Mrs. Padberg died Sunday, Jan. I, 1ttB4. at Pioneer Memorial Hospital in Heppner at the ago of BO. The Rev. Stuart Dick will officiate at the 1 p.m. service. Casket bearers are to be Ralph Marlatt, Dean Hunt, Roger Campbell, Leonard Munkers, Rob Mahoney and Ron Haguewood. Honorary bearers Include Rob Camp bell. Ken Peck. Ken Palmer, Gene Majeske, Terrel Rengc and Paul Jones. Mrs. Padberg was born June 8. 1903 in Lindsey, Okla homa, to R. Dell and Millie Stroud Allstott. She came to Morrow County In 1915, settling In Lexington, On December 27. 1922. she mnrrlcd Irvin Padberg in Heppner. He preceded her in death In 1907. She was a member of Holly Kehckah Ixxlge, the Lexington Christian Church and the lone Garden Club. She was a mail route driver for over 30 years, retiring in 1979. She is survived by a son. Rill Padberg. Lexington; step mother. Fannie Allstott of Salem: stepbrother. Jack All stott, of Tillamook: stepsister, Jane Luoto, Salem: four grandchildren: and four great grandchildren. Memorial contributions may be made to the Oregon Heart Association or the memorial fund through Pio neer Memorial Hospital. Sweeney Mortuary, Hep pner. is in charge of arrangements. REDMOND Claude S. Hill. 77. of Redmond, died Tuesday, Dec. 20. 19H3. at Central Ore gon District Hospital. Mr. Hill was born August 2, 190fi, in Heppner to Wilbern and Evelyn PHelps Hill. He was a World War II veteran of the Army Air Corps and was a member of the Redmond Free Mehtodist Church and the Redmond B.P.O.E. He married Naomi McMil lan on May 11. 1935 In Hep pner. Since 1950. Mr. Hill had divided his time between homes in Redmond and Port land. In Redmond he owned and operated a carpet sales and installation business. Funeral services were held December 23 at the Redmond Free Methodist Church with th Hev Greff S Knox offi ciating. Burial was at Red mond Memorial Cemetery. Survivors Include his wife, Naomi: a son. Jack, of Red mond: two daughters: ' Kay Moran of Tacoma. Wash, and Pam Swearingen of Sher wood: nine grandchildren, six step-grandchildren, three great-grandchildren; 10 step-great-grandchildren; brothers Harold Hill of Heppner and Rufus Hill of Albuquerque, N.M.; and sisters Virginia O'Donnell of Molalla and Vette Vinson of Danville. Emergency Loans are designed for far mers who are In a cost-price squeeze or face other financial difficulty beyond their con trol." Fitzsimmons said. "In other words, the loans are for a financial emergency rather than a natural disaster such as a drought or flood." The Economic Emergency or "E.E." program was in operation from 1978 to 1981. The program expired in 1981 but was later reauthorized by Congress. It is being reopened under an order by the U.S. District Court in Washington, DC. "Under the program, loans will be available to farmers who are suffering an economic emergency through no fault of their own. They must, show that they have tried unsuc cessfully to get a loan from another source before coming to FmHA and that they can repay the loan over a period of time, depending on the use of the funds. The funds can be used to finance 1984 crop production, to refinance de linquent farm and family operating debts and related uses." Fitzsimmons said. The interest rate for direct loans fluctuates with the cost to the government of borrow ing money. The interest rates for guaranteed loans, which are made by commercial lenders and backed by the government, are negotiated between the borrower and the lender. She was 79. She was born May 4. 1004, in Heppner to Robert W. and Mary Turner. On July 12. 1924. she mar ried Walt LaDusire. Mrs. LaDusire was the first secretary for Morrow County Grain Growers when it was formed in 1931, Katie RED BLUFF, Calif. - Katie Carty. 97. of Red Bluff, died Sunday. Dec. 18. 1983. She was born February 1, 1886 in County Leithrim, Ire land. Funeral services were held December 22 at Sacred Heart Catholic Church in Red Bluff. Rurial was at St. Mary Ceme- She lived in La Grande and Eugene most of her married life. At her request, no funeral services were held. Survivors include one brother. John W. Turner, of Baker, and numerous nieces and nephews. Memorial contributions may be made in her name to Pioneer Memorial Hospital in Heppner. IJoc2sttoos.st j i TOTALHARDWARE The recently enacted Dairy and Tobacco Adjustment Act of 1983 contains a critical, reteroactive feature of great importance to potential milk diversion program partici pants, a U.S. Department of Agriculture official has said. Everett Rank, administra tor of U.S.D.A.'s Agricultural Stabilization and Conserva tion Service, said under the new law, producers who wish to participat in the diversion program may not after November 8, 1983 sell, lease or otherwise transfer cattle which could be used by the producer for the production of milk, except in limited cir cumstances, reports the Mor row County A.S.C.S. office in Heppner. Rank said trnasfers for slaughter are permitted, as are transfers to another pro ducer who will enter into a contract under the milk diver sion program. U.S.D.A. also has authority to grant other ''''exce'btKVns. but ho decisions" have yet been made as to whether or how this authority will be used. Rank said. "Until those decisions have been announced, producers will jeopardize their chances of participating in the milk diversion program if they transfer cattle that could be used for the production of milk, other than for slaughter, or to a person the producer knows will participate in the program." Rank said. Under the program, produ cers may enter into contracts with the government to reduce their milk marketings. Those who meet all program re quirements will be paid $10 per hundred pounds for the amount by which they reduce their marketing from their applicable base period marketings.
