Tfhich takes farm land out of produc lion and pays the farmer not to farm, w ill probably not be felt on the local economy for another year or so. M orrow County extension Agent Fred I undin has estimated that based on the SI 83 it costs lo farm one acre o f dry land wheat, locally we can expect to lose approximately $5 m illion per year These arc. o f course, projections, but whatever the exact amount, the program is sure to cut down on the amount o f dollars coming into the county, and the amount o f dollars being spent in the coun ty And like it or not. decreased dollars in any given area w ill affect jobs, income and likely be felt by everyone We have had some warning about the effects o f the CRP pro gram, and with a little planning, some cooperation and hard work it is possible to blunt some o f the adverse effects it w ill cause Planning to deal with the effects ot the CRP program have pretty much been underway for some time now. with communities in our area already discussing new ways to stimulate, or at least main tain their economics For example the old hotel in Heppner may be restored and turned into a senior citizens complex, lone has been w orking on opening up a road to Boardman in hopes o f at tra d in g some o f the population increase in the North end ol the county, and a park district has been formed to develop recreu tional facilities at W illow Creek lake There are more ideas be ing discussed, and more planning taking place, a good healthy sign that the communities are optomistic and hopeful about the future. Because o f the inter relationship of the communities, south Mor row County should consider itself an economic /one comprised o f Heppner, Lexington, lone and areas in between. What is good for one community w ill rub o ff and be good for the others, which is where cooperation becomes an important aspect in dealing with the negative impact o f the CRP Coordinated and joint efforts by all the communities in South Morrow County may be possible, and highly beneficial in ccr tain instances, but such cooperation w ill take understanding and strong leadership Our upcoming county judge election may be one o f the most important the county has faced for several years W ith all the changes occurring in the county, strong leadership from the county level w ill be essential if we are to plan, cooperate, and work toward the common goal of a better Morrow County County Court From page 2 cd in Salem.
