PGE managers want the ratepayers to pick up the tab

win. The supreme court recently ruled that voters
have the right to declare nuclear power plants
located on earthquake faults a "public nuisance" and
are not liable for any utility losses.
This "decommissioning" belongs to the stockholders.

ones who have profited enormously for 17 years, at
the ratepayer's expense. And now they want a
bailout!

O bituaries___
Clarence L. ‘Bus’ Neel
Bus Neel, a resident of Bend
since 1957 died Friday at his
home at the age of 84, following
an extended illness.
Funeral services were held
Aug. 12 at Trinity Episcopal
Church. Entombment was at
Deschutes Memorial Gardens.
The Rev. Bill Ellis officiated.
Mr. Neel was bom March 21,
1908 in Heppner to Jefferson and
Jane Ann Bennett Neel. He was
a fifth-generation Oregonian.
Members of his family were
early settlers in Oregon, having
crossed the plains from Kentucky
and Missiouri and settling in
Southern Oregon near Myrtle
Creek and migrating to Eastern
Oregon where they ranched at
Lone Rock and Heppner. Mr.
Neel moved to Casper, wyo.,
with his mother and two sisters,
and attended school. He worked
for the Wyoming Public Service
Commission and later was
secretary of the Casper Chamber
of Commerce. He was a life
member of the Elks Lodge and
while in Casper was secretary-
manager of the lodge.
He married his wife Gerry on
October 11, 1936. He enlisted in
the U.S. Marine Corps in 1942.
He was stationed at North Island
and Miramar Naval Air Station
in San Diego, CA. He also serv
ed in the South Pacific at Guam
and Peleliu in the Palau Islands.
After returning stateside, he was
briefly stationed at the Marine Air
Base in Corvallis. When World
War II ended and he had attain
ed Master Tech Sergeant rating.
Mr. Neel and his wife return
ed to their home in Casper brief
ly and then moved to Salem and
later to Portland where he was
general sales manager at Blitz-
Weinhard Brewery. After mov
ing to Bend he owned and
operated Neel Distributing Com
pany on First Street and later;
located north of Bend.
Mr. Neel is survived by his
wife, Gerry; a daughter Dian
i Phillips of Bend; two grand
1 ; children, Jeff and Laura Phillips
of Bend; and one nephew Dr.
Jerry Erben of Walnut Creek,
CA.
Memorial contributions made

Claude Graham
The funeral service for Claude
R. Graham was held at the All
Saints Episcopal Church Wednes
day morning Sept. 16. Con
cluding service and burial follow
ed at the Heppner Masonic
Cemetery.
Mr. Graham, 88, died Sunday,
Sept. 13, 1992 at Riverpark Nur
sing Home in Eugene. He was
bom Sept. 22, 1903 in Eden,
Utah, son of Alexander and
Karen Jorgensen Graham.
He spent his early years in the
company of eight siblings and at
the age of 25 moved to Heppner
to work on various farms in the
area. He m arried Anna
Wightman on April 21, 1935 in
Heppner.
He joined the Wightman
Brothers farming operation,
which he continued to operate un
til his retirement.
He was a member of the All
Saints Episcopal Church, the
Heppner Masonic Lodge No. 69,
Royal Arch Masons, Al-Kader
Shrine and the Heppner Elks
Lodge No. 358.
He was a past district deputy of
the Oregon Elks Association and
a past exalted ruler of the Hepp
ner lodge.
Survivors include his wife and
daughter Jean Marie Damon,
both of Eugene; daughter Helen
Walsh of Fresno, CA.; a sister
Gertrude Raymond of Ogden,
Utah; three grandchildren and
one great grandchild.

The Sheriffs office at the cour
thouse in Heppner reports dispat
ching the following business dur
ing the past week:
September 8: Morrow County
Sheriffs office dispatched the
Boardman ambulance to 1-84,
west bound, mile post 156 for a
female. There was no transport;
Morrow County deputy took a
report from the AC Houghton
school in regards to a dog that had
come onto school property and
had bitten two children;
M orrow County deputy
responded to the Irrigon area for
a report of four-wheelers in the
area;
M orrow County deputy
responded to Irrigon for a re
quested courtesy drive by;
M orrow County deputy
responded to investigate a possi
ble theft in lone. Investigation
turned out to be a civil matter.
September 9: Morrow County
deputy responded to investigate a
report of a stolen vehicle in
Boardman;
M orrow County deputy
responded to investigate a report
of a theft in the Irrigon area.
Amount of value was unknown at
press time;
M orrow County deputy
responded to investigate a van
dalism in Boardman. Civil
matter.
September 10: Morrow Coun
ty Sheriffs office dispatched the
Boardman ambulance for a male
with an illness at the Exxon sta
tion in Boardman;
Morrow County Sheriffs of
fice dispatched the Boardman
Fire Dept to an out of control
burn on Kunze Road in
Boardman;
Morrow County deputy ar
rested Steve C. Graff, 37, Irrigon
for Menacing. Graff posted bail
and was released.
September 11 : Morrow Coun
ty deputies responded to a possi
ble domestic dispute at a
residence in Irrigon;
Morrow County deputy began
investigation of cash reported
stolen from a location in Board-
man sometime Monday or
Tuesday.
September 12: Morrow Coun
ty deputy cited and released
David James Barber, 20, The
Dalles, for Minor In Possession;
M orrow County deputy
responded to a complaint of
harassment at a residence in
Irrigon;
Morrow County deputy began
investigation of vandalism of a
residence on the Heppner-
Lexington Highway;
Morrow County deputy con
tacted an Irrigon resident regar
ding a neighborhood problem;
Morrow County deputy cited
and released Paul Warren 60, of
Heppner, for Assault IV;
Morrow County deputy handl
ed an animal complaint in
Irrigon;
Morrow County Sheriffs of
fice dispatched the Boardman am
bulance to assist the Umatilla am
bulance. The Boardman am
bulance transported one patient to
Good Shepherd Community
H ospital. M orrow County
deputies assisted Oregon State
Police with a traffic accident at
Highway 730 and 4th St. West,
Irrigon.
