I think it is clear that a trucking firm with professional drivers fueling company trucks which arc operated on a full-time basis hauling for hire with an intent to make a profit, is 'commercial' The retired couple, pur chasing fuel for their motor home intending to nuke purely recreational travel is clearly not Defining the folks in between is not easy The flap in Morrow County is between the full serve gas station operators who believe they arc losing business they should have to the card lock folks who are claimed to he serving more than 'commercial' customers.
