In March an Oregon Youth Conservation Corp Grant for $7,270 was received and local youths were hired to build a trail at the Willow Creek Dam Reservoir in coo pe ration with the Willow Creek Park District and Army Corp of Engineers. Main , by Rudy Bergstrom As we loo k ahead toward the year 2000 the 1990's could be described as "The Decade of Decis ions" . The 1990 Farm Bill puts more emphasis on water quality. The D ist ricts work load will shift more into the needs of this program. In the years that I have been a Director in the Morrow SWCD , and before that the Heppne r SWCD, • which merged with Boardman SWCD, many changes have taken place . G raded terraces were very much in need after some serious flooding and soil loss in the 1960's and 19 70's. They have been updated to include level terraces which hold both water and soil in the fields . Severa l watershed projects have been completed or are near com p letion . Riparian project s have been installed on streambanks, and should show increased water supply in the summer months . The CAP grass stands are doing well in Morrow County, and most of them have been certified . Morrow SWCD has one of the better cert ification establishments of grass stands for CAP in the state of Oregon. Most of the credit for this goes to the staff at the local SWCD office . Jerry, Janet, Dave, Cind i, Tom, Cliff, Saundra, and also Sheri Schne ider have all been so helpful to me during my terms as Chairman. Sheri has left for a state SCS position in Portland and her replacement is Loren Unruh, who co mes from north eastern Washington . I'm sure he is well qua lifie d to carry on the SCS work. We have had s e ve ra l D istrict Conservationis ts during my time on the board . Ralph Richards, Da le Bor,er, Dave Franzen, Bob Adelman and Sheri Schne ider . The f ield office was first located upsta irs ove r the First Natio na l Ban k Bui ld i ng, then moved a c ross the street to t he upsta irs of the Gilliam & Bisbe e Building, and then moved t o its present location in the Pettyjohn Build ing. We have some new members on the SWCD Board . They are Duane Neiffer who replaces Brock Linnell and Chris Rauch replaces Gene Majeske . I welcome these new boa rd members and w ish to thank B rock and Gene for the ir time and efforts while serving on th is volunteer boa rd .
