EXPLANATION
The current base is approximately 18 of the required tax needed to
fund the school district operating budget. JSven with the permissible
statutory increase of 61 the district could only operate a very short
period of time. It is necessary to increase the tax baee in order to
make it serve as a realistic base.
This measure will levy no taxes, lnstesd It will esteblish s new tax
base. If the measure is approved, the school district could not levy
a tax in excess of the cons titut iional limit on this base unless the
levy is authorited by a vote of the people residing in the district.

Three school records were
broken by the Heppner girl
tracksters at the Hilot Kock
invitational on Friday. April
23.
The records were all run
ning events and were broken
by four first year tracksters
and one veteran.
Though they were record
breaking times, ironically, not
one scored a first place win.
Jodi Padberg set the new
record in the 3.000 meters with
a time of 12.01,5. beating her
personal best by :10.5 and
earning a second place win.
Third place in the 300 meter
hurdles was won by Pam Orr
with a time of :50.9. She beat

peted Tuesday, April 20 in a
four way meet at Wahtonka
where both the boys' ancj girls'
teams took third places over
all. Team scores for the boys
were: Wahtonka-103. Umatilla
-47. Heppner -43. and Dufur-32.
High point scorer for the
boys' team was Greg Orr with
a total of 14 points, followed by
Sid Kennedy with 12 points.
High point scorer for the girls
was Jodi Padberg with 14
points followed by Mary
Kincaid with 13 points.
Jodi Padberg achieved two
firsts, one in the 1.500 meters

The Heppner Mustangs
hosted the Wahtonka Eagles
Tuesday. April 20 but could
not quite defeat the depth of
the Eagles, and lost 14-15.
Dale Holland, coach for the
Heppner Mustangs had this to
say about the ball game; "We
hit the ball very well and we
should have won. but our
pitching didn't hold up."
The Mustangs gave up
twelve walks to the Eagles

Mary Kincaid and Stephie

Stephanie Payne also placed

placed fifth in the 100 meter
hurdles and fourth place in the
300 meter hurdles. Anne
baseball team downed,
scoring nine runs in the third
inning, the twelve walks
helped to give them a tremen
dous lead over the Mustangs.
But Heppner gave the Eagles
a run for their money in the
seventh inning when Doug
Holland hit a grand slam
home run, helping to score the
five runs that brought Hep
pner within one run of the
Eagles. But Heppner's lucky
streak suddenly ran out when

high jump; Sid Kennedy
throwing 178'4" in the javelin
meter run with a time of 4:42.
Tim Patton recorded a
personal best and a first place
in the hieh jump with a leap of

both did well in their first

and the 200 meter runs.
For the boys' team. Greg
Orr had the lead, winning
second place in the broad
jump with a leap of 16'9' ..". a
ihird place in the high jump at
5'2": and another third place
in the triple jump, springing
34'6". Orr was also on the boys
400 meter relay team that took
second place.

Margaret Doherty was a
double winner for the Cardinal
girls as she broke her own
school record in the 200 meter
dash in 2fi flat. Doherty tied
the school record in the 100
meter dash in 12 6 and placed
second in the 400 meter dash
with a time of fi2.8.

in the discus with a throw of
757".

Coach Conklin said he felt
"very pleased with everyone.
It wasta little windy but
conditions were very good.
Even though this was the first
time many had competed on
an asphalt track, they perfor
med ably and with confid

from Heppner merchants
Ron McDonald, president of the Heppner Merchants
Association, (left) presents band teacher Jim Ackley with a
check for $100 on behalf of the Heppner merchants.
The money was paid to Ackley for music he provided
during last Friday's Moonlight Sale and Fair k Rodeo
coronation.
"Thank you, we appreciate it very much," said Ackley. He
said the money would be used toward the Jim Ackley
Scholarship Fund.
