McCaslin had no doubt the infor
(nation on the flyer was important.
balked .it tin
the Ml K V
using children for public relations of
the union
"By itself the information about
Halloween safety has much merit,"
he said in a letter to MCKA Repre
sentative Lori Longway Vince but
our reservations about public rela
lions efforts which use students (or
distribution are serious indeed "
Umgway Vince said later that the
teachers would still try to get the
Halloween safety information out to
parents by putting the flyers in local
businesses, but admitted that the
cost of mailing them would be
prohibitive
The district has in the past allowed
certain other groups to distribute
information to school children to
take home, and McCaslin said the
board reserves the right to decide
in each and every instance based on
our assessment of not only the
service provided but also the appar
ent purposes, the overall effect and
•to stands to tienefit, proportion
ately, from the distribution
The district and teachers have
been trying to negotiate a new
contract for the past 10 months,
however, the two sides have been
unable to agree on salaries teacher
discipline, early retirement. Iiene
(its and other issues
Factfinding means that an outside
person is brought in to hear both
sides in contract negotiations A
factfinder will present a report after
hearing the arguments, and either
side may accept or reject %
factfinder '» solutions
Kithor side may request that
negotiations go to factfinding, but
the Morrow County Kducation Asso
nation iteachers union* says now is
not the tune
"As a member of the Morrow
County Kducation Association I am
here to speak not only for the
Executive Committee and the Nego
hating Team, but the teaching staff
of Morrow County high school
teacher Dale Conklin told the board
"We understand that the Hoard
has asked our negotiations be put
into factfinding You are within
your legal rights in doing so
However, we wonder why you did
this’
"It is in the best interests of the
district, the kids, the teachers, and
the patrons to reach an agreement
as soon as possible As close as we
are on the economic issues, and w ith
very few new language items, we
don’t understand why we aren't
meeting instead of entering the
timeconsuming and expensive pro
cess of factfinding
"Even though factfinding has
tieen declared, we can still meet,
and we urge the Hoard to do so
Wo ask the Hoard to get together
and negotiate a contract for the good
of everyone as quickly as possible."
lie concluded
The school board heard the re
quest from the education associa
lion it took no action, however,
and made no comment
In the salary department, the
district and the teachers are not far
apart on the total dollar amount,
only how it is distributed
The teacher* would like to see
more salary increases in the middle
and upper level* of the salary scale,
and the district is asking for tugger
increases in the lower level*, appar
ently to aid in attracting new teach
ers to the district
Conklin said he did not agree w ith
big increase* for incoming and new
teachers, say ing instead that teach
ers who have tieen here would be
more apt to stay if the pay were
lietter "We think if people are
willing to stay here they deserve a
higher pay "
None of the district's teachers
have received substantial pay in
creases in the past three years since
|>ay raises were lied to the Portland
Consumer Price Index <a measure
of inflation) which did not raise
Conklin also took exception to an
information sheet handed out by
district administrator during the
board meeting, saying that it was
misleading "Some of those things
they say we are asking for. are in
fact already in the contract, and
we re just trying to keep them, said
Conklin
Many of the teachers at the
meeting were wearing yellow and
black buttons, saying "to Morrow is
too late " "We came into the district
without a contract and tomorrow is
too late for one." explained teacher
