A loan o f approxim ately $1,000.000 to Heppner Generating Company, the owner, to fund pur chase and installation of electrostatic precipitators. Heppner Generating Company is a subsidiary of Kinzua Corporation. The precipitators will be incorporated into Heppner Generating Company’s cogeneration facility located at the Kinzua Cor poration sawmill. The Kinzua Cor poration Sawmill is 2 miles North of Heppner, Oregon, on Hwy 207. A loan of approximately $125,000 to the Peninsula Children’s Center, the owner, to fund energy conserva tion measures in the Center’s new facility. The facility will be located at 4720 N.
