I took the «»pportunity of a lull between crises to muse upon the candidates and the offices they seek Perhaps because it is the p«»si- tion with which I am most familiar, ms tfv >ughts centered on the race for Morrow Counts Judge Candidates and campaign pro mises aside, there are a few facts to he reckoned with But honestly, if bluntly. Morrow County is a "sm all" county, its funds, and therefore its gosemmrntal rrsouaes are limited The finest plan in the world will die on the drawing hoard if the personnel necessary to impie ment it are not asailahle Everybody likes a good plan, hut personnel hasc to he paid Salary means dollars Dollars mean tases Everybody likes taxes Two approaches offer themselves as a resolution to the budget crunch ill eliminate or cuoail county in- solsement in non mandated pro grams te g medical services. Neighborhood Center. Justice Court, etc l or. (2) wring every ounce of benefit out of the resources that are available The present court has elected the second option, as a result we have Commissioners who personally ar range land transactions, compare prices of various construction m ethods, type letters, attend meetings and perform a host of other miscellaneous chores they probably weren't told about before they sign ed on with the outfit We have a Budget Officer (that's " a ” singular) who the administrative tant and the Judge's secretary and the public relations staff and the infor illation coordinator And we have a Judge The Judge does not type letters He does carry an ever-present legal pad, as it it were some strange growth that attached itself under his ami seven years ago and about which he has adopted his typical at titude if it's there, use it He uses it to note the terms of construction agreements He uses is to draft cor respondence to everyone from state is a ls o . is s is and federal agencies to individuals from whom there has been inquiry on county plans or policies He uses it to sketch out property lines or bridge plans He uses it to keep trac k of evidence in juvenile hearings He is out of his office as much as he is in it and when he steps out the legal pad goes with him They in spevt projects ranging from road im provements to juvenile works pro grams They meet with officials from other counties to plan regional ly cohesive responses to the rising costs of community services in the face of a shrinking economy Homeward bound at least after a 12 or 14 hour day. they may swing a few miles off course to v lew the site of a proposed park, or talk to a Ian downer in hopes of obtaining a necessary casement, or stop by to see how a kid in foster care is getting along Why ’ The reason is simple, if he doesn't do it. it doesn't get done because there isn't anyhxly else to do it The notion that the Judge sits in the grand seal of power and issues directions to a coterie of minions who miraculously transform dreams into reality would be hysterically funny it it weren't so pitifully naive The Judge may occupy a seal of power, but in this county that seal had better move or there will be no progress It has occurred to me that [versons who can function under such condi lions are a rarity The coincidence of the present County Court being comprised of three such persons is incredible These are the un definable sorts of qualities that generally don't find their way into the campaign ads, but they arv worth more in a mere two hours of actual service than all the golden cliches that ever dripped from a candidate's tongue There is however, one area in which our current Judge is woclullv defic ient He is a lousy politic lan He has neither the time nor inclination to beat his breast or his own drum, and for that I hope he may be forgiven This, roo, is a very sun pie tact, some folks are good at talk ing about doing things and some folks are good at getting things done The two don't necessarily go together Sincerely (s)Valcne H Doherty P () Box 582 Hcppner. Pendleton, has expressed an interest in opera! ing the North .Morrow Medical Clinic here in a letter addressed to Don Eppenbach vice chairm an. North Morrow Medical Board William Hill Alsdurf. executive vice jjresident of the hospital told Eppenbach that if the clinic building were av ailable for use for a nominal fee the hospital could staff the clinic including the physician1, manage the clime using St Anthoney's resources and deliver quality ser vice to area residents Alsdurf said visits by Pendleton specialists on a jienodic basis might also be arranged He also stated that the operation could be managed with no fee from Morrow County and that the hospital did not anticipate any tax subsidization for the clinic One advantage Alsdurf mentioned was that the Medical Board could continue to be responsible for med ical care without the " headache and worries about staffing and operations St Anthony currently ad m in istrates Pioneer M em orial Hospital in Heppner Alsdurf mentioned the goals of the hospital were to develop a prim ary health care facility in this area, to Ihe Heppner Gazette-Tiroes, Heppner.
