I83 - Page 3 Reflections on tlie year tliat was 1982 Accomplished last year Accomplishments for 1982 July 1, 1981 - June 30, 1982 4-The Jordan Canyon Special Project continued development in both planning and implementation. During this period of time, one LTA was developed; four conservation plans prepared; and 106,219 feet of terraces constructed in the watershed. A program on stubble mulch effectiveness is currently being evaluated in this area. Iong term agreements (LTA) have now grown to 17, an increase of seven during this period. Conservation tillage is continuing to increase. An attractive ASCS cost -share program and the conservation compliance program has contributed to this increase as well as the economics of today. 4- The Morrow SWCD received a grant application from the State Soil and Water Conservation Commission for a no-till demonstration. The project was initiated on two sites during 1982. 4 Supported the National and Oregon Association of Conservation Districts. Irrigation management evaluations will be made. 3. Drainage is becoming an important element in Northern; Morrow County. In many cases drainage will have to precede propctti irrigation management. SOIL EROSION 1. Continue Jordan Canyon special project. Project currently 25 percent completed. Will continue to encourage participation by land operators within the watershed. 2 Emphasize conservation tillage and reduced tillage programs. Management programs will be developed jointly by Extension and SCS under ACP program. 3 Support further development of mini-LTA program. 4 Continue no-till annual cropping program as funded through the SSWCC. Evaluate the effectiveness of the program. IRRIGATION - DRAINAGE 1. With SCS special emphasis project, irrigation will be an mportant priority. 2 Highest priority will be placed on those using sprinkler irrigation RANGE 1. Continue to stress the importance of range management tech niques. 2. Continue to develop range management plans for brush spraying projects under ACP. FISH AND WILDLIFE 1. Streambank fencing project; and wildlife damage and forage; improvement will be supported. WEED CONTROL I. District to support the publication of a weed identificatior brochure 2 Assume responsibility of weed control district. Morrow SWCII There have been many changes in soil conservation technique in the last few years. For our area the many new chemicals avail able for grass and weed control open new possibilities for our farmers. We realize that in the summer-fallow program we can maintain surface residue and we can build terraces and silt dams to prevent a great deal of the soil loss down our streams, but that does not stop erosion, it merely keeps the soil from moving so far. We see a continuing and strengthened interest in chem ical fallow and in capacity with each winter's moisture. In re sponse to this interest the Mor row SWCD in cooperation with the Morrow County Grain Grow ers is preparing a no-till drill for rental by cooperators this Rpring. We have invited Paul Rasmus sen from ARS to give us available information and recomendations as to fertilization requirements and dangers of toxic reactions in fertilizer placement. We have available this year a rangeland drill for range rehabil itation work. New chemicals have been announced and we hope to have them available, that control all woody range weeds and are said to have residual control. If we can stop the re growth of sage, rabbit brush and match weed, we will surely have a much better opportunity to establish a healthy grass stand. Where ASCS funds are used in rangeland rehabilitation it will be the recommendation of this dis trict board that the cooperator NAN ARSDALE CONST, co.
