Mar. 27th, there will be trucks available to pick up In the residential areas. Local . businesses must make special arrangements with the city, said a spokesperson. As there are no available funds for collection of ap pliances and tires, individuals may take these items to the Lexington Dump between 10 a.m. and 12 noon on an Saturday morning for a nom inal fee. For removal of car bodies, arrangements must be made through Mayor Linda LaRue, continued the spokes person. Residents are asked to burn all garden refuse and tree trimmings and to bag up the cold ashes before pickup. There will be no hauling to the lone Dump as it is closed, she said. School board to meet The regular March meeting of the Morrow County School board has been scheduled for Monday. March 15 at Colum bia Jr. High School in Irrigon. The meeting will begin at 8 p.m. The school board will con sider several policies which are under review including a policy related to religious activity and an update of the district's policy for selection of employee bargaining units, said a spokesperson. The board is also expected to consider bids for school,, buses and a storage building. In other business, the board will hear a report from their insurance committee on the district's insurance coverage. Troedson grant application now available Application forms for the Carl W. March 18. 1982 - PUEIIC NOTICES IN THE COUNTY COURT FOR MORROW COUNTY, OREGON Ordinance No. MC-C7 An Ordinance establishing a Weed Control District for Morrow County, identifying noxious weeds to be controlled by said district, and establish ing procedures for control of such weeds within Morrow County, and repealing the declaration of weed control district dated October. 1937 .. WHEREAS noxious weeds have become so thoroughly established and are spreading so rapidly within Morrow County as to be a menace to the public welfare, and WHEREAS. ORS 570.515 provides that a County Court may declare the County a Weed Control District for the purpose of destroying such weeds and preventing the seeding and spread of such other weeds and plants as the County may declare to be noxious, and WHEREAS, the County Court has received petitions from citizens within the County requesting the County to establish a Weed Control District. THE COUNTY COURT OF MORROW COUNTY OR DAINS AS FOLLOWS: Section No. 1. Morrow County is hereby declared to be a Weed Control District. The boundaries of the District shall coin cide with the boundaries of Morrow County. Section No. 2. Short title. This ordinance shall be known as the Weed Con trol Ordinance of Morrow County. Section No. 3. Definitions. The definitions in this section shall apply 'unless the context of the ord inance requires other wise. a "County" means Mor row County. To find out if any noxious weeds or plants are being per mitted to grow and produce bloom or seed within the County. 2. To serve notices. 3. When necessary to destroy or cut or to supervise the destruc tion or cutting of noxious weeds grow ing or seeding within the County. 4. To conduct investiga tions, approve plans and certify expendi tures pertaining to weed control projects operated under cost share assistance grants. b The weed inspector shall have access to the land within the district. c) When the provisions of this ordinance are not being compiled with, the weed inspector shall serve a writ ten notice to the owner or occupant of the land. If the inspector is unable to personally serve the owner or occupant, the inspector shall post the notice and two copies thereof in three conspicuous places on the land. d) The notice shall con tain: 1. The dated service or posting of notice. 2. The name of the weed or weeds growing on such land, and a statement setting forth that such weeds must be destroyed or prevented from pro ducing seed within a specified time of not less than two days nor more than twenty days, to be established by the inspector, from the date of service or posting of such notice. 3) A copy of such notice together with the proof of service or posting endorsed thereon, shall be filed with the County Court. Section No. 5. Section No. 6. Noxious weeds. For the purposes of this ordinance the following weeds are declared to be noxious: Skeleton weed. Tansy Ragwort. Yellow Star Thistle This list may be amended and updated by resolution of the Morrow County Court. Vi shall be reviewed annually to determine necessity of adding or deleting weeds from the list. Section No. 7. Weeds of These are weeds which are of economic import ance and which occur in small enough infestation to make eradication prac ticable in most of Morrow County. They may be upgraded to noxious weeds when eradication becomes possible or when the economic threat be comes great enough to require total eradication. The owner or occupant of property is required to make every practical at tempt to eradicate weeds of economic importance. Weeds of economic impor tance are: Musk Thistle; Poison Hemlock ; Water Hemlock; Doddler; Hal ogeton; Milk Thistle; Goat Grass; Hounds Ton gue; Bur Chervil. Section No. 8. Eradication of weeds when owner or occupant refuses to do so. (a) If the owner or occupant of property fails or refuses to immediately destroy or cut noxious weeds after being notified by personal service or by posting of the property, the weed inspector shall immediately notify the district attorney who shall take necessary steps for enforcement. (b) The weed inspector shall also immediately notify the County Court who shall authorize the weed inspector and such assistants as may be necessary to go upon the land or premises and destroy the noxious weeds or control them in such manner as will destroy all seeds of such noxious weeds; however, if such destruction or control is impracticable because the weeds are too far advan ced or for other reasons means of control are unsatisfactory, the in spector shall so notify the County Court, which shall request the State Depart ment of Agriculture to immediately quarantine any such noxious weed infested farm. (d) Upon the completion of such work the weed In spector shall file with the County Clerk an Itemized statement of the expenses necessarily incurred in the destruction of such weeds, including his or her own wages, verified by oath. (ei When the statement of ex pense is filed, the clerk shall cause it to be entered upon a lien docket prepar ed for that purpose. The amount of the charges and expenses when so docket ed shall constitute a first lien upon such lands or premises, except as to taxes. Section No. 9. Collection of lien. If the charges and expenses are not paid and the lien discharged by the owner within 90 days from the date the lien is docketed, the County Clerk shall certify the same to the tax collect or, who shall extend the amount thereof upon the current tax rolls. When so extended, the same shall constitute a valid lien against such premises and shall be collected by the tax collector in the same man ner as taxes are collected. All liens so certified by the County Clerk to the tax collector after September 1 of each year shall be extended on the next roll delivered to the tax collector under ORS 311.115. Section No. 10. Penalties. Violation of this ordinance is a violation and is punishable, upon convic tion, by a fine not to exceed $100 for each offense. Section No. II. Emergency clause. In as much as it is necessary for the health, safety, and welfare of the citizens of Morrow County that this ordinance take immediate effect, an emergency is hereby de clared to exist and this ordinance shall take effect immediately after the nn causes tc Kit n you harvest a higher-yielding crop.
