SIX- Heppner Gazette-Times, Heppner, Oregon Wednesday, June 10, 1992 Obituaries Hilda M. Yocom The funeral for Hilda M. Yocom was held Friday, June 5, 1992 at the Lexington Baptist Church. Concluding service and burial was at the Lexington Cemetery. Mrs. Yocom. 54, Lexington, died Tuesday, June 2, 1992 at Pioneer Memorial Hospital in Heppner. She was bom June 13, 1937 at Bagley, Minn., to George and Venice Phelps Stanley. The fami ly came to Oregon in 1939 and she attended school at Klamath Falls. On Nov. 21, 1953, she married Joe Yocom at Reno, Nev. They lived in North Carolina for two years while her husband was in the military, then returned to Oregon and lived at Wasco for three years before moving to Morrow County in 1957. They farmed in the Sand Hollow area and in 1960 moved to Lexington. Mrs. Yocom was a member of the Holly Rebekah Lodge, the O regon School Employees Association and a member and officer of the Lexington Grange. She had driven school bus in Morrow County for 25 years and spent many hours driving the ac tivity bus. She was a strong booster of the schools and was honored several times by the students. The last few years she and her husband had been present at many weddings, honoring the bride and groom with a ride in their horse drawn buggy. She enjoyed her yard and flowers and sewing for her children and grandchildren. Survivors include her husband at the home; daughters Debbie Jones of Pasco, WA., Millie West and Marie Jones both of Pendleton; son Jack of Heppner; mother Venice Hendrickson of Hermiston; sisters Ann Coffman of Pendleton and Maria Baker of Hermiston; and seven grand children. Her father and a brother Elvin, died earlier. Memorial contributions may be made to the Hilda Yocom Scholarship Fund c/o Bank of Eastern Oregon, Box 39, Hepp ner, OR 97836, or a charity of choice. Sweeney Mortuary, Heppner was in charge of arrangements. Edna Helen Chally Funeral services for Edna Chally were held Saturday, June 6 at Daniels Valley Funeral Chapel. Pastor Kenton Thielen officiated. Interment was Mon day, June 8 at the Grandview Cemetery. Edna Chally, 75, LaGrande, died Tuesday, June 2, 1992 at her home following an extended illness. She was bom June 2, 1917 at Kalona, Iowa, the daughter of Alvin and Marie Iseli Walter. On June 18. 1943 she married Lowell Chally at Statford, Iowa. A devoted wife and mother, she resided in La Grande since 1971. She was raised a Baptist and was educated in the Iowa City schools. She was a registered nurse and received her training at Broadlawns General Hospital in DesMoines, Iowa. She followed this profession in Iowa, Virginia, California and mostly in Oregon. She served as public health nurse for Morrow County for several years and held positions in Coos, Gilliam and Union counties as well. Survivors include her husband. Johnson — Doherty K’Lyn Helen Johnson and Richard Byron Doherty were married February 29, 1993 at the St. Matthew Lutheran Church in Beaver ton. The Rev. Robert McIntyre officiated. Monsignor Raymond Beard of Athena, friend of the groom’s family gave the wedding blessing. The bride is the daughter of Donald W. and C. Jeanne Johnson of Hillsboro. She graduated from Hillsboro High School in 1980 and received a bachelor of science degree in occupational therapy from Pacific University at Forest Grove. She is employed as an occupa tional therapist/hand therapist at Tuality Community Hospital. The groom is the son of Charles J. and Beverly Doherty of lone. He graduated from lone High School in 1979 and received a bachelor of science degree in agri-business and natural resource management in 1984 from Eastern Oregon State College in La Grande. He is employed as a pilot with Horizon Air. The bride wore a white taffeta and lace gown with seed pearls and iridescent sequins on the re-embroidered lace basque bodice and fit ted skirt. The large appliqued melon sleeves were cuffed with lace and dainty bows. Lace cascaded down the full flared cathedral train and edged the hemline. She carried a bouquet of white gardenias, roses and hyacinth blossoms. She wore her mother-in-law’s garter and her mother's wedding penny in her shoe. She wore a necklace given to her by the groom and carried her great-grandmother’s Swedish Bible. Wedding colors were black and white with a red accent. Matron of honor was Libby Rutledge. Sandy, friend of the bride. Bridesmaids were Sue Knutson, Gaston, sister of the bride; Susan Johnson. Roseburg. bride's sister-in-law; and Joan and Margaret Doherty, Portland, sisters of the groom. Katie Knutson, the bride’s niece was flower girl. Robert Doherty, Seattle, WA., groom's cousin, was best man. Groomsmen and ushers were Scott Chambers, Vancouver, WA, and Greg Thielen, Salem, friends of the