SUMMARY: Technical Information or comments are solicited on the proposed modified base (100 year) flood elevations Bhown In your community's Preli minary Revised Flood In surance Rate Map, These base (100-year) flood elevations are the basis for the flood plain management measures that the community Is required to either adopt or show evi dence of being already in effect in order to qualify or remain qualified for partici pation in the National Flood Insurance Program. The pro posed base flood elevations modify the base flood eleva tions shown on your commun ity's presently effective Flood Insurance Rate Map, DATES: The period for comment will be ninety (90) days following the second publication of this proposed rule in newspaper of local circulation in the community. ADDRESSES: The Preliminary Revised Flood Insurance Rate Map showing the proposed modi fied base flood elevations and their delineation are available for review at City Hall, lone, Oregon. Send comments to the Hon orable Linda La Rue, Mayor, City of lone. City Hall, P.O. Box 361. lone, Oregon, 97843. FOR FURTHER INFOR MATION, CONTACT: Dr, Brian R. Mrazik Acting Chief. Engineering Branch Natural Hazards Division Federal Emergency Man agement Agency Washington. D C. 20472 (21)2) 2B7 -02:10 SUPPLEMENTARY INFORMATION: The Federal Emergency Management Agency gives notice of the proposed deter minations of modified base (lot) year) fltxid elevations, in accordance with Section 110 of the Flood Disaster Protection Act Of 1973 (Pub. L. 93 234), B7 Stat. 9H0. which added Section 1363 to the National Flood Insurance Act of 19fi8 (Title XIII of the Housing and Urban Development Act of 1968 (Pub L. 90-448) ), 42 U.S.C. 4001-4128, and 44 CFR 67 4 (a). These elevations, together with the flood plain manage ment measures required by Section 60.3 of the program regulations, are the minimum that are required. They should not be construed to mean the community must change any existing ordinances that are more stringent in their flood plain management require ments, The community may at any time enact stricter requirements on its own. or pursuant to policies estab lished by other Federal, State, or regional entities. These proposed elevations will also be used to calculate the ap propriate flood insurance premium rates for new build ings and their contents and for the second layer of insurance of existing buildings and their contents. Pursuant to the provisions of 5USC 605 (b), the Associate Director, to whom authority has been delegated by the Director. Federal Emergency Management Agency, hereby certifies that the proposed flood elevation determina tions, if promulgated, will not have a significant economic impact on a substantial num ber of small entities. A flood elevation determination under Section 1363 forms the basis for new local ordinances, which, if adopted by a local community, will govern future construction within the flood plain area. The elevation de terminations, however, im pose no restriction unless and until the local community voluntarily adopts flood plain ordinances in accord with these elevations. Even if or dinances are adopted in com pliance with Federal standards, the elevations pre scribe how high to build in the flood plain and do not pro scribe developement. Thus, this action only forms the basis for future local actions, It Imposes no new require ment; of Itself It has no economic Impact. Proposed base flood eleva tions along flood sources stu died In detail are shown on the Preliminary Revised Flood Insurance Rate Map. LesRees and owners of real property In the City of lone are encoura ged to review these maps and related materials at the ad dress cited above.
