Sept 4 and accepted an agreement with the county regard ing a sewer line at the fairgrounds The sewer line is constructed as far as the fairgrounds buildings The extension will cross the fairgrounds to service the school district's bus shed and the city's lift station Construction is scheduled to tiegin next week with the school district chipping in $2 ( 8 x 1 and the city and county splitting the remaining costs The city w ill lay the pips* and do the hack filling and the county will dig the necessary ditches said a spokes person for the city Some area Scouts were present at the meeting who were working on their Communications Badges The Council conducted the follow mg business approved a resolution to accept $2 ixxifrom I .eta Humphreys estate for the purchase ot books tor tne Heppner 1‘ublic Library approved a request from liepp ner City Cheif Police Doug Kathbun for the city to pick up the tab for lunch for the interview board for the opening for one city policeman agreed to have some paving done on Willow View D rive in the Has mussen lo t addition and on Chase Street from Cannon Street toward Center Corp. \scruitinizing, new park site Jim llayes. president of the Hepp ner Kconomic Development Corp has reported that they are still scrutinizing" the A rm y Corps of Kngmeers August 14 suggestion from their Portland offic e of a new site for a proposed recreation area on the lake formed by Willow Creek Dam The original site w huh the H E D < w , 1 ' . or.M,bring for a recreation area was at the northeast side of the lake and would have included space for an overnight campground, a day use and picnic area, and a “ tnangu lar shaped recreation area " Cost for construction of the park area tentatively was to have been divided between the county and the Corps of Engineers However because this area had previously been promised to the 1 iregon Dept of Kish and W ildlife by the Walla Walla office of the Corps, the Portland office has suggested an alternate recreation area adjacent to the dam on the hillside below the fenced area and Corps office Another consideration of the Corps Portland district office is the pro jected pond size if the occasion should arise when the dam could reach flood stage and water spilled over the top This situation, which, is unlikely to occur, would place the originally proposed recreation site under the water level M oonlight Sale coming Oct. 13 Heppner merchants will hold a Moonlight bale Saturday. Sept 7. asked the merchants for support of the event Merchants decider) that their display windows could be used for old items and that "centen nial" dress would be a nice addition for the businesses that day Chamber of Com m erce president Harley Sager asked the merchants if they could submit a budget of their expected expenditures to the Cham ber The reason for the Chamber's request Sager said, is that they 1 have donated tl.HU> to the Mereh ants to help fund their projects and. until they receive the bill, they have no indication of how the money is being spent After discussion about the difficulty of predicting some of the merchants expenditures, mer chants concluded that perhaps a tentative budgrt could be prepared “ We want to do everything we can to work together with the Chamber of Commerce because they are offer ing us Si,Hu> that we didn’t have b efore," said one merchant “ Weiome Hunter” signs will be available for merchants to display again this year during the coming hunting seasons, concluded m er chants president Charles Hutchin son Although. Hayes says the Dept of Kish and Wildlife would probably trade the promised parcel of land for another parcel the originally pro posed site would not, at times, be adjacent to the water level of the lake because of the fluctuation in pool height A priority of H E D C and an advantage to the site adjacent to the dam is a proper designated swimm ing area concluded Hayes Enrollment up Enrollment in Morrow County schools is 1776 students, up four percent over the 1983 enrollment of 1707 at the close of the first week of school said a spokesperson for the school district Enrollment at Heppner Elemen tary has increased by five to 375.
