Ihe Oregon State Ballot Nos 4, |9Hb is it It is prohahly the hottest stale ball.4 in the history of this country Die nuclear industry, can he dealt a potentially latal blow Lhc government can he linuttcd on the amount ot taxes they assess on personal property The big time drug smugglers would lose their war on drugs because their nuin money nukci would lose it's value it adults iwho are 90 to 9 'T ot their uutketl cinild grow their own man luana Only to mention a few Even though I have worked tor and support nuns of these issues and would like to see them win I could only feel the lull pleasure that comes with victory, if victory was achies cd honestly in a fair contest It we lose in an honest contest it's () K hecjuse there is always the chance to go hac k to the draw mg Nurd and try again It we lose because of systernalical manipulation and we can't control it. then the contest isn't really a contest, hut tust a device to deceive people, and can't he won With everything that is at stake in this election I not only (eel it is my right hut my responsibility to do everything I can to see that we have an open and honest election in Oregon I have recently tried to assure myself that this will he an honest election by going to the elex tmns division of the state to studs and learn the process Quite to the contrary I find only a system (hat is closed to the voter and serves only to increase my fears of a stacked deck rherc is no state w ide sy stem Ibere are at least a hall dozen dif ferent computer programs used state wide and Ihe supjv>sed puhlis access and certification is a sc ham and in suit to any knowledgeable and con cemcd citizen Die best way to have an honest election is to have it wide open and accessible to our citizens, that means every pan of the process is opened, even the design of the computer pmgrams and the ability of persons outside the elevtions division to hase meaningful access to all data that is pcrtaincnt to the election, which is not the case now At pre sent the design of the programs and the test dec ks are secret information II we arc not allowed access to the programs jnd the rest ol the system being used to count our vote then we should he allowed to hand count the votes at each of our own precincts and tell elections how wc voted I ben they ciHild use (heir computers to total the vote and each precinct would he jhlc to verify the honesty and accuracy ot the vote Please help nuke this an honest contest phone or write to government offic ials and the media, and demand voter access to the system, alter all they are work ing lor us aren't they Come on elec lions dis ision sh«>w us how it works hclorc the election, unless you hase something to hide (s)William B Condo 25005 N Coburg Rd Harrisburg. OR 9744b 503 995 6907 To the Editor I m writing this letter hoping that what I say might influence (he pco pie of Morrow County cimsuler a problem that has been with us a long time The problem is the inability of our society to deal with the lawlessness of some of our youth When tJ»ey get into trouble it has been the general attitude to slap their hands and let them off so they can do the same thing again Unless an offender is brought to justice and nude to nuke restitution for his offenses he will turn around and do it again This summer my wife and I were at Cutsfonh Park one evening around 7 o'clock While wc were there wc s.iw fudge Don Me Hlieott drive in He had driven there to sec that some young people he had put on a work detail because of offenses they had committed were carrying through with (heir assignments Ibis is the second summer Judge Me Hligott has had sueh a program jnd he has driven to the mountains many evenings during the week because of his one ere interest in this program I know that our youth can become good citizens if wc will get behind a program such as this that nukes a person responsible for his misconduct Judge McEIItgon. I commend you for your insight into the solution of this problem IsiPaul Warren To the Editor As a newcomer to Morrow Coun ly. I am in no position to dispute Irene Anhorn's letter regarding the history of the north end I can. however, comment on the petition for fornution of separate medical districts and why it is being pursued First, no one in the north end is on a vendetta to destroy Pioneer Memorial Hospital Personally. 1 have a great deal of respect tor the administrator. John Hcmpcl. and I have found ihe staff to he Nah com petent and cordial I'nlike Ciood Shepherd Jfospital in Hcrmiston. which is constantly being critisized. I have yet to hear anything detnmen tal said about the medical care pro sided at the Heppner Hospital However, the medical care needs differ greatly between north and south The nuin difference is In terstale H4 I H4 brings more cjrs through the north end in one das than Heppner secs in a month I H4 also brings people and crime and bloody horrendous accidents Right now we do not hase the equipment, facilities or training to provide the necessary traunu care so people arc dying I have been told that over HOT of the county 's assessed value is in the north end Yet over 90T «if every tax dollar spent on health care is spent in the south end While some nuy argue over die exact figures, the disparity should he ohs mus 1 <> add to the irony. Ihe County Budget Committee (which, like the County Court and the Port Commission, is controlled h> the s««uth end.) cut over SKI.000 from the north end health care budget last year The same tax split (HOT north. 20T south) pays for our County Sheriffs, our large new schools and that large accumulation of north end wellarc cases (which, by the was. have been doing quite well lately) Now I can live with the last that Ihe root al my clinic leaks and is try ing to cave in I can stand hy and watch the walls crumble and the paint peel But I won't stand hy and watch people die because my defibrillator is useless or the I M i's can't afford the cost of insurance and training or the back up ambulance can't back up because the engine is tailing apart I nuy be a newcomer, but I am not a tool I am gratelul that Mrs Anhorn is willing to spend more north end money for our health care needs, but where will the money come from’ Is the Heppner Hospital willing to go on a diet to feed north end health care* Would a change in leadership help’ Perhaps tarnis Carlson has promised more money tor the North Morrow Medical Clinic . but nor for the Boardman Ambulance If Carlson keeps his promise to cut taxes, the clinic nuy still get need ed funds but cuts would have to be made elsewhere possibly the am hulancc. or the hospital Neither answer is palatable A better solution is to free the health care system from the politi cians completely Separate medical districts would allow local tax dollars to he channeled to meet local needs under local direction Presently, with budget control in the hands of the s*>uth end. budget cuts are a norih end phenomenon since the south holds all the cards, is it any w«>ndcr that others would want to cut Ihe deck? Still. tvahing is written in stone so far The petition was nude to the County Court prec isely to guarantee extensive public discussions helore any ballot measures would be presented fherc is ample opporhim Is lor an equitable rcwilulion So rest easy.