groom; Mark Johnson. Roseburg, brother of the bride; Ron Vearrier, Eugene, groom’s cousin and Dan Knutson, Gaston, the bride’s brother-in-law. Special guest waws David Hastie, the groom's uncle from Scotland. A friend of the couple, Steve Paysinger, composed all of the wed ding music and performed it on a grand piano. He wrote a special song and performed it after the lighting of the unity candle. Anita Johnson, the bride’s cousin, introduced the bride and groom and took care of the guest book. Debbie Amara was gift attendant. A buffet reception with a band and dancing at the Home Builders Association in Lake Oswego followed the ceremony. The couple took a wedding trip to Maui and Kauai, Hawaii. Lowell, LaGrande; daughters, Susan Skinner, North Pole, Alaska; Laura Marcum, Baker City; six grandchildren; brother, Wesley Walter, Iowa City, Iowa; sister Iona Fowler, Swisher, Iowa; numerous nieces and nephews and other relatives. Contributions may be made to the Boys and Girls Aid Society of Oregon or the charity of the donor’s choice. Daniels Valley Funeral Chapel was in charge of arrangements. Harriet E. Price Memorial service for Harriet E. Price were held Saturday, June 6, 1992 at the Sherwood United Methodist Church. Rev. Joe Lowman-Pritchard officiated. Harriett E. Price, 99, died on May 20, 1992 at her home. She was bom the daughter of Alphonso Eugene and Eva Jane Delaplaine Hard on November 16, 1892 in Whitefish Bay, Wisconsin. She attended school in Sherry, Wisconsin where her parents farmed a small dairy and grew vegetables for market. Harriett was one of seven children. “ Hat tie” as she was called, worked in the fields with her dad until she became old enough to work away from home. She worked various jobs at lake shore resorts near her home and in 1910 the family moved to Echo. She met and married William George Thomas Price, in Pendleton on November 16, 1912. Over the next 20 years they moved around over several of die western states where Har riet worked as cook-housekeeper on various farms and logging camps, besides taking care of a growing family. In 1932 they moved to Sher wood, the family home for the last 60 years. Harriet grew flowers and plants to support her family, along with supporting every function in Sherwood, by sending gifts of floral bouquets to every new business, many shut- ins, all the churches and her many friends. She was an active member in the Sherwood United Methodist Church and was the “ flower lady” there for many years. She also helped clean the church, and supported all of its fund-raising events. She was generous in her bouquets to the schools and supplied flowers to most of the weddings and funerals in the area. In the 1940’s she had a small greenhouse built, which enabled her to garden year round, and was her passion and pride along with her nine children. She knew the names, Latin and com mon, and characteristics of many thousands of plants and flowers. She is survived by her children Olive Gribble and Kelly Price, both of Sherwood; Georgia Marsh, Eve Kellmer, William and Bruce Price, all of Portland; Wayne Price of Lake Oswego; one sister, Viola Hoflnagle of Las Vegas, Nevada; 18 grand children, 29 great-grandchildren; seven great-great grandchildren. She was preceded in death by her husband in 1945, son Kenneth Allen; her daughter Mary Estelle, and five brothers and sisters. Memorial contributions may be made to the Sherwood United Methodist Church Memorial Fund. Attrell’s Funeral Chapels was in charge of arrangements. Ralph Kincaid Survivors of Ralph Kincaid were incorrectly submitted to the Gazette-Times. He is survived by two daughters Tracy Kincaid, Beaverton and Deborah M. Seibal, Washougal, WA.; a son John L of Portland and brothers Raloh of Silverton, Lindsay of lone, and Lyle of Phoenix, AZ; .his mother Ruby Miller, The Dalles; step brother Paul Miller, Quartzite, AZ and several nieces and nephews. He was employed as a cab driver in Portland. Sheriffs Report The Sheriffs office at the cour thouse in Heppner reports dispat ching the following business dur ing the past week: June 2: M orrow County Sheriffs office responded to a Boardman residence for a juvenile problem. Subject was ad vised to contact a lawyer; Morrow County Sheriff s of fice dispatched the Heppner am bulance to a residence in Lex ington for a 54 year old female having seizures; Morrow County Sheriffs of fice dispatched the Boardman am bulance to the Boardman Marina for a patient with an unknown in jury. Patient was transported to Good Shepherd Community Hospital; M orrow County deputy responded to the Irrigon area for an animal problem. Problem was solved; M orrow County deputy responded to the Boardman Marina to a report of Loud Music. Music was turned