Like all budgets there's some good news and some bad. First the good news. The budget calls for a tax base of a little over $9 million. That's compared with a current tax base of about $1 million. How can that be good news? While the legislature has done nothing to sort out the uncertainties of Measure 5, most observers at this point suspect that tax base will figure in the formula for distributing “ make up" money in years to come. You’ll remember that Measure 5 limits pro perty taxes for schools to declining amount over the next five years to $5 per thousand of market value. $5 won’t begin to operate schools across the state , so the legislature must “ make-up” the difference. The catch is that Measure 5 does not require the legislature to make up lost revenues in each district dollar for dollar. The consensus is that the make up money will be distributed on a formula that will equalize revenues for districts across the state. That means Morrow County will suffer, maybe a lot. We spend more money per student than all but seven of the 260 school districts in Oregon. And we do it with one of the lowest tax rates in the state. Double whammy. So by jacking our tax base up, maybe we can improve our share of make up money in years to come. Now for the bad news. The committee passed up a chance to maximize the advantage. This year’s tax rate for Morrow County Schools and BMCC combined is $12.22. Under the budget adopted Monday night the com bined rate would be $12.72 next year. Measure 5 sets the limit at $15 next year. So far so good, OK? The following year the limit drops to $12.50. A little contraction for ‘92-93, that’s all. But then in ’93-94, the limit goes to $10 and that will be a pinch. In ’94-95 we’re looking at $7.50 followed by $5 in ‘95-86 and thereafter. That’s when we’ll really be hand-out to the state. And that’s when the state’s equalization will really hurt. Our very high per student cost will have to come down significantly to allow the state to bring up the very low per student costs in other districts. This is the very last year Morrow County Schools will have to operate in the manner in which we have been accustomed. Except that the budget committee could have adopted a budget this year at or near the $15 limit. The $2.5 million in additional revenues could have been spent on a number of items that we will never have the chance to again buy. A new roof here, a new computer there, the administration already has a list of nearly $1 million of needed items that are not in the budget. They certainly won’t find a place in any future budget. The budget committee wouldn’t even tighten up the conservative budget philosophy that has generated some $600,000 in surplus cash that isn’t even in the budget. Not being budgeted, that extra cash carry-over can’t be spent. But it certainly will be figured in the make up money distribu tion in years to come. According to the 1989-90 audit, the district underestimated its ending cash balance by $1.25 million. A third of that was because beginning cash was underestimated. Another third was because revenues were underestimated and the final third because expenses were overestimated. That same conservative philosophy lead the budget committee to estimate beginning cash for ’91-92 at $1.6 million. Actual year end cash on June 30, 1990 was more than $2 million when it budgeted to be $1.4 million. Worse, the conservative budget philosophy led the committee to estimate two other revenue items at less than their combined total for any of the past seven years. Thus it appears that the 1991-92 budget, as adopted Monday night will again generate excess cash that can neither be spent this year, nor can that excess serve as a cushion against the coming lean years. As I see it, Morrow County will unnecessarily subsidize other districts across the state as Measure 5 takes effect in years to come. Oh well, my kids will be out of school soon.
