team stayed home Monday,
Oct. 18 to play the Riverside
Pirates in the last JV game of
the season. Although the Mus
tangs, according to Coach Tim
Birkby. "played their best
game of the season," ft wasn't
good enough to sink the Pi
rates, and they lost, 2 - 8.
Birkby went on to say "Both
Offense and Defense played
the best game of the season,
The main reason we lost the
game was because of a bad
punt snap that set Riverside
up to score."
Overall. Birkby was pleased
with the outcome of the JV's

Qvtttion: Shall a toning district's constitutional tax base increase when new property construction causes district's true cosh value to increase?
Purpose; Constitution now allows taxing districts a six percent annual increase over their previous year's tax base. Measure would allow on
additional tai bose increase based on value of newly constructed property in the taxing district. Two years after new construction increasing, a
district's assessed value, its tax base would increase in proportion to the value rise due to new construction plus six percent. Increase connot be
more than 1 S percent of prior year's tax base.
Estimote of Financial Effect: The impact of the passage of this measure is based on existing lows and appropriation levels in effect on August 4,
1 982. In addition to the revenue impact on local governmental units, passage of this measure will hove the following financial impact on stote
government.
Income Tox revenue will be reduced by approximately $700,000 in fiscal year 1983 1984. Homowner ond Renter Refund Program (HARRP)
refunds to homeowners ond renters will be increased by approximately 1200,000 in fiscal year 1 983-1984.
The Stole Tox Bose will increose by approximately $28,000 in fiscal year 1 983-1984. The last time the state levied o property tax was 1 940.