down; M orrow County deputy responded to the Irrigon area for a report of Criminal Mischief. Cheri Ann Sink, 20, Irrigon, was arrested for Criminal Mischief II. She was cited and released with a court date to appear. June 3: Morrow County depu ty responded to the Irrigon area for a report of a dog enclosed in side a vehicle. Problem was solved; Morrow County Sheriffs of fice dispatched the Mitchell fire department to a grass fire on Hwy. 26, mile post 61; Morrow County Sheriffs of fice dispatched the Boardman Fire Dept, to a grass fire on Hilltop Drive in the West Glenn Estates, Boardman; M orrow County deputy responded to the Wilson Trailer Court, Irrigon, for a report of a reckless driver. Investigation is continuing; M orrow County deputy responded to the area of 2nd and Nevada in Irrigon to investigate a report of shots fired. Deputy was unable to locate anything. June 4: Morrow County depu ty responded to a residence on Division St. for a report of suspicious circumstances. In vestigation is continuing; Morrow County Sheriffs of fice dispatched the Heppner Fire Dept, and lone Fire Dept, to a field fire at Carlson’s Ranch, on Hwy 74, mile post 42; Morrow County Sheriffs of fice dispatched the Arlington am bulance for a male with an illness. Subject was transported to Mid Columbia Medical Center in The Dalles; M orrow County deputy responded to a possible child neglect report in Irrigon. In vestigation is continuing; Morrow County Sheriffs of fice dispatched the Arlington am bulance to the Marvin Frasher residence for a 74 year old male with chest pain. Patient was transported to Mid Columbia Medical Center in The Dalles; M orrow County deputies responded to a residence in Ir rigon for a report of a family disturbance. June 5; Morrow County depu ty arrested Loretta L. Pancoast, 25, Roseburg, on a Roseburg Police Dept, warrant for Driving Under the Influence of Intox icants. She was lodged at Benton County Jail; Morrow County deputy receiv ed a report of trespassing and vandalism by four-wheelers in the Lexington area. Investigation is continuing; Morrow County deputy receiv ed a report of trespassing and vandalism at a residence on Divi sion St., Irrigon. Investigation is continuing; Morrow County Sheriffs of fice dispatched die Boardman Fire Dept and ambulance to a one car rollover on 1-84, mile post 151, westbound. Patients were transported to Good Shepherd H ospital. M orrow County deputies assisted with traffic control; Morrow County Sheriffs of fice dispatched the Boardman Fire Dept, to a grass fire on Tower Road in Boardman. Fire was contained; Morrow County deputy ar rested Ronald A. Pugh, 59, Heppner for Driving Under the Influence of Intoxicants, No Operators License. Open Con tainer and Driving Uninsured. Subject was transported to Court for immediate arraignment; Morrow County deputy con tacted a Hermiston resident regar ding vandalism to her vehicle while she was in Irrigon. In vestigation is continuing; Morrow County Sheriffs of fice dispatched the Arlington Fire Dept, to a vehicle on fire on 1-84, mile post 138 westbound. June 6: M orrow County Sheriffs office received a report of an animal complaint on Hwy 730, Irrigon; M orrow County deputy responded to Frontage Road, Boardman for a report of an aban doned vehicle that had been in a motor vehicle accident. Deputy was unable to locate vehicle; Morrow County Sheriffs of fice dispatched the Heppner am bulance to Cutsforth Park south of Heppner for an elderly female who had fallen and injured her leg. She was transported to Pioneer Memorial Hospital. June 7; Morrow County depu ty took a report of vandalism done to the Little League conces sion stand in Irrigon; Morrow County Sheriffs of fice dispatched the Boardman Fire Dept, to a field fire at Gantenbeins on E. Wilson Road, Boardman; Morrow County Sheriffs of fice dispatched the Boardman Fire Dept to a railroad fire seven miles east of Boardman. Fire was 1 Vi miles out of the fire district. Hermiston Police Dept, wad advised; Morrow County Sheriffs of fice dispatched the Boardman Fire Dept, to a grass fire on an empty lot on Columbia Ave. and 2nd in Boardman. Fire was contained; Morrow County Sheriffs of fice dispatched the Mitchell am bulance to a residence on High St., Mitchell for a female with a medication reaction. There was no transport; Morrow County Sheriffs of fice dispatched the Boardman am bulance to a residence on Mt. Adams, Boardman, for a female with an unknown illness. Female was transported to Good Shepherd Community Hospital; Morrow County Sheriffs of fice dispatched the Arlington Fire Dept, to a grass fire on 1-84, mile post 147.5. Fire was contained; Morrow County deputy con tacted an lone resident regarding an animal problem; M orrow