HB 2211. that would limit Oregon » school districts to the election of board m em bers in May of odd num bered years onlv As you anow under c u rrrn t law school districts a re the only rem ain ing special districts holding annual elections of directors More often than not the election of school directors in M arch is the first of at least two elections held each year as school districts prefer to wait until later to present their levies to district electors This year, only 54 school districts a m ere 1 5 (wreent of the 353 school districts throughout the state will hold director and levy elections on M arch 26 Under the provisions of HB22I1. most of these districts would have needed only one election this year In even num bered years a district living within its tax base would not need an election at all l nder the current statute those districts still needing to pass operat ing levies will hold two elections In 1984 elim ination of the even year election of directors would have m eant a savings of $422.<■"> to school districts statew ide K&ti m ates for 198». put the savings at over $5oo out) opponents of the change to odd year elections of directors, ‘(’onfed eration of School A dm inistrators Oregon School Boards Association and O K A > claim that our purpose is to create adm inistrative conven lence They contend further that odd year elections will c re a te a situation wherein a m ajority of board positions could change hands breaking continuity in board policy and function One look at the anticpated savings for school districts statew ide shows that we a re not looking at m ere adm inistrative convenience K ather. we see real and substantial economic benefits for our schools As to the latter argum ent, it is possible even under current law for a majority of board positions to he open at an election Unscheduled vacancies frequently occur requir ing that the vacant positions be placed on the ballot w ith the regular ly scfw-duled openings It is not unusual to s«-e three or even four directors positions on the ballot at a given election Krankly.
