PIWOSE The purpow of this nirggurr is to provide funda to balance the Morrow County operatinK budget for the fiscal year ltKl I9H2. EXPLANATION The Morrow County ta bane wg enuhtuihed in IMO. With annual Utcraaaet the lSWl 1982 tax bane u $390,069. Thia amount is inadequate to finance county government and related lervicei. Thia levy finances all jreneral fund expendituret, general achool fund, the portion of the road maintenance fund not included in the three year aerial levy and the percentage of thorn road funds allocated to the cities for maintenance of streets and bridges. Irtci-eaaea are due to inflation, new labor eontracU, and I two percent iivciwaaae in the amount for urroUerted Uxea. If thia measure is approved $2,317,652 of the Uxes will be partially Cnanced by the State of Oregon, the amount which is outside the 6 Limitation will result in an estimated tax of $3.32 per $1,000 of asae$ed value. YES NO B Ballot HOSPITAL LEVY OUTSIDE THE SIX PERCENT LIMITATION QUESTION SHALL THE VOTERS AUTHORIZE MORROW COUNTY TO LEVY $108,566 OUTSIDE THE SIX PERCENT LIMITATION FOR HOSPITAL AND NORTH MORROW CLINIC OPERATION? PURPOHE The purpose of the measure is to provide funds to balance the 198142 operating budget for the Proneer Memorial Hospital Nursing Home and the North Murrow Clinic services to the people of Morrow County. EXPLANATION The total proposed fiscal year 1981 1982 budget for Pioneer MemoriaJ Hospital and Nursing Home and the North Morrow Clinic is $1,352,615. A total property Ux levy of $108,566 is necessary to balance the budget. Of this amount $08,765 is required by the North Morrow Medical Clinic and ambulance service and $41,800 by the Pioneer Memorial Hospital to operate the hospital, nursing service and ambulance service. The reason for the increase in the North Morrow Clinic was due to the loss of physicians service and revenues during the present fiscal year. The "A" ballot must paaa fur this measure lo be valid. If this rneaaure is approved $108,666 will be totally fuiMKd by local UX payer roamliiiig in an enumaiad Ux of $.19 per $1,000 of aasrmsed value. YES no b Ballot ADDITIONAL SERVICES LEVY OUTSIDE THE SIX PERCENT LIMITATION QUESTION SHALL THE VOTERS AUTHORIZE MORROW COUNTY TO LEVY $40,778 FOR A SHERIFF TRANSPORT DEPUTY AND A BUILDING INSPECTOR? PURPOSE The purpose of this measure is lo provide funds for one additional deputy and a transport vehicle for the Sheriff's Department and the hiring of building inspector for the Planning Department. EXPLANATION If you vote yes, the County will hire one additional deputy sheriff and buy mid size vehicle suitable for transporting prisoners. Since Morrow County does not have a jail, prisoners must be lodged in Pendleton. The addition of Building Inspector would greatly increase the awrvice available to the public from the Planning Department. The fees collected for the service should meet most of the expense involved. The "A' ' ballot must pass for thia measure to be valid. The cost of these two additional services and the vehicle plus the 10 added amount for uncollected Uxes will be $40,778 totally financed by local taxpayers and will result in an estimated Ux rate of $.07 per $1,000 of aaaessed value. YES NO B Bitot THREE YEAR ROAD SERIAL LEVY QUESTION SHALL THE VOTERS AUTHORIZE MORROW COUNTY TO LEVY A THREE YEAR ROAD SERIAL LEVY OF $4.60,653 OUTSIDE THE CONSTITUTIONAL LIMITATION? PURPOSE The purpose of the measure is to provide $1,656,661 per year for three years lo reconstruct major arterials and heavily used secondary county roads. EXPLANATION Morrow County citizens have requested the County Budget Committee lo submit a three year road operating serial levy to the voters in the amount of $4,966,653. The annual levy will be $1,656,651 per year. This serial levy for county road re-construction has been reduced by $3,601,347 or $1,200,449 per year from the original proposal. The progressively deteriorating condition of county roads and further delay in major repair increases the risk of subaUntial coat escalation. This money will be used to match FAS funds, purchase needed equipment and, by request of the County Road Advisory Committee, to contract major construction projects. A percentage of this, by sUtutes, will go to the cities. The "A" Ballot must pass for this measure to be valid. If this measure is approved $4,966,663 will be totally financed by local Ux payers and will result in an estimated tax rate of $2.85 per $1,000 assessed value for fiscal year 1981 82. yes NO 4a.sng.,n.ani awl n.n aaaan.ntnan at n.47ei In, $ .i In SwaPi nng.n. tfr.cn. .an.anc-oeu M.,, ain gr, in. m,m,mi,m,.m.i.mmMmmlim,.lm,m, m n. ,,,,, 4),n,sg,,r