County deputy responded to 1-84, west of Board- man rest areas for reports of disabled vehicles. None were located. June 8; Morrow County depu ty received a report of an animal problem in Irrigon. Problem was solved; Morrow County deputy con tacted an Irrigon resident regar ding information on a motor vehi cle accident; Morrow County deputy con tacted Jim Lunders, Rt. 2, Irrigon for a report of a stolen go-cart. Amount of value was unknown, investigation is continuing; M orrow County deputies received a report of an intoxicated driver on 3rd St., Irrigon. During the week of June 1-7 Morrow County deputies assisted one motorist. PUBLIC NOTICE NOTICE OF BOND ELECTION CITY OF HEPPNER MORROW COUNTY, OREGON NOTICE IS HEREBY GIVEN that on Tuesday, June 30, 1992, an election will be held in City of H eppner, M orrow County, Oregon. The election shall be conducted by mail. The follow ing question will be submitted to the qualified voters thereof; CITY OF HEPPNER CAPTION: GENERAL OBLIGATION BOND AUTHORIZATION QUESTION: Shall the City be authorized to contract a general obligation bonded indebtedness in an amount not to exceed $390,724? If the bonds are approved, they will be payable from taxes on property or property ownership that are not subject to the limits of Section 1 lb, Article XI of the Oregon Constitution. PURPOSE: This measure, if approved, would authorize the City to issue general obligation bonds in an amount not to exceed $390,724. Bond proceeds would be used to finance in part, capital construc tion, improvements and equip ment for the City’s fire and police departments as described in the City’s Fire, Police and Ad ministrative Fleet, Equipment and Facility Plan, and to pay all costs incidental thereto. Marks City Recorder Published: June 10, 1992 PUBLIC NUTICE Irrigation Storage Water Available from Willow Creek Dam and Reservoir The Bureau of Reclamation is taking applications from in dividual irrigators to enter into temporary contracts for the 1992 irrigation season for the use of water stored in Willow Creek Reservoir. All applications must be postmarked no later than June 11, 1992, and mailed to the Bureau of Reclamation, Atten tion: PN 440, 550 West Fort Street, Box 043, Boise ID 83724-0043. The storage water is available to supplement existing water sup plies on lands that are currently being irrigated. Each applicant should list the total quantity of acre-feet of water desired from storage for this season, the total number of acres to be served, the location of the land to be irrigated within each quarter-quarter sec tion (a 40 acre tract), and the point of diversion from Willow Creek. If the total amount of stored water requested on the ap plications exceeds the total amount available, the total amount of storage water available will be divided by the total number of acres to be served and each applicant will be sent a draft contract for an equal amount of stored water per acre. All losses incurred in conveying the stored water from its release at Willow Creek Dam will be borne by contractors. The contract cost of the storage water is $8 per acre-foot along with a $100 contract preparation fee. Payment is not due until a contract is submitted for execu tion. Each applicant is also re quired to contact the Oregon Water Resources Department in Salem to obtain a permit to divert storage water. The minimum fee is $600 for a drought permit. Applications must be submitted to the Bureau of Reclamation at the address given above, and postmarked by June 11, 1992. Published: June 3 and 10, 1992 PUBLIC NOTICE NOTICE OF SESSION MORROW COUNTY BOARD OF RATIO REVIEW Notice is hereby given that on June 25, 1992, at 9:00 a.m ., the board of ratio review of the County of Morrow, Oregon will meet at the County Courthouse in Heppner, Oregon, to: * Examine the assessor’s ratio study. * Make recommendations to the assessor regarding changes in property value resulting from the effect of events or activities oc curring outside property. * Hear petitions for reduction of the real market or assessed value of property because of changes in the real market value of the property occurring after July 1 and on or before June 30th of the prior tax year. Meetings to examine the cer tified ratio study will be held bet ween July 1 and August 10. The exact time of the meeting will be posted 48 hours prior to the meeting in Heppner. Hearings for appeals of prior year’s value will be held between July 15 and July 31. A schedule of hearings for those who request to be present will be posted 48 hours prior to the meeting in Heppner. Executive sessions may be held during the session as required by ORS 308.290(7), ORS 308.411, and ORS 308.413. All other hearings will be scheduled as time allows.
