misconceptions seen in the January
20 article ("E ast Oregonian ' con
ceming the Morrow County Kair
Hoard and the Morrow County
School District's new proposed
lease
The pertinent facts are
1 The Fair Hoard leases the
county rodeo grounds to the school
district for use as a football and
baseball field, and also for grade
school f’ F classes
2 The new lease calls for rent of
$4.000. a $2.000 increase over thr
«sifting contract Howrvrr. this
$2.000 incrrai» puts all to th» costa
for maintenance of th r grounds on
thr Fair Hoard These costs include
electricity watpring. sprsying. and
mo» mg needed to keep the grounds
in good shape
3 The 12.000 figure is based on
specifications and man hours re
searched and agreed on by both
boards at a previous school district

To the Editor
By now. most Oregonians have
received their Slate Income Tax
booklet and have noticed that their
tax rates have been reduced from
last year
The rates are lower because the
1985 legislature eliminated the eight
percent income tax surcharge that
was initiated in 1981 We determined
that the surcharge could he elimin
aled and that our major obligations
for providing services could still be
met
The law requires the legislature
to balance the state's budget "D el
K it spending" cannot occur» in
Oregon government But there are
powerful pressures to spend more
each year and to increase taxes to
pav for additional spending In spite
of these pressures, the cost ot stale
government in Oregon w ill increase
at less than the rate of inflation for
the fourth consecutive biennium
The hard budget decisions w ill be
with us for a while longer, and our
tax reform work is not finished
either As the public continues to
demand that we hold the line on
laves, we must proceed with the
difficult task of reforming our school
finance and property tax systems
With this challenge ahead of us.

was born Nov 16. 1898 in Texas, the
daughter of Benjamin and Hannah
Thompson
She was a teacher in The Dalles
elementary public schools and had
lived in the Eugene area since 1975
She was prec **!«*) in death by her
husband, Elmer, in June. 1981 They
were married Keb 21. 1925 in
Lexington She was a past memtier
of The Dalles Christian Church, the
Oregon Education Association, He
bekah Lodge and the Eastern Star
Survivors include a son Clair Hunt
and his wife Marti of Eugene, a
daughter laiuise Lroy and her hus
hand O E of Anchorage. Alaska.

of Torrence. California, and Oliver
