Oregon 97836 Published November 8 . 1984 C B E C discusses B P A rate hike, power outage at board meeting The Columbia Basin Electric Co operative s board of directors met for a regular meeting in Heppner Ocolber 25 The expected July 1985 Bonneville Power Administration rate increase and possible actions the board could take to meet its consequences was a main topic of discussion according to Co-op man ager Fred Toombs The Co-op board disc ussed poten tial revenues from Kinzua s co gen eration plant which is anticipated to be on line before the end of the year and Chem Security s proposed PCB incinerator near Arlington which could significantly offset much of the BPA increase They also acknowledged that the incinerator is far from reality at this point and they didn t come close to ruling out a possible Coop rate increase for next year The direc tors decided to avoid raising rates if at all possible to take the matter month by month and to trace contin uing developments A decision won't be required for some time In other business Toombs outlin ed the Co-op's financial report Board members concluded the re put was very positive He explain ed that to date $1 372.332 has been invested out of general funds Total administrative expenses are well below what they were last year at this time In the nine months ending September 198.) administrative ex penses totalled $256.394 86 In the nine months ending September 1984 adm inistrative expenses totalled $212.(378 42 Toombs explained that a chronic source of trouble is occuring at the lone sub station because of an un derground feeder line An outage will be necessary in the Heppner. lone la'xington. Morgan Mikkalo and Gwendolen areas Sunday, Nov 18 from 6 am until 2 p m The outage will allow BPA crews to complete work in their substation at Boardman CBEC will use this opportunity to do some of the necessary work to facilitate connection of the Kinzua Co genera tion plant The board learned that a resolu lion drafted by them concerning expansion of the Oregon Rural E lectric Cooperative Association Board would be voted on at the ORKCA Memberships December meeting The resolution calls for a board of seven members instead of five Four of these would be directors with three of them man agers There would be two directors from each side of the Cascade mountains It was found that CBEC had the full support of OKECA's president in the resolution Board directors were also provid ed with the ORFCA proposed budget for the 1985 year liie y were asked to study it for later discussion The directors then heard report on the franchise agreements they have with the cities they serve II was agreed the Co op is up to date on the agreements Franchise agreements are essentially business licenses, with the revenue supporting city's street lights and paid on by custom ers within the cities The board approved a motion to support the campaign of Loy Peter son from Central Electric Coopera live in Redmond for a position on the Cooperative Finance Corporation Board The motion approved a donation of $150 to the campaign The hoard also approved a motion to pay the Northwest Public Power Association membership dues of $2.447 It was decided to remain an education sustaining member In the manager s report. Toombs informed the directors about a mil lion dollar line of credit available through CFC in case of emergencies such as ice storms A motion passed to apply for the line of credit Toombs then brought up the BPA rate increase, as mentioned Co-op directors then went into executive session (It I M W H I M .
