lawyers in both district at torney offices gain experience on ly to leave for better paying jobs west of the Cascades. One man has stayed in the area through thick and thin. Jeff Wallace has dedicated his career to serving the best interest of the law abiding citizens of Umatilla and Morrow Counties. It is no wonder why Jeff Wallace is endorsed by the police officers of all the area agencies and our district attorney in Umatilla County, Dave Gallaher. We know him and have worked with Jeff for all the years he has already given to the area. He has earned his reputation for fairness and honesty the Eastern Oregon way, he earned it. Donald W. Now more than ever we need more people like Judge Fels who puts others first and this is our chance. Don't forget to vote, it does make a difference. (s) Mabel Allen Boardman Wallace has right experience To the Editor: I am writing your newspaper to ask the voters of Umatilla and Morrow Counties to elect Jeff Wallace as district court judge. He’s the most qualified candidate and should be elected. Jeff has been a prosecutor in Umatilla and Morrow counties and knows the area. His opponent is a former legal aid lawyer who was a political appointee of Governor Barbara Roberts. It’s obvious to me who has the right kind of experience and training - Jeff Wallace. Jeff has the endorsement of vir tually every law enforcement association in Umatilla and Mor row counties. He also received the endorsement of area attorneys in a recent bar poll. The people who are involved with the court system have made a clear state ment as to who is the most qualified candidate. I have known Jeff Wallace for over 30 years, both as an attorney and as a person who grew up in the Milton-Freewater area. He was involved in 4-H and FFA and is a person of good character and values. It’s important for a judge to understand and reflect the values of the community. Let’s elect Jeff Wallace as our next district court judge. Sincerely, (s) A1 Beard Milton-Freewater Fawbush works for rural health care To the Editor: South Morrow County was not part of Wayne Fawbush’s district until December 1991. Shortly thereafter, he came to Heppner, introducing himself to his new district constituents. That’s when we met for the first time. We can speak about what Mr. Fawbush has done for rural health from a personal viewpoint. After that first meeting, he took time to tour the hospital, clinic and nur sing home and to find out what the issues really were threatening the existence of our fragile rural health care system. Within two months, he arrang ed a meeting between the direc tors of the Office of Rural Health and the Office of Health Policy; and local citizens to review the issues. Involvement with these two agencies became pivotal in later securing a Rural Health Care Transition Grant, and hav ing our voice heard at the state level. Despite this being an election year, he has continued his efforts on our behalf. Mr. Fawbush was in town during our state nursing home survey process in February, 1992. When we ap plied for the Rural Health Care Transition Grant, he called us to offer to send a letter of support (which he did). He has continued his efforts in our behalf with the Oregon Hospital Association to ensure our hospital stays open. With two-thirds of Oregon communities with populations less than 5,000 having no health care providers, protecting a dwindling resource is an uphill battle. Mr. Fawbush deserves the en dorsement of rural health care providers and their advocates. He has been working for us and will continue to do so. He has been a senator for several years and is an effective leader who knows the ropes and can get things done. Respectfully submitted,. i (s) Jeanne S. Berretta, M.D Edward S. Berretta, M.D. - Wallace knows criminal law To the Editor: As a former Oregon State Police Lieutenant, I know first hand the problems of crime in our communities. Jeff Wallace is my candidate for district court judge because, as a long-time pro secutor, he does too. Several years ago, I was the victim of a residential burglary. Jeff prosecuted the case and ob tained a conviction. I appreciated the competent and professional manner in which he handled my case and the cases of other crime victims. Jeff is one of the most experienced prosecutors in Eastern Oregon. He deals with crime victims on an almost daily basis. He has established a vic tim’s program through his office to help them deal with the justice system. He has also set up a child abuse prosecution team to make it easier for victims of child abuse to testify in court and cope with the trauma of child abuse. When you elect a judge, you need to consider that person’s background and experience. You need to consider whether he has a background in criminal law. You need to consider if he has ever been in private practice, dealing with real clients in the real world. Jeff has, and that’s why he is my candidate. Let’s elect as our next district court judge the candidate who has the kind of experience this posi tion calls out for. That candidate is Jeff Wallace. Also of particular importance to rural areas is his position on the State Land Board. The gover nor, the secretary of state and the state treasurer constitute the State Land Board responsible for the management of lands. Involved in a family lumber business. Randy Miller knows the value of multiple use of lands. He would give rural areas a much- needed voice. A vote for Randy Miller is a good vote for Eastern Oregon. Judge Fels has demonstrated a commitment to our youth both by visiting our schools and through his fair judicial decisions. Peter Fels is a dedicated public servant and a man dedicated to community in volvement. Join us in voting for Judge Fels this November 3. City Council, at its regular meeting October 6. vote unanimously to oppose ballot measure 9. I am also disappointed that only a very small number of area businesses are willing to take a stand against this discriminatory measure. Business owners would really be surprised to know how much of their business is sup ported by what is, unfortunately a mostly invisible gay and lesbian population in eastern Oregon.
