Absentee ballots available for November 2 election Absentee ballot applications ate available for the Novem ber 2 election at the Morrow County clerk's office at the Morrow County Courthouse in Heppner. Registered voters may apply for the ballots if they will be unable to vote at a polling place on the day of the election. The absentee ballots must be returned to the clerk's office by 8 p.m. November 2, according to the 1982 voter's pamphlet. An in state absent voter's application must be in writing and must include the voter's signature (for comparison purposes), a statement as to why the voter is unable to vote in person, a residence address and the address to which the ballot should be mailed, if different from the residence address. If an elector is physically handicapped, the application is valid for every election held during the calendar year for which the application is re ceived, the pamphlet states. A voter may apply for long term absent voter status with the county clerk or secretary of state if the person is a resident of Oregon absent from his or her place of residence; is serving in the Armed For ces or Merchant Marine of the U.S.; is temporarily living outside the territorial limits of the U.S. and the District of Columbia; or is a spouse or dependent of a long term absent voter. A spouse or dependent of a long term absent voter, not previously a resident of Oregon who in tends to reside in the state, is considered a resident for vo ting purposes and may vote in the same manner as a long term absent voter, the Voter's Pamphlet explains. The two bodies wrestled with the dilemma of placing the tax base sufficiently high so the college could conceivably live within it for several years versus the necessity of keep ing the tax base low enough to get voter approval, she ex plained The resulting compromise figure is 1)00.000 above the 19H2-8-1 operating levy ap proved by voters last March. Rlue Mountain Community College operates without a tax base, and is required by state law to put the question of a tax base before the voters. Dis trict voters turned down the idea of a tax base for the college in 1980. In another matter related to the November election, the board voted to oppose Ballot Measure 3. the one and one half percent tax rate limit initiative.
