FOUR The Heppner Gaiette-Hmes. Heppner. Orf gon. Thursday. Excise tax triples As part of a tax package adopted by congress last su.-.imer, the current one per cent federal excise tax on local and long distance tele phone service tripled January 1. announced Pacific North west Bell. Under the plan adopted in August, the tele phone excise tax will be three percent through 1983, 1984 and 1985. The tax then would be abolished, unless Congress acts again, a PNB spokesper son said. The tax was first imposed by congress during World War I as a temporary measure. Although repealed briefly after the war, it was reinstitu ted during the depression, and at one time, rates climbed as high as 25 percent on long distance calls and 15 percent on local sen-ice, the spokes person said. Several years ago, congress voted to gradually eliminate the tax, which had stood at 10 percent for almost 20 years. In recent years, it has dropped one percent each year and was scheduled to be one percent in 1981 and eliminated at the end of 1982. However, legislation enacted in 1980 continued the tax at two percent through 1981. A 1981 law allowed the tax to decrease to its current one percent level in 1982. According to that act, the tax was slated to remain at that one percent rate through De cember 31, 1984, after which it would have been dropped totally, the spokesperson said. The M.C.L.G.A. which sponsors the sale, specified a lower limit of 975 pounds and an upper limit of 1225 pounds (both after shrink). The weight changes are based on recommendations of Wally Gaboury of Hill Meat Company, Pendleton. Steers under the lower limit probably won't grade USDA choice or better and steers over the upper limit provide carcasses which are hard to merchan dise.
