Revenue Dept. moves property tax office The Oregon Department of Revenue has announced that it closed part of Its La Grande district office December 31. The Urban-Rural Section, which assists county assessor! with property tax matters, will move to Pendleton, where it will share space with the department's Audit Division staff. The new address is: State Office Building, Suite 310, 700 Southeast Emigrant Ave., Pendleton, phone 276 7810. The department's Timber Section will remain in La Grande but will move to a new location at the State Forestry Building, East Adams at 20th, phone 963-6414. The Urban-Rural Section's new Pendleton office will serve assessors In Morrowt Baker, Gilliam, Grant, malheur, Union, Umatilla, Wallowa and Wheeler coun ties. Bill Johnson is office manager. Vauvtnargutt Anglers asked dorsal Maxillary The efforts of volunteer anglers last year who helped collect ileelhead scales resul ted In 1,526 sample represen ting fish from 46 streams in Oregon. The Fish and Wildlife Department's research and development section Is in the process of analyzing these scales now. But Research Bi ologist Nancy MacHugh says even more scales are needed. - The Kale sampling Is part of a continuing project to try to determine the percentage of wild versus hatchery steel head in Oregon's rivers. From the scales biologists can tell whether a steelhead origina ted from a hatchery or whether- it was instead hatched and reared in the stream. Fish scales have cir cular growth rings like those found on the cross-section of a tree. The innermost rings of the scales of a hatchery fish are uniform due to the regular availability of food in the hatchery during the one year rearing period prior to release. Scales from wild steelhead show uneven growth rings as well as distinct winter growth checks during the two to three years they rear in fresh water before migrating to the ocean, the department said. By "reading" scales from angler-caught steelhead on special equipment, biologists will be able to determine the percentage of hatchery vs. wild adult steelhead caught from various streams. A sufficiently large sample size (about 200 per stream) is needed to enable reasonable estimates of the wild to hatch ery ratio. Last year only four of the 48 streams from which scales were received were represented by more than 100 samples. The department would like to obtain this data from all steelhead streams in the state. So once again the assistance of volunteers is needed. Samples from both summer and winter run fish in all streams are needed, the department stressed. Anglers willing to partici pate In the program can ob tain special scale envelopes from local Northwest Steel headers chapters, from many river guides or from the De partment of Fish and Wildlife (write ODFW, Research Sec tion, P.O. Box 1628, Corvallis, OR 97330). A pamphlet on the Salmon and Trout Enhance ment Program's scale collec tion project is also available from these sources. Local anglers can either turn in their collected scales to the above address or to Glen Ward in Heppner. At least eight or ten scales should be taken from each fish immediately above the lateral line and below the dorsal fin. This is where the scales first form on juvenile fish and scales from this area contain the most information. Scales taken from other areas often do not contain enough infor mation to enable separating hatchery from wild fish. Scales should not be taken from any fish intended for release as this opens the door for bacterial infection and reduces the chances for survi val, the department said. Scales are most easily re moved by scraping them off with a knife blade. The scales from a single fish should be wiped from the blade on a piece of paper and the paper placed into a scale envelope or ordinary envelope on which should be marked the stream where caught, date, sex of fish, length, and any fin marks. In order for the effort to be successful, samples from many fish and from all streams need to be obtained. This means the cooperation of a large number of anglers is needed. Of equal importance is that a large percentage of salmon-steelhead "punch cards" also be returned so that the catch estimates for each stream will be as accur ate as possible. Therefore, anglers are urged to turn in the 1982 salmon-steelhead card as soon as possible. It expired December 31 and a new card and angling license is needed for 1983. The cooperative scale col lection program is an oppor tunity for steelhead anglers to use their fish-catching skills to benefit long-range manage ment of the resource, the department said.
