Tax staiemcnts arc out in M orrow
County
They bring both good news and
bad new*. The good new* i* that our
sctxxils operate on a much lower tax
rate than mo*t other school* in the
Male Morrow County School* tax
rale o f $8 83 per thou*and dollar* o f
a**c**ed value i* much lev* than Her
m in o r at S 14 I I or Pendleton at
$14 Kl or Echo at S25 14
The low school tax rate in M o r
ro w C ou n ty ha* con trib u ted
significantly to a relatively low total
tax rate in the county for many year*
since school* make up the large d part o f the total tax hill Scfxxil boards
and administrations. paM and present, have worked hard to squeeze the
most education out o f every tax dollar and they should be commended
Mriking that precise balance between new and costly programs to keep
up with the changing times and the sheer necessity to keep costs within
the will o f the taxpayer isn't an easy task it does appear, though, that
M orrow County schools have found the right formula
The had news though is that the tax rate for M orrow County itself
is up more than 10% to $4 29 compared to Umatilla County at $2.55
And in Boardman and Irrigon. there's more had new* where city tax
rales arc up Some comparisons follow :
City
Tax Rate
Boardman

Irrigon
8.22
Pilot Rock

The growing tax rates o f local governments are in large part, * aused
by our own demand* on government for services It costs money
to plow
snow from city Mrects. plant flow er* in parkways and catch stray dogs.
n«H tt> mention building and repairing roads, maintaining police and fire
departments and staff administrative functions
Budget tintes arc at hand W e should all he prepared to see even higher
lax rales unless wc arc prepared to point to a specific governmental *er
vice that wc can do without

L a n d fill p ro p o sa l process fla w e d
T o the Editor
Contrary to the impression many
arc trying to promote, those o f us
who quietly, or not so quietly have
supported the initiative calling lor a
vote on the landfill proposal in M o r
row County arc not insane, neither
arc we opposed to r*ua*>mic
development in our county Tm* in
itiativc was horn out o f a deep con
c im lor the future o f Morrow Coun
ty on the part o f many o f its citizens
I felt insulted when some o f our
county leader* implied (hat the
several hundred voters who sup
ported this initiative were somehow
duped into signing the petition.
There were two types o f people
who signed the petition which has
led to the ballot before us. One type,
which includes myself, does oppose
the landfill proposal and would like
to see it stopped This opposition is
not based solely on environmental
concerns (although these arc certain
ly a factor), hut rather on the perccp
non that Morrow County, and the
City o f Boardman in particular, can
do much better W c do not want to
see the image oi our community soil
ed by a designation as ‘ 'Portland's
D u m p ". The potential for clean,
respectable, community enhancing
economic development w ill, wc
hclicsc. he greatly diminished when
the " o p e n " sign goes up on the
dump
Yet. there arc others who joined
me in signing the petition who are
not necessarily opposed to the land
fill These citizens signed because
they saw deep flaws in the process
being used lo evaluate the proposal
Their questions were not being adc
quatcly answered Their concerns
were not clearly addressed Their in
put into the proses* was seemingly
being ignored These citizens sign
ed because they want to have a voice
in the future o f our county
Some arc now saying that the
ballot is contusing This is an open
insult to the intelligence o f Morrow
County 's voters The initiative w>s
ix « designed to he " y e s or n o " vote
on the landfill proposal, it wa*
designed to he a " y e s " v »«c for
citizen involvem ent in a vital
economic decision
Some are now say ing that a " y e s "
s i«c could kill the landfill prospects
I hclicsc this to he blatant economic
blackmail If the proposal for (he
landfill is sound, and its p>«ential for
profit high (as wc arc being (old),
(hen a onc-ycar delay in a twenty-
five year project should make little
difference What the citizens oi
Morrow county may learn during
that yea r co u ld make a big
difference
I encourage (he *»«crs o f Morrow
County lo join me in saying "y e s .
I want to have a voice in this impor
tant d ecision ".
Sincerely
